Suspended City of Tshwane Chief Financial Officer(CFO) Gareth Mnisi must be feeling the heat as he is expected to appear again at the Madlanga Commission to co continue with his testimony.
Mnisi who vehemently denied that he helped secure a municipal contract for a colleague’s relative is expected to appear today (Monday) while his friend and embattled and suspended Sergeant Fannie Nkosi will be appearing at the Boksburg Magistrate court.
Mnisi testified before the commission on Friday, where questions were raised about a security tender awarded to a company called Ngaphesheya, owned by the brother of Nkosi.
The company has reportedly received close to R3 million from the municipality.
At the centre of the concern are WhatsApp messages presented as evidence, showing Mnisi requesting the company’s vendor registration number.
But Mnisi said that the request is being misinterpreted.
He told the commission that the City of Tshwane was, at the time, transitioning to a new digital supply chain system, a process that caused widespread technical problems for suppliers.
According to Mnisi, many businesses struggled with registration and accessing the system, leading to multiple complaints being escalated to senior officials.
He maintained that his request for the vendor number was simply to check whether the company’s details had been correctly captured during the system migration, not to influence or assist in securing a tender.
Mnisi also confirmed that he does know Nkosi, but insisted that this relationship had no bearing on procurement decisions but was based on their love for guns and motorbikes.
The commission is continuing to examine the evidence as part of its broader investigation into how tenders were handled within the municipality that saw it lose close to R3 Billion.
At this stage, no findings have been made against Mnisi in relation to this specific allegation.

The woman, who has asked to remain anonymous, believed she had found love online with a man she knew as “Mark Hermanus.” They met on Facebook, and their connection quickly grew deeper through chats on WhatsApp. Over time, “Mark” shared emotional stories, eventually telling her his son was ill and needed urgent medical treatment. Desperate to help the man she thought she loved, she transferred large sums of money into two separate bank accounts—ultimately parting with R3 million.
But the man she had trusted didn’t exist.
The case was reported to the authorities, and an investigation was launched by the Directorate for Priority Crime Investigation. The first arrest was made in Cape Town in October last year. Gabriel Okori, a Nigerian national, was granted bail and has since been attending court on charges of fraud and theft.
A second suspect, Justice Motsamai Khanyapa, was arrested in March in Orange Farm, Johannesburg. He too was released on bail.
Most recently, a third suspect, Thabo Derrick Mnguni, was arrested in late June. All three are now expected to appear before the Pretoria Magistrate’s Court. Mnguni is due to apply for bail during the proceedings.
Investigators believe the funds stolen from the victim were deposited into accounts linked to Khanyapa and Mnguni.
While commending the thorough work done by the investigative team, officials have urged members of the public to be extremely cautious when engaging in online relationships. Scams like this have become alarmingly common, often targeting emotionally vulnerable people and draining their life savings.
The victim in this case is just one of many who have fallen for similar traps—losing not only money but their trust in people. Her story serves as a reminder to verify online identities and to be wary of any requests for money, no matter how convincing they seem.

Free State Hawks Spokesperson Warrant Officer Fikizwa Matoti the matter originates from 15 September 2023 in Botshabelo, when Halimmah’s husband, Fezile Mnyobisi, who was a teacher at a school in Botshabelo, was found stabbed and left in a pool of blood on his way home from a local tavern. A case docket of murder was registered and investigation revealed that Halimmah and three accomplices orchestrated the murder.
A payout of about R3 million was paid into Halimmah’s bank account by the Government Employee Pension Fund (GEPF) as she was the main beneficiary of the deceased’s pensions. She used some of the money to buy assets.
Following their arrest, the asset forfeiture team of PCSI and AFU managed to secure a preservation order. The court has now granted a forfeiture order to the value of more than R260 000.
Meanwhile, the criminal case against Halimmah and co-accused was postponed to 07 July 2025 in the Botshabelo Magistrates Court.
