										<content:encoded><![CDATA[<p>The Special Investigating Unit (SIU) has obtained an order from the Special Tribunal to freeze the assets of a KwaZulu-Natal businesswoman. The assets are linked to the abuse of the Unemployment Insurance Fund’s Temporary Employee Relief Scheme (UIF TERS) during the COVID-19 pandemic, involving over R18 million in claims.</p>
<p>The order follows an SIU investigation, which found that Yolanda Nombuso Mgobo, the sole director of Yoluleko Trading (Pty) Ltd, benefited from proceeds linked to several entities. These include Ezogu Trading (Pty) Ltd, Nakomang Trading Enterprise CC, Ezikamshalaza Trading CC, Senzisipho (Pty) Ltd, and Amakhosana Contractors (Pty) Ltd. The SIU investigation uncovered that Mgobo received payments totalling R18,632,335 into both her personal and business accounts.</p>
<p>The probe further revealed that between 2020 and 2025, Mgobo utilised these proceeds for her personal benefit and that of her life partner, Mr Hlalanathi Hopewell Mbangi.</p>
<p>The preserved assets include several vehicles: a Hyundai Tucson acquired by Mgobo in November 2020; a Ford Ranger transferred from Mgobo to Mbangi in December 2023; and a Toyota Corolla registered by Mgobo in June 2025. Real estate assets were also targeted. On 16 April 2022, Mbangi purchased a property in Knightswood, Scottburgh, valued at R870,000. On 14 November 2022, Mgobo and Mbangi jointly acquired a property in Uvongo, on the KwaZulu-Natal South Coast, valued at R845,000. On that same day, Mbangi acquired two additional properties in Scottburgh, each valued at approximately R1 million. Special Tribunal Judge President Margaret Victor ordered that Mgobo, Mbangi, and Yoluleko Trading are prohibited from selling, transferring, hiding, or disposing of these specific vehicles and properties while investigations and hearings are ongoing.</p>
<p>This ensures the assets remain untouched until the Special Tribunal determines whether the agreements between the implicated parties and the Department of Labour were unlawful.</p>
<p>Although Mgobo did not personally submit the UIF TERS claims, she and her company received funds from the implicated entities, which were subsequently transferred to her personal accounts.</p>
<p>The SIU investigation revealed that between 2020 and 2023, Nakomang Trading Enterprise received approximately R19.2 million from the UIF, Ezikamshalaza Trading received R5.09 million, and Ezogu Trading received approximately R8.73 million. The probe further showed that between January and October 2022, Ezogu Trading made multiple payments to Mgobo totalling approximately R1.2 million. Between 6 April 2022 and 18 May 2023, Ezikamshalaza Trading made further payments to Mgobo. The final payment of R720,000 was made on 23 May 2023. By the end of that year, Ezikamshalaza Trading had paid a total of R1,698,720 to Mgobo.</p>
<p>While the assets are frozen, the individuals remain responsible for all associated costs, including levies, insurance, vehicle licensing, and other related expenses. The claims were found to be irregular and involved the use of a &#8220;ghost employee&#8221; database to access relief funds—a criminal offence. In accordance with the SIU Act, the SIU will refer the matter to the National Prosecuting Authority (NPA) for criminal prosecution.</p>
<p>The referral will include charges of fraud and money laundering against Ezikamshalaza Trading, its directors, and all individuals or entities involved in enabling these unlawful activities. The SIU remains committed to recovering public funds lost through corruption and holding accountable those who exploited relief measures intended for vulnerable workers and businesses during the pandemic.</p>
<p>The SIU is also authorised to initiate civil proceedings in the High Court or Special Tribunal to recover financial losses suffered by the State.</p>

