National Police Commissioner Fannie Masemola returns to Parliament’s Ad Hoc Committee on Tuesday to respond to explosive claims made during recent SAPS hearings.

Masemola is expected to address key issues, including the controversial disbandment of the political killings task team and allegations that former Police Minister Senzo Mchunu interfered with his mandate.

In previous testimony, Masemola claimed that the instruction to shut down the task team undermined his authority and raised serious concerns about political interference within SAPS.

He also made shocking revelations about the influence of criminal cartels on policing structures during his tenure.

Meanwhile, KwaZulu-Natal Police Commissioner Nhlanhla Mkhwanazi is set to take the stand on Wednesday, as Parliament’s Ad Hoc Committee enters its final phase.

The service is held in support of Mchunu who has been on special leave since July last year.

This is the third prayer for the embattled suspended Police Minister who was put on ice after he authorised the disbandment of the Political Killings Task Team (PKTT) in December 31, 2024.

Before the Mpumalanga event, Mchunu’s spokesperson, Sithembiso Mshengu, said the minister was not involved in the logistical arrangements or funding of the prayer and would not attend.

“They did engage him on their initiative, and he felt there was nothing untoward, especially when faith groups hold such a prayer in his name as they may do with anyone in the republic or beyond,” he said.

The prayer comes as Mchunu faces mounting scrutiny.

KwaZulu-Natal police commissioner Lt-Gen Nhlanhla Mkhwanazi has accused Mchunu of wrongfully disbanding the SAPS political killings task team (PKTT).

Mchunu admitted to disbanding the PKTT, allegedly with the president’s approval, but acknowledged he did so without consulting national police commissioner Gen Fannie Masemola.

Evidence before the Madlanga commission has suggested the unit may have been shut down to benefit criminal syndicates that infiltrated the police.

Mchunu has also been accused of being associated with alleged criminal cartel kingpin Vusimusi “Cat” Matlala.

While several witnesses have implicated Mchunu in alleged wrongdoing before the commission, the Presidency has confirmed he was not implicated in the commission’s interim report.

The report has not yet been made public due to its interim status. A final report is expected to be released once proceedings conclude.

South African Police Service (SAPS) Deputy National Commissioner Lieutenant General Tebello Mosikili, is appearing again before an Ad Hoc Committee of Parliament on Tuesday.

Mosikili’s appearance forms part of an ongoing inquiry into allegations of political interference in the justice system that were by KwaZulu-Natal (KZN) top cop Lieutenant General Nhlanhla Mkhwanazi in July last year.

Other reasons for her appearance is the decision to disbandment of the Political Killings Task Team (PKTT).

Mosikili is testifying because she served as the Acting National Commissioner for a period when SAPS Commissioner General Fannie Masemola was on leave, during which time a directive from the suspended Minister Senzo Mchunu was brought to her attention on or after December 31, 2024.

During the media briefing, Mkhwanazi alleged that suspended Deputy National Commissioner Shadrack Sibiya took control of 121 case dockets linked to political killings without proper authorisation.

“This was done without the instructions of the national commissioner, nor I, as the provincial commissioner. These dockets have, since March, been sitting at the head office, without work being done on them.

“Five of these dockets had already instructions to arrest perpetrators, but nothing has been done because a lieutenant general, Sibiya, executing the instructions of the minister, withdrew all these dockets and is sitting in his office in Pretoria. God knows why,” he said.

Sibiya dropped this bomb after he had asked the Madlanga Commission to play a recording where he is facing cross examination at Madlanga Commission.

Sibiya further said that the company that paid for Senthumule’s BBL was Meducare 24 which is the company owned businessman by Vusimuzi “Cat” Matlala.

From the morning l, it seemed as if Sibiya does not want to go down alone when he revealed Senthumele’s alleged links with Matlala.

“It has been alleged that General Senthumule personally benefited from Matlala in circumstances that were not disclosed. These allegations include certain medical procedures, the cost of which were paid for by Matlala. I am advised that these benefits were not declared through any formal disclosure. I think we , we had a witness F here that spoke about some senior SAPS senior managers who recieved BBL,” he said.

Sibiya said that there were reasoning he was revealing all of this is because of a statement he made about him to SAPS National Commissioner Lieutenant General Fanie Masemola.

“A further point of concern for me is that General Senthumule has publicly denied having a an association with Matlala. This denial is however difficult to reconcile with information that has come to my attention in particular, it appears that Matlala was invited on the instruction of Senthumule to attend SAPS Service Excellence Awards and that the donation was accepted from this company Medicare24 in connection with that event. I am in possession of a WhatsApp communication which indicate that General Senthumule instructed General Manamela to extend an invitation to attend the Service Excellence Awards,” he said.

It further emerged that Matlala donated 10 fridges during the event.

It will be revealed that Brigadier Rachel Matjeng had earlier revealed she knew colleagues who’d had BBLs, but didn’t say who funded them.

Now Sibiya has put Senthumule front and center in the shocking commission testimony.

