NORTH WEST – Gaorutwe Rothwell Motingwe (40), the director of Gaomoti Enterprise Trading, appeared in the Lichtenburg Magistrate’s Court on Friday, 26 April 2024, facing charges of fraud. Motingwe handed himself over to the police earlier on Friday morning and was charged with fraud following an investigation by the Hawks’ Serious Commercial Crime Investigation in North West. This probe relates to the allegations of fraud and contravention of the Municipal Finance Management Act (MFMA) which were uncovered at the Ditsobotla Local Municipality in Lichtenburg. Reports indicate that the accused received payment to the value of R760 000 from Ditsobotla Municipality to supply and install Clear View fence and gates in the Biesiesvlei area. The accused reportedly fenced a small portion of the Biesiesvlei, but during March 2021, he claimed from the Municipality for services fully rendered. He appeared in court and was released on R 2000 bail. His co-accused, the former municipal manager at the Ditsobotla Local Municipality, Tsietsi Isaac Shema (53) and Thamsanqa Mtshali (40), who was the project manager, allegedly awarded a tender to value of R760 000 to Gaomoti Enterprise Trading without following proper supply chain processes.
Shema and Mtshali were charged with fraud and contravention of the MFMA. They appeared in court Thursday, 25 April 2024, and were released on R 5000 bail. The case against the trio was postponed to 13 May 2024 for legal representation.
