										<content:encoded><![CDATA[<p>There was lot of contradicting statements from the suspended Organised Crime Unit Head Major General Richard Shibiri when he returned to the Madlanga Commission on Wednesday.</p>
<p>&nbsp;</p>
<p>Shibiri was facing a fresh round of cross-examination over alleged links to criminal cartels.</p>
<p>Advocate Thabang Pooe led the cross examination taking Shibiri through his conversations with Sergeant Fannie Nkosi, where they shared several articles.</p>
<p>&nbsp;</p>
<p>The commission questioned Shibiri on the links of articles he sent to Nkosi, which were mostly about blogger Musa Khawula’s arrest, General Firoz Khan’s disciplinary proceedings, General Dumisani Khumalo, General Fannie Masemola and Vusimuzi ‘Cat’ Matlala’s Saps contract.</p>
<p>&nbsp;</p>
<p>&#8220;We would talk about the news out there about the police. There’s nothing we can do about them but share or just comment that they don’t paint a good name for the Saps. I resent the implication that I phoned Musa Khawula and spoke to him. I don’t know him or have his phone number, and I have never spoken to him,” said Shibiri.</p>
<p>&nbsp;</p>
<p>Evidence leader told Shibiri that WhatsApp messages show he was already using a working phone by 20 February, contradicting his earlier claim that he only got a replacement device in March after his phone was stolen.</p>
<p>&nbsp;</p>
<p>Shibiri said that he cannot provide certain WhatsApp messages because they were auto-deleted or manually deleted, and his phone backups were not activated.</p>
<p>&nbsp;</p>
<p>Evident leader then pressed Shibiri about his constant communication with controversial businessman Vusimuzi &#8220;Cat&#8221; Matlala which he denied and claim that he met him through a friend.</p>
<p>&nbsp;</p>
<p>Matlala who is facing attempted murder charges and previously received a R360-million police tender, is a central figure in the Madlanga Commission probe into alleged political interference and corruption within the criminal justice system.</p>
<p>&nbsp;</p>
<p>Shibiri told the Madlanga Commission that Matlala did not mention the 6 December 2024 raid at his home, when they spoke on 30 December 2024.</p>
<p>&nbsp;</p>
<p>“Yes, I testified previously that around January, I got some information that my name was used by him somewhere, and then I phoned him to say we must only talk about which is work related, and I don’t remember myself phoning him unless it was something which I wanted to ask in relation to work, and I can’t remember why I made these calls.</p>
<p>&nbsp;</p>
<p>“Yes, we were in contact, but not frequently. And everybody who is a victim must be helped by the South African police. So, irrespective of his standing in the community, if you are a victim, you are a victim. I’m a police officer, and I assist everybody,&#8221; he said.</p>
<p>&nbsp;</p>
<p>Last year, the SAPS awarded a company of Matlala’s, Medicare 24 Tshwane District (Pty) Ltd, a R360-million contract. It was later cancelled.</p>

