FORENSIC REPORT CALLS FOR ARREST OF BHEKI CELE OVER ‘CAT’ MATLALA TENDER BOUNTY
A comprehensive 370-page SAPS forensic report recommends the criminal prosecution and arrest of former Police Minister Bheki Cele over alleged unlawful benefits and cash flows linked to controversial businessman Vusimuzi “Cat” Matlala.
According to the Sunday Times, the probe highlights suspicious cash withdrawals from Matlala’s firms—including Medicare24 and CAT Protection and Security—timed closely with meetings between Matlala and Cele.
The investigation centers on a lucrative R360-million SAPS health-risk contract awarded to Medicare24 in June 2024, which was later terminated over non-performance and forged credentials.
Investigators also point to free access granted to Cele at a luxury Pretoria penthouse, while Matlala faces separate charges and previously alleged he paid Cele R500,000 in cash.
Cele strongly denies all corruption allegations, maintaining that he had no influence over procurement and that his penthouse stays carried no obligation to declare.
The report emerged in the Pretoria High Court during a judicial review regarding related police tender decisions.