Suspended Deputy Police Commissioner Lieutenant General Shadrack Sibiya told the Madlanga Commission that the Political Killings Task Team (PKTT) was not involved in the investigation into the disappearance of Pretoria businessman Jerry Boshoga.

Boshoga has been missing since November 2024 after a business meeting in Centurion in Gauteng.

During his testimony Sibiya said he assembled a substantial team of experts to investigate Boshoga’s disappearance, which followed prior ransom demands.

“I need to take time and explain this matter of Jerry Boshoga. This matter was reported and investigated by Gauteng Organised Crime. The family member who is a Director in the Union Buildings, he is a brother in-law, he came to my office complaining that Mr Boshokga has been kidnapped for far too long and they felt nothing was being done. I called the structures, I put together a bigger team on this matter.

“We were all seated in my office and I told them that guys we cannot fail on this matter. We appointed Shihangule and other Kernel to lead the investigation. I request that the Commission summon the investigators to come with the docket and testify before you and share how far they are with the investigation. This thing of saying I’m friends with Cat Matlala, I don’t know where is it coming from,” he said.

Sibiya stated that the PKTT played no role in the Boshoga investigation, distancing the unit from the case.

Boshoga, who is a farmer was kidnapped in November 2024 after attending a meeting at a restaurant in Rooihuiskraal, Centurion.

His family reportedly received ransom demands of up to R10 million, along with disturbing videos.

Public hearings of the Madlanga Commission of Inquiry continued in Pretoria on 18 September 2025 with the second day of testimony focused on expanding the factual and operational detail underpinning Lieutenant-General Nhlanhla Mkhwanazi’s allegations.

Where Day 1 established the framework, mandate and historical context of the inquiry, Day 2 moved deeper into the mechanics of alleged interference within law enforcement structures and the internal dynamics that, according to Mkhwanazi, undermined sensitive investigations.

The proceedings reinforced that the commission’s task is not limited to isolated incidents, but to examine whether systemic dysfunction has been deliberately engineered.

Continuation of Mkhwanazi’s evidence under oath

Mkhwanazi resumed his testimony by confirming that his evidence on Day 2 flowed directly from the written statement and annexures already placed before the commission. He reiterated that his appearance was not motivated by personal grievance or factional contestation, but by what he described as a sustained pattern of operational obstruction encountered across multiple policing environments.

Operational decisions and alleged manipulation of investigations

Day 2 focused heavily on decisions taken at senior management level that, according to Mkhwanazi, had the effect of weakening or derailing active investigations. He testified that in several instances, arrests authorised through established operational channels were followed by unexplained delays, changes in command responsibility, or the withdrawal of investigative resources.

Internal contestation and leadership instability

The testimony further addressed instability within key intelligence and operational units. Mkhwanazi described frequent leadership changes, suspensions and acting appointments that disrupted continuity and weakened institutional memory.

Role of intelligence structures examined

A significant portion of Day 2 examined the role of intelligence within SAPS. Mkhwanazi testified that intelligence reports identifying risks to investigations were at times disregarded or overridden.

Impact on investigator safety and morale

The commission was told that operational uncertainty had direct consequences for investigator safety and morale. Investigators working on politically linked cases reported feeling isolated and unsupported.

Clarification on scope and fairness of inquiry

Evidence leaders emphasised that the commission does not accept any version of events at face value and reaffirmed commitments to procedural fairness.

What Day 2 added to the overall picture

Day 2 built on the foundation laid on the opening day by shifting the focus from broad allegations to operational detail, suggesting possible systemic compromise if claims are substantiated.

Public hearings of the Madlanga Commission of Inquiry officially commenced in Pretoria on 17 September 2025 with opening testimony that immediately defined the scope and seriousness of the inquiry.

Day 1 centred on Lieutenant-General Nhlanhla Mkhwanazi, whose earlier public allegations led to the establishment of the commission. His testimony placed institutional context, timelines and alleged patterns of political interference and criminal infiltration before the commission.

The inquiry is tasked with determining whether South Africa’s criminal justice system has been compromised through corruption, political influence and organised crime.

Opening submissions stressed impartiality, noting that the commission does not presume the truth or falsity of any allegation. All claims will be tested through sworn evidence, with implicated individuals afforded the right to respond. The commission further warned that obstruction of its work constitutes a criminal offence under the Commissions Act.

Mkhwanazi confirmed under oath that he had prepared and submitted a detailed written statement supported by annexures, which were formally admitted into evidence. He outlined his SAPS career before addressing the substance of the allegations that led to his July 2025 media briefing.

He explained that his public statements were based on investigative patterns, intelligence assessments and operational experience rather than speculation.

A significant portion of Day 1 focused on the Political Killings Task Team. Mkhwanazi traced its origins to earlier interventions in KwaZulu-Natal, explaining how political violence necessitated a specialised, multidisciplinary unit. The task team later expanded nationally as links between political violence and organised crime emerged.

