<p>An imbizo promotes active involvement and participation of the public in the implementation of the government Intergrated Development Plan ( IDP).</p>

<p>Community members of the oldest village came with flames blazing at the meeting.</p>

<p>Residents asked the municipality what criteria they should use to qualify for service delivery?</p>

<p>Amongst their challenges are lack of water road infrastructure.</p>

<p>They lashed out at their Ward Councilor and accused him of being unprofessional and lacked empathy towards the needs of the community.</p>

<p>Mayor Gerrison Molapisane was a no-show due to his failure to fulfill past promises and instead assigned a Executive Member in governance and shared services counselor Richard Shingange to engage with the residents.</p>

<p>Acting Mayor Councilor Shingange tried to explain the difference between provincial and local municipality roads.</p>
<p>&nbsp;</p>
<p>&#8220;We understand that during rainy season, roads are undrivable. However, as a municipality, we are not mandated to repair provincial roads. Local municipality roads are the ones that are within the community. The ones that connect or link villages and towns do not belong to us, &#8221; said Acting Mayor Richard Shingange</p>
<p>&nbsp;</p>
<p>Shingange pleaded with the Public Works Mopani Distric, who were invited to do their job. Because communities don&#8217;t understand the difference between their jurisdiction and dermacation in implementing IDP.</p>

<p>The department assured to attend to the matter after Easter holidays.</p>

<p>On the other hand, the power ulitity Eskom opted to avoid the public participation meeting.</p>
<p>&nbsp;</p>
<p>Acting Mayor made the matter worse when he tried to explain how IDP works</p>
<p>&nbsp;</p>
<p>&#8220;Local Municipalities are given 3 years to come with an IDP, and it is possible to be implemented by the incoming council, not us,&#8221; said Shingange</p>
<p>&nbsp;</p>
<p>In simple terms, Mayor&#8217;s cannot implement their plans before fulfilling their predisecor&#8217;s IDP.</p>
<p>&nbsp;</p>
<p>ANC has in the past apartheid governance been causing smoothly, especially in Mopani District Municipality.</p>
<p>&nbsp;</p>
<p>Comparison with previous election results in Tzaneen, the ANC held a stronger position in 2016 with 52 seats out of the 69 available seats in council.</p>
<p>&nbsp;</p>
<p>In 2011 elections, the ruling party held 59 seats, indicating a downward trend in total seat count over the last three Local Government Elections.</p>

<p>Currently, they have 51 seats, while EFF secured 9 and DA 5, Freedom Plus, African People&#8217;s Convention (APC) , and African Freedom Party(AFP) has one seat each.</p>

<p>Will the residents of Nyanyukani village and surrounding areas remain loyal to the ANC Norman Mashabane Region and endure the pain, it is yet to be testing in the upcoming 2026 Local Government Elections to be announced by President Cyril Ramaphosa soon.</p>

<p>Khumalo was announced to take over the new position after a reshuffling that was made by Mayor Nkosindiphile Xhakaza on Tuesday night.</p>
<p>&nbsp;</p>
<p>In a statement issued by the party&#8217;s leader Herman Mashaba, he said ActionSA categorically distances itself from a false media statement currently circulating, which purports changes to the Mayoral Executive in Ekurhuleni.</p>
<p>&nbsp;</p>
<p>&#8220;This statement is entirely fabricated and does not reflect any engagement or agreement involving ActionSA. Following repeated and unsuccessful attempts by Mayor Xhakaza to solicit ActionSA’s participation in his administration, I have consistently made it clear that we will not join his failing government and have rejected every personal and formal approach made to us.</p>
<p>&nbsp;</p>
<p>&#8220;Our position has been very clear on every occasion that we will not lend credibility to an administration that has overseen the lawless and deterioration of service delivery that continues to cripple the city,&#8221; he said.</p>
<p>&nbsp;</p>
<p>Mashaba said the people of Ekurhuleni are tired of dysfunction, lawlessness and the collapse of basic municipal services.</p>
<p>&nbsp;</p>
<p>&#8220;ActionSA’s focus remains on restoring governance, cleaning out corruption, restoring the rule of law and fixing the fundamentals of service delivery. These are priorities we intend to implement when we secure a clear mandate from residents in the upcoming local government elections.</p>
<p>&nbsp;</p>
<p>&#8220;I urge the public and the media to disregard the fabricated statement and to verify information through ActionSA’s official communication platforms,&#8221; he said.</p>

