According to the city’s water utility, the Commando System — which supplies several suburbs — is struggling to keep up. Reservoirs in Crosby, Brixton, and Hursthill are operating under strain, with some areas already experiencing little to no water.

The Crosby reservoir is still providing supply but at reduced levels, and it has been redirected to support neighbouring Brixton and Hursthill. Pumping at Brixton has weakened, leaving high-lying areas hardest hit with very low pressure.

In Hursthill, one reservoir remains bypassed while leak repairs are underway. Although the second reservoir has shown slight improvement, high demand is keeping pressure extremely low.

Residents are being urged to use water sparingly as teams continue working to stabilise the system.

Bottlebrush informal settlement residents protest over ongoing water supply issues.

Residents from the Bottlebrush informal settlement in Chatsworth took to the streets early this morning to demand access to water. The protest occurred at the corner of Chatsglen on-ramp to Higginson Highway eastbound and the entrance to the Shallcross link road, where roads were blocked and motorists were forced to use alternative routes to get to work.

Shallcross community activist, Judah Ben Hur, explains how residents’ frustration grows when they are not heard.

“Water is a need; it is the bare essential human right that people have. But there needs to be fairness in how this happens. The reason people are getting to the streets is because they don’t have an opportunity to present their frustrations to the municipality. Our ward councillors are not engaging with the people, and there’s no opportunity for their voices to be heard. That frustration ends up on the street,” he said.

Metro Police Captain Logan Pillay, who oversaw the protest, explained that illegal connections have worsened the crisis, and the area has been struggling for months.

“The informal settlement tapped into water lines illegally, supplying over 500 homes. These connections leak, wasting water, and the reservoirs run dry. The municipality cut off the illegal supply to stabilise water for the formal areas,” said Pillay.

This protest brings to light the urgent need for better communication between residents and the municipality to prevent frustrations from entering the streets.

Our Gauteng Caucus has formally raised the matter with Premier Panyaza Lesufi in the Gauteng Provincial Legislature, where he acknowledged the collapse of aging infrastructure and the strain on supply systems.

While we note his establishment of a “Water War Room”, no immediate timelines or targeted relief efforts were provided to address the realities facing communities in Westbury and surrounding suburbs.

We have now issued a formal directive to our Johannesburg Regional Leadership and Caucus to:

Deploy ward councillors and ActionSA representatives to the affected areas;

Table urgent questions and motions in Council regarding tanker deployment, restoration timelines, and emergency support for clinics, schools, and pensioners;

Convene a Section 79 Portfolio Committee engagement with Johannesburg Water executives and the MMC;

Demand answers from SAPS and JMPD regarding the handling of peaceful community protests.

ActionSA has also instructed its structures to document and monitor the City’s interventions – including the adequacy, frequency and transparency of water tanker deployments.

Call to Government

We remind government that access to clean water is not a luxury, but a constitutional right. Communities such as Westbury, Westdene and Coronationville cannot continue to bear the cost of failed planning, underinvestment and political neglect.

ActionSA will not rest until dignity is restored, accountability is enforced, and sustainable solutions are delivered.

“They just come with trucks and dump and dump,” Subramoney said. “We are old now; we can’t bear living like this. When we were younger, Chatsworth was clean and safe. Now we can’t even sit outside. The flies, maggots, and rats are everywhere. The smell makes us sick, and there’s nothing we can do.”

Ward councillor Tony Govender has appealed to residents to use proper waste disposal services instead of treating open spaces as rubbish sites. “People are throwing anything and everything into open areas, sidewalks, and verges. We’re pleading with them—please don’t dump.”

The authorities say they are cracking down. eThekwini Municipality law enforcement officer Don Baijnath warned that illegal dumping is a serious offence. “The fine for illegal dumping is R5,000,” he said.

Govender added that stronger action is needed: “Authorities must crack the whip and hold these individuals accountable. The only way forward is through cooperation between communities, municipal officials, and law enforcement.”

But for now, residents say the problem shows no sign of going away, leaving many in Chatsworth waiting anxiously for real and lasting solutions.

Across Ukraine, at least four people were killed, including a young woman and her baby when a residential tower was struck in Kyiv’s Svyatoshynsky district. Several others were injured as apartment blocks in the Svyatoshynsky and Darnytskyi districts were partially destroyed.

Ukraine’s air force said Russia launched an unprecedented wave of missiles and drones, with wreckage falling across multiple sites. Explosions and fires were reported in Zaporizhzhia, Kryvyi Rih, Odesa, and the Sumy and Chernihiv regions.

President Volodymyr Zelensky condemned the assault, calling it “a deliberate crime and an attempt to prolong the war,” and renewed calls for greater international resolve to halt the attacks.

Residents described terrifying moments as blasts shattered windows and set homes ablaze. The escalation comes days after Western allies discussed new security commitments to Ukraine, while Russian President Vladimir Putin dismissed those talks and warned that any foreign troops sent to Ukraine would be treated as “legitimate targets.”