<p>The SIU investigation uncovered a pattern involving a network of individuals who allegedly misused grants intended for media development and women’s soccer initiatives.</p>
<p>&nbsp;</p>
<p>According to the SIU, the National Lotteries Commission (NLC) awarded a R1.5 million grant in 2018 to Todi Media Development Foundation NPC for a media project. The funding was meant to cover expenses such as journalists’ accommodation, car hire, catering, equipment rental, guest speakers, marketing, and security.</p>
<p>&nbsp;</p>
<p>However, investigators found that the funds were diverted. A total of R550,000 was paid to Unscripted Communication, whose director is Sefara, while R900,000 was transferred to Black Dungaree, owned by Daniel Matome Malatjie. The latter amount was allegedly used to purchase property in Bassonia Rock Extension, Johannesburg.</p>
<p>&nbsp;</p>
<p>As a result, Khutso Daniel Makwela, director of Todi Media Development Foundation NPC, admitted to the misuse of funds, signed an Acknowledgement of Debt (AOD), and repaid the full R1.5 million on 30 March 2026.</p>
<p>&nbsp;</p>
<p>In a separate case, the NLC granted R1.71 million to Zibsiflo NPC for women’s soccer clinics in the Free State, covering transport, accommodation, facilitators, and publicity.</p>
<p>&nbsp;</p>
<p>The SIU found that R1.36 million from this grant was paid to Black Dungaree, while an additional R200,000 was paid to Charles Malatji. Approximately R900,000 was again used to acquire property in Bassonia, registered under Matlala Martha Malatji and Ngwako Moses Malatji.</p>
<p>&nbsp;</p>
<p>Makwela, also linked to Zibsiflo NPC, admitted to the misuse of these funds, signed an AOD, and repaid the full R1.71 million.</p>
<p>&nbsp;</p>
<p>Arena Holdings confirmed it has engaged directly with Sefara regarding the allegations.</p>
<p>&nbsp;</p>
<p>“Arena wishes to place on record that it has engaged directly with Mr Sefara regarding the allegations. Mr Sefara has denied any wrongdoing and has provided the company with his account of the events in question,” said Nwabisa Makunga.</p>
<p>&nbsp;</p>
<p>She added that the company has resolved to allow Sefara time and space to respond to the allegations and clear his name, while an independent investigator will be appointed to conduct a comprehensive review.</p>
<p>&nbsp;</p>
<p>“The findings of this independent process will guide the company’s decisions going forward,” Makunga said.</p>
<p>&nbsp;</p>
<p>Pending the outcome of the investigation, Sefara has been placed on special leave. Deputy Editor Mike Siluma will serve as Acting Editor of the Sunday Times with immediate effect.</p>

<p>Former hospital official Zacharia Chisele (53) and Hawks Sergeant Papi Tsie (41) are facing corruption charges after allegedly offering a R100,000 bribe to a Hawks investigating officer in November 2025.</p>
<p>The alleged bribe was meant to influence the investigation and help Chisele avoid prosecution in the wider probe into the reported R2-billion looting of Tembisa Hospital (2020–2023).</p>
<p>The Special Investigating Unit (SIU) had earlier recovered R13.5 million from Chisele through a civil investigation linked to the case.</p>

The SIU highlights a pivotal moment in 2015 when Omotoso requested a waiver for his permit nearing expiry, only for his appeal to be rejected in May 2016. <p>Meanwhile, Prophet Shepherd Bushiri&#8217;s modus operandi, as uncovered by the SIU, weaves a narrative of rapid ascent fueled by questionable visas and financial wizardry. Starting in 2015, Bushiri entered South Africa on a visitor&#8217;s visa with a history of prior visa irregularities. By 2016, he applied for a permanent residence permit under Section 27(c) of the Immigration Act, submitting fraudulent financials signed by a chartered accountant from Nigeria—who later denied involvement, claiming his signature was forged. Despite red flags, the permit was approved by a Home Affairs adjudicator linked to Bushiri&#8217;s church. This green light opened doors to acquiring four properties in South Africa between 2016 and 2018, totaling over R10.3 million, alongside supporting bank statements from NPC (non-profit company) accounts that the SIU deems a direct misrepresentation.</p>
<p>The plot thickened in 2021 when the Financial Intelligence Centre (FIC) flagged suspicious banking activities, including over R1 million in hurried cash deposits into two accounts, amounting to R27 million. These funds, allegedly from church donations, flowed through schemes misrepresented in the PRP application. Adding to the drama, between 2019 and 2020, Bushiri purchased an aircraft for USD 1.2 million (R30 million), funded by what the SIU describes as laundered money from his NPC, raising alarms about money laundering and misuse of church donations.</p>
<p>The SIU&#8217;s findings, part of a broader anti-fraud push in the public sector, emphasize systemic vulnerabilities in Home Affairs that allowed these leaders to allegedly game the system. For ordinary South Africans and immigrants alike, this saga raises tough questions about oversight, faith, and fairness. 										<content:encoded><![CDATA[<p>Businessman and former ANC Gauteng Treasury Thembinkosi &#8220;TK&#8221; Nciza and Radio 2000 presenter Sbu &#8220;Dj Sbu&#8221; Leope are alleged to have swindled the City of Ekurhuleni over R100 million.</p>
<p>&nbsp;</p>
<p>Ekurhuleni Legal Head Advocate Kemi Behari testified at the Madlanga Commission that a disciplinary investigation into Ekurhuleni senior manager Mojapelo was abruptly closed despite evidence of misconduct.</p>
<p>&nbsp;</p>
<p>The probe concerned over R100 million in municipal grants for events, which Behari said allegedly benefited celebrities TK Nciza and DJ Sbu Leope.</p>
<p>&nbsp;</p>
<p>&#8220;“All investigations have been blocked. And that is why now I’m facing repercussions because Nciza mentioned one thing,” Behari told the commission.</p>
<p>&nbsp;</p>
<p>Behari explained he became involved in the labour matter concerning Mojapelo, then COO, under instructions from his HOD and the HR HOD, not the city manager.</p>
<p>&nbsp;</p>
<p>“The only time I was involved in labour matters was when it dealt with a senior manager. Nciza had close ties to Mojapelo, which complicated efforts to pursue the investigation. Attempts to secure witnesses for the SIU report were unsuccessful,&#8221; he said.</p>
<p>&nbsp;</p>
<p>According to Behari, TK Nciza applied pressure to prevent accountability.</p>
<p>&nbsp;</p>
<p>“The only people we can call now are TK Nciza and Sbu Leope, because they’re the ones the evidence is pointing to as having benefited from this entire thing,” he said.</p>
<p>&nbsp;</p>
<p>Behari said his HOD later pulled him aside and told him the matter had been settled, effectively halting the investigation.</p>
<p>&nbsp;</p>
<p>Behari also addressed broader governance issues, including flawed public participation on special levies, which he said caused Ekurhuleni to lose around R200 million.</p>
<p>&nbsp;</p>
<p>“You put in a special levy, then only when Tembisa’s uprising happened did you decide to go back. But your initial process of public participation was flawed,” he explained.</p>