The commission was presented with a timeline of material events, including the handling of more than 120 investigation dockets, arrests linked to high-profile cases, internal SAPS decisions affecting intelligence leadership, and the cancellation of contracts tied to politically exposed individuals.

Cellphone records obtained during arrests were said to reveal communication patterns suggesting possible political and institutional interference in investigations.

Mkhwanazi further testified that investigators experienced intimidation, unexplained engagements by senior officials and interference with forensic processes. Some investigators were allegedly offered inducements not to oppose bail applications, while others reported threats connected to individuals with links inside SAPS.

The commission acknowledged that certain evidence may initially appear hearsay but confirmed it would be tested through corroborating witnesses and documentation.

Day 1 concluded with the commission outlining a phased approach. The first phase will focus on detailed evidence from Mkhwanazi, followed by testimony from senior police officials, task team members, prosecutors and expert witnesses.

Transparency was reaffirmed as the default position, with limited closed sessions only where necessary to protect ongoing investigations.

On this day in 2024, South Africa was shaken by a controversial directive issued on New Year’s Eve by then Police Minister Senzo Mchunu, ordering the immediate disbandment of the Political Killings Task Team.

The instruction, delivered in a letter dated 31 December 2024 to National Police Commissioner General Fannie Masemola, called for the shutdown of the KwaZulu-Natal-based unit tasked with investigating politically motivated murders. Issued while much of the country was on holiday, the decision triggered alarm among security experts and political leaders, who questioned both its timing and intent.

Mchunu later defended the directive, stating that the task team, established in 2018, was a temporary structure whose mandate had expired. He cited budgetary pressures and a 2019 work study that recommended integrating the unit’s functions into the SAPS Murder and Robbery Unit. He also said the task team had not undergone a formal review since 2022.

The move was met with resistance from within the police service. General Masemola said he was on leave at the time and had not been consulted, describing the order as unlawful and an infringement on operational independence.

He subsequently escalated the matter to President Cyril Ramaphosa. KwaZulu-Natal police commissioner Lieutenant General Nhlanhla Mkhwanazi later alleged that the disbandment was intended to derail investigations into a powerful criminal syndicate with political links.

He claimed the task team was close to making significant breakthroughs at the time of its shutdown. The decision also drew criticism from senior political figures, including former Police Minister Bheki Cele, who said the lack of consultation undermined established policing processes.

A year later, the consequences of the New Year’s Eve directive continue to reverberate. Mchunu is on special leave, the Madlanga Commission of Inquiry is examining the circumstances surrounding the disbandment, and the Political Killings Task Team is reported to be operating under ongoing uncertainty.

The episode has become a defining moment in debates around political interference, police independence and South Africa’s ability to confront politically linked violence.

The firearm found in his possession at the time of his arrest was found to be linked to several other murders including that of Amos Ngcobo whose wife had ordered his hit. The wife turned state witness and was sentenced to five years imprisonment.

Human rights activist and KwaZulu Natal (KZN) Violence Monitor Dr Mary De Haas has lambasted the Parliamentary Ad hoc Committee after her appearance on Tuesday.

De Haas accused the Ad Hoc Committee for misdirecting her about what she should have prioritied when she appeared before it.

De Haas who sounded very agitated by the treatment by the members of the committee accused of them of gunning for her because she wrote a letter to Minister of Police Senzo Mchunu who is on special leave declaring the Political Killings Task Team to be disbanded.

“What really concerned me about parliament was that I have been asked what should be prioritied and I did that and there was no discussion about really urgent issues like the breakdown of policing in KwaZulu Natal, emails not working, some phones not working, some members not having petrol, not enough vehicles, this is what I’m getting from the different parts of police from the province.

“I would have thought that was the priority. I don’t know why they had to focus on the fact that I wrote a letter to the Minister because, when I mean when Mkhwanazi made that ridiculous and actually in terms of police regulations he should have gone to his national commander or to his commissioner Masemola (National Commissioner Luitenant General Fannie) to parliament or the president through Masemola not public, completely against the police regulations,” she said.

De Haas further explained her dissatisfaction towards KZN Commissioner Luitenant General Nhlanhla Mkhwanazi.

“When he made that announcement, he was saying that the task team was disbanded because of its work on this syndicate in Gauteng. What did it have to do with me? Why is parliament focusing on me? That is what I want to know. As I have said you, there was this thick dossier that was sent to the parliament committee and I said this is what you have to do urgently and you can do it but there were things that they needed to do urgently. They said they can do it but they have to push for the internal audit,” she said.

De Hass said that the dossier was submitted to the former Police Minister and Security Advisor for the Presidency Minister of Dr Sydney Mufumadi.

“They had to start by implementing civilian control to their intelligence services. Six years ago he chaired a panel about the equipping and lack of oversight of our intelligence agencies. Civilian control which initially was in place before the Zuma( presidency (Former President Jacob Zuma). Must be in legislation as soon as possible. It was only signed into law this year. A lot of it was the waste of time. They were getting at me just because I wrote a letter to Minister,” said De Haas.
