Shosholoza Money Trail: Commission Examines 12 Months of Bank Records
The Madlanga Commission has examined approximately 12 consecutive months of FNB bank statements
linked to Shosholoza as Joe “Ferrari” Sibanyoni defended the association as a lawful collective
arrangement.
Sibanyoni described Shosholoza as an association through which members pooled resources, provided
mutual financial support and dealt with taxi-industry matters. He denied that the banking records
demonstrated unlawful conduct.
The Commission questioned how Calvin Mahlangu fitted into the association if he was not a taxi operator.
Sibanyoni said Shosholoza was not restricted to taxi operators and that he had extended Mahlangu an
open invitation as someone he knew.
When asked whether a businessman who was not a taxi operator could become a member through an
invitation, Sibanyoni answered: “Correct.”
His supplementary statement also stressed that Calvin Mahlangu, WO Mahlangu/Bhokgolo and Jabu
Gwabo Mahlangu were three distinct individuals. Sibanyoni warned against drawing adverse conclusions
from what he said was a conflation of identities.
The Commission has not made a finding in the evidence covered here that Shosholoza itself constituted an
unlawful enterprise. Sibanyoni rejects that characterisation.
