Former Emfuleni Fleet Manager Arrested Over Alleged R16 Million Municipal Tender Fraud
A former Emfuleni Local Municipality fleet manager has been arrested in connection with an alleged R16 million municipal vehicle tender fraud that investigators say left taxpayers out of pocket while the municipality received only a fraction of the vehicles it had paid for.
The arrest marks a significant development in an investigation led by the Gauteng Political Killings Task Team (PKTT), which has been probing allegations of fraud and corruption linked to the awarding and implementation of a municipal fleet contract.
Police confirmed that the 42 year old former municipal official was arrested on allegations of fraud and corruption relating to the procurement of 18 municipal vehicles, including UD trucks and bakkies.
According to investigators, the municipality allegedly paid approximately R16 million to a service provider under the contract. However, the investigation found that only seven of the 18 vehicles were ultimately delivered, despite the full contract amount allegedly being paid.
The findings have raised serious questions about the management of public funds and procurement processes within the municipality. Authorities are continuing to examine how the contract was awarded and implemented, as well as whether additional individuals or entities may have played a role.
The former fleet manager is expected to appear before the Vanderbijlpark Magistrates’ Court on Monday, 20 July 2026, where he will face charges of fraud and corruption.
Investigators have stressed that the case remains active and that further arrests have not been ruled out as the probe continues.
The latest arrest comes amid continued scrutiny of municipal governance and public procurement across South Africa, where allegations of corruption involving taxpayer funded contracts have repeatedly placed local authorities under the spotlight.
For now, the criminal proceedings will begin in court, while investigators continue working to determine the full extent of the alleged fraud and whether more suspects will be brought before the courts.
