Ekurhuleni Metropolitan Police Department (EMPD) Deputy Chief Julius Mkhwanazi is under scrutiny before the Madlanga Commission over irregular agreements with companies linked to attempted murder-accused businessman, Vusimuzi “Cat” Matlala.

Suspended EMPD Chief Jabulani Isaac Mapiyeye told the commission that internal investigations uncovered that Mkhwanazi had signed two memorandums of understanding with Matlala’s companies — CAT VIP Security and Medicare24 — without his approval or that of the city manager.

Mapiyeye testified that Mkhwanazi had no authority to enter into such agreements on behalf of the EMPD.

When questioned, Mkhwanazi defended the arrangement, saying CAT Security assisted the EMPD in crime-fighting by providing technology, monitoring systems, and intelligence support for tracking dangerous repeat offenders.
