According to the statement which the party released on Friday, the MK Party want answrs on what happened to the R100 million loan which the municiplity took from Absa.
“The party is appalled, yet unsurprised, by the latest corruption revelations in Zululand Municipality. This is a district with a notorious documented history of corruption, financial mismanagement by the IFP spanning close to a decade now,” said MK Party Media Officer Shirley Willemse.
Willemse said in 2018-2020 allegations against IFP leadership included a R1.5 million bribe, inflated water tanker contracts which was R30million but they inflated it to R56million and a R32 million security tender for a R15 million contract.
She added that in 2022, a forensic report found evidence of corruption, but was set aside by a court, sparking clashes between the provincial government and the IFP.
Millemse further said in May 2024, allegations of over R500 million in corruption, including R240 million on security for the mayor and R300 million in irregular expenditure emerged.
“The IFP’s track record on corruption makes your hair stand on edge, with allegations of wrongdoing in municipalities they lead. Reports of financial mismanagement, irregular tenders, and abuse of power are a legacy of the FP across all municipality they run in KZN.
“The Zululand District Municipality has been reduced to a cash cow for the IFP, with corruption and looting running rampant. Meanwhile, the community suffers from a severe lack of basic services, with essentials like water, sanitation, and roads in short supply.You become at loss of words when you hear the horror stories of how the municipality lost R32-million in unlawful and illegal withdrawals from its bank account,” she said.
Willemse further said: “Now theres a question of R100 million loan from Absa that was supposed to for procuring backup generators for water plants but the bulk of the money went elsewhere and this is according to the recent findings of the Auditor General report.
“COGTA is complicit in this, they sit and dwiddle they thumbs and do nothing. In 2022 court ruling set aside a report on corruption at Zululand District Municipality, citing procedural unfairness and ultra vires actions by the MEC. The investigation, which cost R6 million, was deemed unlawful, and the MEC’s refusal to comply with the KZN Commissions Act was also found to be unlawful.”

The Remember When It Rains producer and Businessman and former ANC Gauteng Treasury Thembinkosi “TK” Nciza, were fingered by suspended Head of Legal and Risk Services Kemi Behari that they unduly benefitted over R100 million in the City of Ekurhuleni.
Responding to the allegations, Dj Sbu
“I, Sbusiso “DJ Sbu” Leope WeNkosi, hereby issue this statement in response to the false, misleading, and unsubstantiated allegations that have been circulated in the public domain by the suspended Head of Legal and Risk Services at the City of Ekurhuleni, Advocate Kemi Behari.
These allegations, which attempt to implicate myself and businessman Thembinkosi TK Nciza, are entirely false, defamatory, and without any factual basis,” he wrote.
Leope denied any involvement in wrongdoing, misconduct, or unethical activity of any kind.
“Throughout my career in broadcasting, entrepreneurship, and public service, I have conducted myself with integrity, transparency, and respect for the law. My work across media, business, and community development has always been guided by principles of accountability and positive social impact.
“I am deeply concerned that these allegations appear to be part of an attempt to divert attention from ongoing internal matters and personal accountability issues by creating false narratives involving respected public figures,” he wrote.
Leope said he never participated in any illegal activity, have not benefited from any improper conduct, have not influenced any legal or administrative processes unlawfully and have not colluded with any individual or institution inappropriately.
He said any suggestion to the contrary is a fabrication.
“I reserve all my legal rights and remedies in relation to these defamatory statements and will not hesitate to pursue appropriate action should these false claims continue to damage my reputation and personal brand. I remain confident that due process, truth, and transparency will ultimately prevail.
“I urge the public, media, and stakeholders to exercise caution, verify facts, and avoid amplifying unverified claims that serve only to mislead and harm innocent parties.
My focus remains on serving my audience, building ethical businesses, creating employment, and contributing meaningfully to the development of our society,” he wrote.
Leope said he will continue to cooperate fully with any lawful investigation and welcome any process that is grounded in fairness, evidence, and justice.

Ekurhuleni Legal Head Advocate Kemi Behari testified at the Madlanga Commission that a disciplinary investigation into Ekurhuleni senior manager Mojapelo was abruptly closed despite evidence of misconduct.
The probe concerned over R100 million in municipal grants for events, which Behari said allegedly benefited celebrities TK Nciza and DJ Sbu Leope.
““All investigations have been blocked. And that is why now I’m facing repercussions because Nciza mentioned one thing,” Behari told the commission.
Behari explained he became involved in the labour matter concerning Mojapelo, then COO, under instructions from his HOD and the HR HOD, not the city manager.
“The only time I was involved in labour matters was when it dealt with a senior manager. Nciza had close ties to Mojapelo, which complicated efforts to pursue the investigation. Attempts to secure witnesses for the SIU report were unsuccessful,” he said.
According to Behari, TK Nciza applied pressure to prevent accountability.
“The only people we can call now are TK Nciza and Sbu Leope, because they’re the ones the evidence is pointing to as having benefited from this entire thing,” he said.
Behari said his HOD later pulled him aside and told him the matter had been settled, effectively halting the investigation.
Behari also addressed broader governance issues, including flawed public participation on special levies, which he said caused Ekurhuleni to lose around R200 million.
“You put in a special levy, then only when Tembisa’s uprising happened did you decide to go back. But your initial process of public participation was flawed,” he explained.