<p>At one stage Behari mentioned the case of a Senior Manager called Mojapelo, he claimed that a case against this manager was settled under extreme pressure.</p>
<p>&nbsp;</p>
<p>Things got even more interesting when he mentioned that evidence pointed toward popular figures TK Nciza and Sbu Leope allegedly benefiting from certain situations.</p>
<p>&nbsp;</p>
<p>However, Behari told the commission that as soon as he brought up the idea of calling them in to answer questions, his own Head of Department suddenly ended the case.</p>
<p>&nbsp;</p>
<p>Behari is facing claims that he received a massive loyalty bonus of R600,000 to make sure a disciplinary case against a suspended Deputy Police Chief Julius Mkhwanazi didn&#8217;t go anywhere.</p>

<p>Both men are facing a charge of corruption.</p>

<p>The duo are accused of corruption after attempting to bribe a Hawks investigating officer with R100,000 hard cash.</p>
<p>&nbsp;</p>
<p>It is alleged that on 23 November 2025, the two met with the Hawks investigating officer involved in an ongoing investigation of corruption at the Tembisa Hospital.</p>

<p>During the meeting, it is alleged that the two gave the Hawks official a gratification of R100 000 for Chisele to avoid prosecution in an ongoing investigation.</p>

<p>During the bail proceedings, the State did not oppose their release on bail.</p>
<p>&nbsp;</p>
<p>Prosecutor Ngoako Mokumo submitted an affidavit from Investigating Officer Captain Johannes Labuschagne, confirming that both accused have verified addresses, no previous convictions or pending cases and are not considered flight risks.</p>
<p>&nbsp;</p>
<p>The case was postponed to 27 February 2026 for further investigation.</p>
<p>&nbsp;</p>
<p>In November, Tshisele paid back R13.5 million to the SIU, which investigators say is only a portion of his alleged ill-got gains.</p>
<p>&nbsp;</p>
<p>The SIU says efforts to recover the full amount are still underway.</p>
<p>&nbsp;</p>
<p>The investigation has so far linked R122-million in corrupt payments to at least 15 current and former officials at the Gauteng Health Department and Tembisa Hospital.</p>
<p>&nbsp;</p>
<p>An SIU probe found that Tshisele received unlawful payments from service providers. Tshisele has since surrendered R13.5-million in bribes to the unit.</p>

The evidence for asset forfeitures should be used to criminally charge Mr Hangwani Maumela and others instead of waiting for the SIU final report.</p>

<p style="text-align: center;">3. Justice for Babita Deokaran &#8211; this means finding and charging the mastermind who ordered her murder, as well as suitable protection and honour for whistleblowers who expose wrongdoing.</p>

<p style="text-align: center;">4. Widen the investigations to include procurement at all Gauteng hospitals.</p>

<p style="text-align: center;">5. Public disclosure of all findings, and timely report-backs on the implementation of recommendations.</p>
