										<content:encoded><![CDATA[<p>Limpopo Police Commissioner Lieutenant General Thembi Hadebe will, on Monday afternoon, preside over a rank conferring ceremony for a second batch of promoted police officers at the Provincial Joint Operational Center in Polokwane</p>

<p>The ceremony follows the recent promotion of 130 members across the province and will see newly appointed Station Commanders, Visible Policing Commanders, and Support Heads officially receiving their new ranks.</p>
<p>&nbsp;</p>
<p>Provincial Police Spokesperson Brigadier Hlulani Mashaba says these appointments are aimed at strengthening leadership at station level and enhancing service delivery in communities.</p>
<p>&nbsp;</p>
<p>The event will be attended by Deputy Provincial Commissioners, District Commissioners, Provincial Heads, and other senior SAPS management, as well as key stakeholders.</p>

<p style="text-align: center;">Once elected, we will stop the rot, fix what is broken, and rebuild Joburg into a City its residents can be proud of — a City that delivers reliable services, ethical leadership, safer communities, and real opportunities to work, live, and succeed.</p>

<p style="text-align: center;">We have identified the following five priorities which we will achieve in five years. The priorities are summarised as follows: Reliable water and electricity for all residents We will stop the stealing and wasting of money. We will ring-fence revenues paid for the most important services and invest in improving those services. We will partner with the private sector to build Joburg&#8217;s future. Roads that work We will fill potholes within 72 hours, get 95% of traffic lights working and repaint road markings. We will use modern technology to protect major intersections, and stand up to rogue taxis. Attract 200,000 new jobs to Joburg. With a capable government and quality basic services, we will bring Joburg&#8217;s business centres back to life. The local economy will grow, and jobs will return. Joburg can only be saved in partnership with business and the City&#8217;s heroic residents. Law and order! Kill corruption and make public spaces safer.</p>
<p style="text-align: center;">We will be tough on crime, reclaim hijacked buildings and stop land invasions. We will have zero tolerance for illegal immigration. We will listen to whistle-blowers, protect them, and fire corrupt officials.</p>

										<content:encoded><![CDATA[<p>Gauteng Premier Panyaza Lesufi has welcomed President Cyril Ramaphosa’s announcement during the 2026 State of the Nation Address (SONA) that members of the South African National Defence Force (SANDF) will be deployed to support the South African Police Service (SAPS) in combating illegal mining.</p>

<p>Ramaphosa made the announcement durulng the SONA that was held at the Cape Town&#8217;s City Hall on Thursday evening.</p>

<p>Lesufi described the deployment as a decisive and necessary intervention to address the growing threat posed by illegal mining.</p>
<p>&nbsp;</p>
<p>He said it undermines the rule of law, endangers communities, damages critical infrastructure and negatively affects the province’s economy.</p>
<p>&nbsp;</p>
<p>“Illegal mining has become a serious criminal enterprise that threatens the safety of our communities, exploits vulnerable people, and causes extensive environmental damage. The deployment of soldiers to assist the police demonstrates government’s commitment to restoring law and order and protecting communities,” Lesufi said.</p>
<p>&nbsp;</p>
<p>Lesufi noted that Gauteng has borne the brunt of illegal mining activities, including violent crime, unsafe abandoned mining shafts and the intimidation of residents in affected areas.</p>
<p>&nbsp;</p>
<p>He expressed confidence that the joint deployment would strengthen law enforcement capacity and enhance coordinated operations against illegal mining syndicates.</p>
<p>&nbsp;</p>
<p>“The people of Gauteng deserve to live in safe communities free from criminality. We remain committed to doing everything possible, together with national government, to eradicate illegal mining and its associated crimes,” he said.</p>

<p>From December 2015 until April 2016 on four different occasions when the child would go to her elderly grandmother’s place In Tsakane Ext 13 to assist her with house chores. The family friend who is also a neighbor would call the child to his place, rape her and threaten to kill her if she told anyone the rape incidents until she fell pregnant.</p>
<p>&nbsp;</p>
<p>In October 2016 when the 13-year-old minor had gone back to the doctor for her regular cancer treatment, the doctors discovered that she was 6months pregnant and had contracted Human Immunodeficiency Virus (HIV). When the doctor enquired about the pregnancy, the child disclosed that she was raped by the family friend. The mother of the child reported the matter to the police, and the family friend was arrested in November 2016. However, the matter was provisionally withdrawn and was placed back on the roll in 2020 when the neighbor was summoned by J175.</p>

<p>In court he pleaded not guilty to the charges and denied raping the child, however the regional court prosecutor Tholwana Jessica Khakhathiba adduced evidence that proved the man’s guilt. During sentencing, his legal representative the man asked the court to deviate from imposing the prescribed minimum sentence due to his ill health which has deteriorated since his incarceration., but Khakhathiba urged for life imprisonment, because the man did not show any remorse and continued to maintain his innocence even after conviction. Furthermore, the man committed gruesome offences towards a defenseless child which was already suffering from a chronic illness. Not only did the man impregnate the child he also infected her with HIV and took away her innocence.</p>

<p>The prosecutor also read into the record the Victim Impact Statement (VIS) facilitated by the Court Preparation Officer, Nothando Mbatha, which detailed the psychological, academic, social and physical trauma the child suffered because of the rape incidents.</p>

<p>The court found aggravating circumstances far outweighed mitigating factors, agreeing with the state that the accused showed no remorse for the offences. The sentence was deemed appropriate.</p>

<p>The National Prosecuting Authority (NPA) welcomes the sentence, hoping it deters potential offenders and demonstrates its commitment to combating gender-based violence (GBV).</p>
