										<content:encoded><![CDATA[<p>The EFF has called on National Assembly Speaker Thoko Didiza to immediately start impeachment proceedings against President Cyril Ramaphosa, following a landmark Constitutional Court judgment earlier today.</p>
<p>In a formal letter, EFF chief whip Nothando Nolutshungu urged Parliament to “immediately initiate the process” to give effect to the ruling, which set aside Parliament’s 2022 decision to shelve an independent panel report on the Phala Phala scandal.</p>

<p>That panel, chaired by former Chief Justice Sandile Ngcobo, found prima facie evidence that Ramaphosa may have violated the Constitution over the 2020 theft of about $580,000 from his Limpopo farm.</p>
<p>Chief Justice Mandisa Maya emphasized that Section 89 requires the National Assembly to hold the President accountable. EFF leader Julius Malema welcomed the judgment as a “victory for accountability,” while the DA said it would participate fairly in any committee process.</p>
<p>The ConCourt ruling forces the matter back into the spotlight, but impeachment remains difficult, requiring a two-thirds Assembly majority. Parliament has yet to respond formally or set a timeline for compliance.</p>

										<content:encoded><![CDATA[<p>In the wake of extensive damage, the reconstruction of South Africa&#8217;s Parliament buildings is set to cost billions, with officials explaining the steep price tag as essential for true rebuilding rather than mere expansion.</p>
<p>An official named George highlighted that the increased expenses stem from the genuine costs of reconstruction, including work on both new and existing assembly structures. These figures are drawn from detailed designs and assessments by quantity surveyors, ensuring the project addresses the full scope of needs.</p>
<p>A preliminary budget of nearly R2.2 billion has been earmarked to kick off the five-phase reconstruction effort, aiming to restore the iconic site to full functionality.</p>
<p>In the meantime, the Nieuwmeester Dome has undergone a R30 million upgrade and will serve as a temporary venue for key events. It is scheduled to host the State of the Nation Address (SONA) debate on February 17 and 18, even as repairs on the main Parliament buildings continue.</p>
<p>The revamped Dome now accommodates up to 500 parliamentarians, encompassing the 400 members of the National Assembly along with representatives from the National Council of Provinces. Additionally, it features 165 seats in the public gallery, providing space for observers during sessions.</p>
<p>This development comes as the nation focuses on rebuilding its legislative heart, balancing urgency with careful planning to prevent future vulnerabilities.</p>

<p>In a virtual interview on SABC News, ANC Chief Whip Mdumiseni Ntuli defended National Assembly Speaker Thoko Didiza against criticism for declining to issue subpoenas for forensic investigator Paul O’Sullivan and businessman Brown Mogotsi to appear before Parliament’s Ad Hoc Committee.</p>
<p>&nbsp;</p>
<p>Ntuli described the attacks on Didiza as unjustified and misdirected, insisting she is ensuring proper procedure is followed.</p>
<p>&nbsp;</p>
<p>Ntuli, a member of the committee probing misconduct and infiltration in the criminal justice system, said Didiza wants decisions safeguarded from court challenges.</p>
<p>&nbsp;</p>
<p>He explained that the committee must address security concerns raised by O’Sullivan (currently in the UK with death threats) and Mogotsi (demanding funded protection) before forcing in-person appearances.</p>
<p>&nbsp;</p>
<p>O&#8217;Sullivan left the country with his seven kids.</p>
<p>&nbsp;</p>
<p>He rejected claims of undue delay, noting correspondence with the Speaker began late last year, with responses from O’Sullivan in December and January.</p>

<p>Ntuli stressed unanimity on holding O’Sullivan accountable for alleged contempt toward Parliament, while warning that bypassing process could embarrass the committee legally.</p>

<p>The committee continues its work toward the mid-February deadline, with Ntuli calling for responsibility rather than shifting blame to the Speaker.</p>

<p>Mashatile stated to parliament that during his trip to Japan he was accompanied by a high-level delegation including Deputy Minister of International Relations and Cooperation Thandi Moraka, Minister of Sport, Arts, and Culture Gayton McKenzie, Minister of Higher Education Dr Nobuhle Nkabane, Minister of Agriculture John Steenhuisen, Minister of Trade, Industry and Competition Parks Tau, and Deputy Minister of Science, Technology and Innovation Nomalungelo Gina.</p>
<p>Now in a twist of events ActionSA Parliamentary Chief Whip Matthew Goerge said his organization is baffled by Mashatile&#8217;s latest attempt to evade accountability for his international and domestic travel expenses.</p>
<p>George claims that Mashatile has tried to sidestep scrutiny by deflecting the question to DIRCO.</p>
<p>&nbsp;</p>
<p>&#8220;This sly bureaucratic manoeuvre has rightly been rejected by Parliament. We also refuses to accept this evasive wriggle, with the National Assembly now returning the reply and recommending that the Mashatile respond fully and directly to our question. This attempted dodge comes after we exposed the Deputy President’s shocking R2.3 million trip to Japan, as well as the GNU’s nearly R300 million in combined travel expenses since taking office on our GNU Tracker,&#8221; he said.</p>
<p>&nbsp;</p>
<p>George said that Action SA have introduced the Enhanced Cut Cabinet Perks Bill designed to rein in the extravagant perks enjoyed by Ministers.</p>
<p>&nbsp;</p>
<p>&#8220;It is precisely this culture of entitlement and evasiveness that ActionSA seeks to end. That is why we have introduced the Enhanced Cut Cabinet Perks Bill. Addition, our Constitutional Amendment Bill proposes the complete abolition of all 32 Deputy Minister positions as outdated and wasteful layer of government that South Africa simply cannot afford.</p>
<p>&nbsp;</p>
<p>&#8220;We will not allow the political elite to hide behind bureaucracy and live in luxury while South Africans struggle. We will continue to expose waste, demand accountability and fight for an ethical government that respects the people’s money,&#8221; he said.</p>

His resignation came only hours after unveiling his cabinet, which faced fierce criticism from across the political spectrum.</span></p>

<p>“The conditions were not fulfilled for me to carry on as prime minister,” Lecornu said, accusing political parties of refusing to compromise and putting partisan interests above the country’s needs. His departure followed an hour-long meeting with President Emmanuel Macron at the Elysée Palace.</p>

<p>Lecornu’s short-lived government marked the fifth prime ministerial change in under two years. His cabinet, largely unchanged from that of his predecessor François Bayrou, faced threats of a no-confidence vote from opposition parties.</p>

<p>France has been struggling with deep political divisions since snap parliamentary elections in 2024 produced a fragmented National Assembly, leaving Macron without a clear majority. The deadlock has made it nearly impossible to pass key legislation.</p>

<p>As pressure mounts, President Macron faces three choices: appoint another prime minister, dissolve parliament and call new elections, or resign himself—the latter being the least likely. Many analysts believe fresh elections are inevitable, though they could deliver sweeping gains to Marine Le Pen’s far-right National Rally.</p>

<p>Lecornu, who previously served as armed forces minister, denounced the “partisan appetites” of political factions, saying he had been ready for compromise but found “all parties behaving as if they had absolute majorities.”</p>

<p>Following his resignation, French markets tumbled, with investors alarmed by the worsening political instability and France’s high public debt, now at 114% of GDP.</p>
