The initiative is led by the department’s Road Safety Promotions Unit in collaboration with the Gauteng Department of Roads and Transport, seeks to promote responsible driving behaviour among e-hailing drivers and address increasing concerns over reckless and negligent driving on Gauteng roads.

Authorities said the rising number of e-hailing vehicles involved in speeding and dangerous driving behaviour, often while drivers attempt to maximise profits, continues to place passengers, pedestrians and other road users at risk.

The campaign will focus on raising awareness about safe driving practices and encouraging compliance with road traffic laws.

The driver safety education campaign also coincides with new public transport regulations that came into effect on 12 March 2026.

These regulations require e-hailing operators to comply with provisions of the National Land Transport Amendment Act and obtain valid operating permits to operate legally.

In addition, operators will be required to install panic buttons in their vehicles and ensure proper vehicle branding in line with the updated regulations.

The Gauteng Department of Roads and Transport will also provide guidance and support to e-hailing operators on the process of applying for the necessary operating permits.

The October 2024 collision on Andrew Mapheto Road killed nine-year-old Gomolemo Mavimbela.

It also left another child, Thando Khethiwa, in critical condition.

Shauna Mogaila’s legal team has now signaled their intent to submit a plea and sentence proposal within the week.

The Fight for Evidence

AfriForum’s Private Prosecution Unit is representing the grieving mothers in this legal battle.

The unit is demanding that the court view damning dashcam footage before any sentence is finalized.

Spokesperson Barry Bateman warned against a “slap on the wrist” for the professional footballer.

He argues the video clearly shows Mogaila’s high-performance vehicle swerving at high speed before the impact.

“It is critical that the Court see that footage,” Bateman insisted. “Only by viewing the actions will a Court impose a just sentence.”

A Community in Mourning

The Mavimbela and Khethiwa families remain haunted by the “life-changing emotional and physical scars” of that day.

Shauna Mogaila, who initially fled the scene before surrendering, remains out on R20 000 bail.

The matter has been postponed to 30 March to allow the National Prosecuting Authority to review the submissions.

Authorities in Gauteng are tightening enforcement on road safety, targeting unroadworthy vehicles and reckless driving in a major campaign to reduce accidents.

During operations carried out between August 25 and 31, inspectors issued 106 discontinue notices for cars deemed unfit for the road and 78 vehicles were impounded for failing to comply with traffic regulations. In addition, 224 manual infringement notices were issued on the spot, while another 186 violations were flagged electronically through the e-force system.

Johannesburg Metro Police have joined the effort, warning motorists that vehicles with three or more defects will be immediately discontinued and removed from the roads.

“Our goal is to reduce accidents caused by mechanical failures and enforce compliance with traffic laws,” said JMPD spokesperson Xolani Fihla, stressing the importance of roadworthy checks for public safety.

Motorists are being urged to inspect their cars regularly to avoid fines and, more importantly, to prevent tragedies linked to preventable mechanical problems.