<p>Mkhwanazi said these words as dueing the last day of a three-day session which kicked off with a Provincial Management Forum (PMF) on Tuesday, and a Quarterly Performance Review Session on Wednesday.</p>

<p>“When I came into the province in 2021, we set three main targets for ourselves. We said we wanted to reduce crime, we had our aims set on attaining a clean audit and, lastly, we wanted to ensure that our clients are satisfied with our services. The 2021 riots affected our plans because we had to redirect our resources to deal with the crisis.</p>
<p>&nbsp;</p>
<p>&#8220;That was followed by the Local Government Elections, after which we had to deal with the disaster as a result of flooding in 2022. From there, the province stabilised somewhat and we could focus on our key priorities. Today, the crime picture, in comparison with 2021, shows signs of improvement and we can still do a lot more,&#8221; he said.</p>
<p>&nbsp;</p>
<p>Mkhwanazi further said the internal audit report shows that they are on the right trajectory towards the realisation of a clean audit.</p>
<p>&nbsp;</p>
<p>&#8220;It is your responsibility as managers to understand qualified and unqualified audits, disclaimers and clean audits. These audits show how we are using public funds and we must be accountable. Every single cent must go where it is supposed to. Lastly, numbers may show a reduction in crime and we may achieve a clean audit, but what remains is how our clients, who are community members, view us.</p>
<p>&nbsp;</p>
<p>&#8220;If the communities we serve are not happy with our work, if they do not trust us and if they are still reluctant to partner with us to fight crime, then we still have a long way to go. We are happy that people out there appreciate the direction we have taken of Station Commanders holding community meetings every month to account on crime and provide feedback on major cases, as well as addressing developing crime trends,” said Mkhwanazi as he invited attendees to engage in robust discussion in the development of an Annual Operational Plan.</p>
<p>&nbsp;</p>
<p>In attendance at the Strategic Planning Session were Deputy Provincial Commissioners, District Commissioners, Provincial Heads, Provincial Commanders, MIC officials from all levels, labour unions, Community Policing Forums and Youth Crime structures.</p>

<p>The City of Johannesburg is not only the economic hub of the country but is also a cosmopolitan metropolis of the African continent, where people from everywhere in the continent and elsewhere, converge for better economic opportunities.</p>
<p>&nbsp;</p>
<p>The absolute leader of the Democratic Alliance, Helen Zille in 2012, whilst serving as Premier of the Western Cape, referred to the people of Eastern Cape who relocated to the Western Cape as refugees, and demanded their immediate deportation.</p>

<p>These utterances not only undermined the compass of our constitutional democracy but confirmed the DA policy of exclusionism which is characterised by prejudice and collective hatred for Black people.</p>
<p>&nbsp;</p>
<p>The deep-seated idiocy in her statement on Eastern Cape refugees was owing to the fact that Helen Zille herself was born in Johannesburg with both her parents of German descent but still had the impudence to refer to indigenous people with such resentment.</p>
<p>&nbsp;</p>
<p>In her nomination acceptance speech, Helen Zille promised the citizens of Johannesburg, “better delivery of water, electricity, road repair and refuse services”, which is in stark contrast to her legacy of disservice in the vast majority of African and Coloured townships in the City of Cape Town.</p>
<p>&nbsp;</p>
<p>Helen Zille’s self-proclaimed clean governance during her tenure as Mayor of Cape Town is in full display as one drives along the N7 in the densely populated poverty-stricken Du Noon near Killarney, her legacy project in Blikkiesdorp in Delft, where temporary structures have been turned into permanent residence since 2007.</p>
<p>&nbsp;</p>
<p>The only proven track record to be attributed to the DA is its inherent disregard for transformation, and their political conviction remains that of the protection of White privilege and supremacy.</p>
<p>&nbsp;</p>
<p>The DA and its Johannesburg Mayoral candidate are disingenuous in their promise for service delivery, and the only vice that cannot be forgiven is hypocrisy.</p>
