Court Hears Evidence in Bail Hearing of Suspended Police Official Shadrack Sibiya Over Grooming and Sexual Offence Charges
Details have emerged in the Randburg Magistrate’s Court during the bail application of suspended Deputy National Police Commissioner, Lieutenant-General Shadrack Sibiya.
The court heard testimony from the state detailing allegations that the high-ranking police official utilized communication platforms to engage in the sexual grooming of a 16-year-old minor.
According to the affidavit read out by the investigating officer, Sergeant Ndlovu, the 59-year-old official initiated contact with the teenager and engaged in a 51-minute WhatsApp phone call.
During this conversation, Sibiya allegedly questioned the minor regarding personal matters, instructed her not to date others, and stated she should be exclusive to him.
He further instructed her to keep their communications entirely confidential.
The prosecution’s evidence indicates a pattern of persistent communication, with Sibiya allegedly requesting that the minor send him explicit digital media files.
The court was informed that the 16-year-old minor eventually transmitted a video file lasting approximately four minutes and 55 seconds.
The court further detailed late-night text exchanges that occurred around midnight.
Following the receipt of the media file, Sibiya allegedly sent messages expressing approval and requesting additional content.
The state alleges that the suspended official subsequently ordered the minor to delete the message history to prevent detection.
Sibiya, who was arrested by the Commission’s Recommendations Task Team, currently faces five charges, including rape, human trafficking, and the sexual grooming of a child.
An additional charge of negligent handling of a firearm was added following the discovery of an improperly secured weapon in his vehicle at the time of arrest.
Sibiya has denied the grooming and rape allegations, stating that his encounters with an older complainant were consensual and offering alternative explanations regarding how the media files were received.
The prosecution strongly opposes bail, arguing that the accused’s professional network poses a risk of witness interference.
The accused remains in custody at the Kgosi Mampuru II Correctional Centre pending the court’s decision on the bail application.