<p>Sibiya dropped explosive claims about the arrest warrants alleging pressure from political offices and even references to the “after 9” clubs.</p>
<p>&nbsp;</p>
<p>The commissioner revisited screenshots of posts allegedly made by Blogger Musa Khawula containing serious allegations about Cat Matlala.</p>
<p>&nbsp;</p>
<p>Evidence showed that General Shibiri messaged Musa saying, “Don’t run the story Chommie. He’s a good guy. He never bothers anyone and lives a private life.”</p>
<p>&nbsp;</p>
<p>Commissioners suggested this looked like an attempt to shield Matlala.</p>
<p>&nbsp;</p>
<p>Sibiya said he could not say whether anyone was protecting anyone. But the real tension erupted over an arrest warrant.</p>
<p>&nbsp;</p>
<p>Evidence before the commission shows Sergeant Fannie Nkosi sent Cat Matlala a copy of Musa Khawula’s arrest warrant. Sibiya agreed under questioning that sharing a warrant with a private individual would be improper. However, he strongly denied instructing anyone to send it.</p>
<p>&nbsp;</p>
<p>Nkosi’s version is clear, he says Sibiya told him to forward the warrant to Matlala because Matlala’s security company had insight into places Musa allegedly frequented on weekends.</p>
<p>&nbsp;</p>
<p>Sibiya rejected this outright. He said he never gave such an instruction and insisted he would not involve a private security company in executing an arrest.</p>
<p>&nbsp;</p>
<p>The commission then pressed him about the reasoning allegedly given, that Matlala and his security team knew the venues Musa visited. That’s when an unusual detail emerged.</p>
<p>&nbsp;</p>
<p>When asked about the locations, Sibiya described them as “after 9 clubs” referring effectively late-night gay club venues.</p>
<p>&nbsp;</p>
<p>Sibiya initially wrote the description down before confirming verbally that he was referring to after-9 establishments.</p>
<p>&nbsp;</p>
<p>Another major issue was why Sibiya appeared consistently updated about Musa Khawula’s arrest.</p>
<p>&nbsp;</p>
<p>Messages showed he was informed when Musa was detained in Sandton cells and when the arrest was confirmed.</p>
<p>&nbsp;</p>
<p>Commissioners questioned why he was kept in the loop so closely when the matter was not directly under his command structure.</p>
<p>&nbsp;</p>
<p>Sibiya’s response was that he works closely with certain operational teams and often stays informed on arrests, especially when warrants are involved.</p>
<p>&nbsp;</p>
<p>He denied having any special or personal interest in Musa’s case.</p>
<p>&nbsp;</p>
<p>As if this was not enough, Sibiya was further confronted with a series of messages suggesting arrangements were being made to transport impalas to his home.</p>
<p>“I’ve never had impalas delivered to my home,” Sibiya said repeatedly.</p>
<p>&nbsp;</p>
<p>The commission heard that on March 21, 2024, Matlala forwarded a voice note to Nkosi. In the recording, a man asks for a pin drop “for where the impala must go.”</p>
<p>&nbsp;</p>
<p>Nkosi immediately forwarded the voice note to Sibiya with the message: “Morning it’s from Cat.”</p>
<p>&nbsp;</p>
<p>Sibiya acknowledged receiving the message and confirmed that the WhatsApp number used in the exchange belongs to him.</p>
<p>&nbsp;</p>
<p>The Madlanga Commission will resume for the fifth time today and Sibiya is expected to wrap up his testimony.</p>

<p data-start="912" data-end="1268">It was a sudden turn in a week expected to be intense and revealing. Witness F, a police officer at the centre of several explosive allegations, was due to take the stand for two days of questioning. Instead, the commission was told he was unavailable, leaving the room heavy with unanswered questions and a growing sense of tension around what comes next.</p>
<p data-start="1270" data-end="1328">His testimony has now been postponed to 16 March 2026.</p>
<h2 data-start="1330" data-end="1402">Commission to resume on Wednesday as attention shifts to next witness</h2>

<p data-start="2011" data-end="2228">Witness F’s failure to appear comes just days after he withdrew an urgent court application that sought to block his appearance before the commission and prevent investigators from showing his WhatsApp communications.</p>
<p data-start="2230" data-end="2512">The withdrawal did little to calm the growing public interest. If anything, it sharpened it. Those messages are considered central to several lines of inquiry, including claims about access to powerful individuals, alleged firearm dealings, and conflicting accounts of police cases.</p>

<p data-start="2562" data-end="2926">Witness F has already delivered evidence that sent shockwaves through the South African Police Service. In earlier testimony, he described how alleged tenderpreneur Vusimuzi “Cat” Matlala was able to move freely within SAPS headquarters and gain access to top generals, including National Commissioner Fannie Masemola and Major-General Richard Shibiri.</p>
<p data-start="2928" data-end="3177">He also told the commission that he, Matlala, and Shibiri attended a “Thanksgiving ceremony” at Sibiya’s home in September 2024, a claim that continues to intensify scrutiny around relationships between senior officers and influential outsiders.</p>

<p data-start="3250" data-end="3591">Among the most delicate strands before the commission are allegations involving political interference and illicit deals. The inquiry has heard details of WhatsApp conversations between Witness F and a contact saved as the late Deputy President David Mabuza. The witness has identified the contact as Mabuza’s nephew, Siphiwe Mabuza.</p>
<p data-start="3593" data-end="3775">The discussions allegedly revolved around the sale of 750 firearms, with Witness F admitting under questioning that he expressed interest in testing the weapons for personal use.</p>
<h2 data-start="3777" data-end="3843">Disputed Mamelodi case and other controversies deepen the storm</h2>
<p data-start="3844" data-end="4192">The commission has also weighed accusations that Witness F misled the inquiry about a matter in Mamelodi. Evidence leader Matthew Chaskalson previously challenged the witness’s version, after Witness F claimed it was a domestic abuse incident. The commission, however, contends it was a murder scene where 50 cartridge cases were found.</p>
<p data-start="4194" data-end="4372">In a separate controversy, Witness F has been linked to the arrest of blogger Musa Khawula, allegedly under pressure from former deputy minister of police Cassel Mathale.</p>
