Phiri’s appearance was postponed after he requested additional time to finalise his statement. The commission has now directed him to return on 20 April 2026, with instructions to submit a signed version of his statement at least five days before his next appearance.

Phiri briefly appeared before Commission Chair, Mbuyiseli Madlanga.

Evidence leader Mpilo Sikhakhane told the commission that Phiri’s draft statement remained unsigned. Phiri confirmed that he needed between two to three days to complete it, prompting the postponement.

The commission emphasised the importance of receiving a finalised statement to ensure proceedings continue without delays.

Earlier testimony from Deputy Commissioner Sean Bolhuis implicated Phiri in alleged irregular conduct. Bolhuis stated that Phiri did not have the authority to allocate security sites to private companies, including Gubis 85 Solutions.

He described the alleged actions as irregular and in violation of proper procurement processes under the Municipal Finance Management Act, adding that the municipality lost millions through unauthorised contracts.

The commission also dealt with several administrative matters, including consultations involving other witnesses such as Gareth Mnisi and his legal team. Scheduling of upcoming testimonies remains a priority, with coordination among evidence leaders to avoid clashes.

Justice Madlanga issued firm instructions regarding Phiri’s return.

“You must appear on the 20th of April 2026,” he said, stressing the importance of compliance.

Phiri acknowledged the directive without objection.
