Carrim’s legal team requested a postponement of his testimony at the Madlanga Commission after investigators uncovered evidence of two additional payments to Medicare24 that he had not disclosed.

Carrim’s legal team requested that they be given some time to go through the cash transactions documents between Carrim, controversial businessman Vusi “Cat” Matlala and Hangwani Morgan Maumela for a stand down until 12:00 to prepare the application.

Evidence leader revealed that Carrim received over R332-Million in municipal payments to his companies while withholding R2.12 million in undisclosed transfers from Tasmika Construction to Medicare24.

Evidence leaders at the Madlanga Commission of Inquiry confronted North Carrim over late-disclosed bank statements and payments involving his companies Tasmika Construction and Medicare24.

 The challenge arose during cross-examination on Tuesday, as Advocate Matthew Chaskalson pressed Carrim on why key transactions were not mentioned in his witness statement on Monday.

The core dispute centered on two large payments from Tasmika Construction into Medicare24, R1 million on June 27, 2024, and R1.12 million on October 7, 2024, totaling over R2 million beyond previously disclosed amounts.

Evidence leaders discovered these while reviewing Medicare24 bank statements on Monday evening and informed the Commission on Tuesday morning, to verify SAPS inflows and Carrim’s claimed waiver of 10% entitlements under a loan agreement.

Counsel provided Carrim’s team with four months of bank statements for Tasmika Construction and Medicare24, arguing the delay stemmed from Carrim’s late statement filing due Wednesday instead of the prior week and his failure to disclose the payments or his access to the accounts.

They noted any of these issues would have allowed earlier sharing. An electronic spreadsheet with detailed municipal payments to Carrim-linked companies was emailed the day before, but only an infographic summary on page 505 (served Friday) was to be referenced.

The infographic summarized payments from municipalities where Carrim serves as ANC treasurer totaling around R332 million to R336 million to his companies, with the full spreadsheet offered for verification only.

Counsel emphasized no line items would be used in proceedings, allowing Carrim to check totals or dispute entries independently.

Hundreds of pages brandished by Advocate Rafik Bhana were dismissed as irrelevant beyond the summary.

According to reports Shongwe was.kidnapped along with another unnamed person who was travelling with him in his vehicle.

Shongwe was present during the Ad Hoc Committee sitting on Wednesday and Thursday during the appearance of the Mamelodi born and controversial businessman Vusi “Cat” Matlala, who wrapped up his testimony on Thursday night.

The kidnappers has since released him unharmed.

The party has since confirmed the incident and has requested parliamentary Speaker Thokoza Didiza to ensure the safety of the Ad Hoc Committee members who are investigating the crime infiltration within Saps, Judiciary and other law enforcement agencies.

In a letter address to Didiza, MKP Chief Whip Collen Makhubele the party was concerned regarding the safety and members of the Ad Hoc Committee particularly those from the MKP.

“As the Chief Whip of the MKP, I feel compelled to address the issue promptly and formally warn your office and the parliamentary administration about serious safety concerns that have risen. Theses concerns were previously raised during the Chief Whips Forum when the Ad Hoc Committee extension was discussed and highlighted in a letter sent to your office by Acting Leader of MK Party.

“I regert to inform you that Honourable Vusi Shongwe, an alternate member of the Ad Hoc Committee was kidnapped on the night of 26 November 2025 with another individual who was travelling in his vehicle. During the incidents, the kidnappers confiscated all three of his cellhpones , issued threats and coerced him into paying a substantial sum of money. A case was opened in Tembisa Police Station and investigations are currently underway, ” said Makhubele.

Makhubele further reuqested that Didiza prioritizes this matter and beef up security for the members of the Ad Hoc Committee.

“Any further delays or failure to address these threats not only endangers our members but also exposes parliament to potential legal and financial consequences. I kindly request that your office provide written responses detailing the measures that will be implemented to address these security concerns urgently. The MK Party remains steadfast in the commitment in the safety and well being of our parlaimantary members and the people who are serving the Ad Hoc Committee for the benefit of South Africans,” he wrote.

Gauteng Saps spokesperson Captain Tintswalo Sibeko confirmed the incident.

“A case of Hijacking and Kidnapping has been opened. No arrest has been made yet and investigation is underway,” she said.