Behari said DJ Sbu and TK are being implicated at the Madlanga Commission for benefiting from Ekurhuleni corruption.
Behari was explaining why certain high-profile investigations seemed to hit a dead end just when things were getting heated.
At one stage Behari mentioned the case of a Senior Manager called Mojapelo, he claimed that a case against this manager was settled under extreme pressure.
Things got even more interesting when he mentioned that evidence pointed toward popular figures TK Nciza and Sbu Leope allegedly benefiting from certain situations.
However, Behari told the commission that as soon as he brought up the idea of calling them in to answer questions, his own Head of Department suddenly ended the case.
Behari is facing claims that he received a massive loyalty bonus of R600,000 to make sure a disciplinary case against a suspended Deputy Police Chief Julius Mkhwanazi didn’t go anywhere.

Behari was placed on precautionary suspension with full pay following testimony that linked him to the alleged obstruction of disciplinary processes within the Ekurhuleni Metro Police Department (EMPD).

The primary allegation against Behari is that he played a key role in preventing disciplinary action against Mkhwanazi, who was repeatedly linked to alleged misconduct, including the controversial authorisation of blue lights for private security vehicles and other irregularities.

Former head of employee relations Xolani Nciza, Lieutenant Colonel Kelebogile Thepa all told the commission that Behari and his cronies which include Former City Manager Dr Imogen Mashazi, Head of Human Resources Linda Gxasheka were blocking any disciplinary measures concerning Mkhwanazi.

According to Mapiyeye, this group frustrated internal accountability processes and, instead, he himself became the subject of repeated suspensions.
He further testified that the pressure escalated to the point where he faced a sexual harassment charge in November 2024, which he claims was used to remove him from office while Mkhwanazi remained protected.

Spies delivered some of the commission’s most explosive testimony, describing parts of the EMPD as operating like a “criminal enterprise.”
He told the commission that senior municipal officials, including those within legal services, shielded certain officers from accountability.
Spies named Behari as part of a network that allegedly ensured Mkhwanazi and others were insulated from investigation and discipline, despite serious allegations being raised internally.
Nciza further implicated Behari, testifying that all disciplinary investigations involving Mkhwanazi were required to pass through Behari for approval.
Nciza said this effectively gave Behari control over whether investigations proceeded, stalled, or stopped entirely.
He also testified that during this period, both Behari and HR head Linda Gxasheka received significant salary increases, which he suggested raised serious questions about incentives and loyalty within the system.
Thepa did not directly accuse Behari, but her testimony provided important context about the internal environment at EMPD.
Thepa told the commission that she was subjected to smear attempts after becoming involved in investigations linked to the Cat Matlala blue light scandal.
Thepa told the commission that at some stage her life was in danger and even received death threaths that she will be burnt alive after she began questioning the Cat Matlala’s Cat VIP contract.

The Democratic Alliance (DA) in Gauteng has already requested the South African Human Rights Commission (SAHRC) to investigate Emfuleni for violating residents’ constitutional right to access to water and sanitation services. We are currently awaiting the outcome.
This information about the water leaks and the municipality’s spending was revealed by Gauteng MEC for Cooperative Governance and Traditional Affairs (COGTA), Jacob Mamabolo, in a written reply to the DA’s question tabled in the Gauteng Provincial Legislature (GPL).

It is scandalous that Emfuleni claims to have spent such a huge amount of money repairing water leaks, yet continues to lose millions of kilolitres of clean, treated water daily due to persistent leaks in the ageing infrastructure. Clearly, the money was not spent on resolving the issue that has been undermining efforts to ensure reliable access to water for its residents.
The gravity of the crisis is exacerbated by the fact that Emfuleni senselessly returned R636 million of its Municipal Infrastructure Grant funds in the past five financial years, which were urgently needed for critical infrastructure such as water, sanitation, and roads. Additionally, this municipality has spent R561 million on unnecessary overtime between 2019/2020 and 2023/2024, without any improvement in service delivery, which strongly indicates mismanagement, financial recklessness, or deeply entrenched corruption.
The DA has long called on Gauteng Premier Panyaza Lesufi and COGTA MEC Mamabolo to exercise urgent and enhanced oversight over the Emfuleni Local Municipality, which has been marred by financial mismanagement, failed service delivery, and public health risks. Despite these warnings and public outcry, the Premier and the MEC have failed to intervene meaningfully, allowing this municipality to teeter on the brink of total collapse, not due to a lack of funds, but poor leadership.
A DA-led Gauteng Provincial government would ensure that the Department of COGTA and Treasury intervenes to help improve efficiency in Emfuleni’s financial management to ensure that service providers deliver quality work for the benefit of its residents.
The DA will continue to monitor the progress of the South African Human Rights Commission’s (SAHRC) investigation, as we firmly believe it can bring meaningful change for the residents of Emfuleni.
