<p>The Madlanga Commission has heard explosive testimony about the handling of semi-precious stones valued at nearly R14.9 million and the alleged presence of suspense Ekurhuleni Metropolitan Department (JMPD) Deputy Chief Julius Mkhwanazi.</p>

<p>Independent Police Investigative Directorate (IPID) Officer Thulani Magagula provided the Madlanga Commission with CCTV footage allegedly showing an EMPD officer handing stolen R14 million precious stones to Mkhwanazi.</p>

<p>Magagula is continuing with his testimony told the Madlanga Commission that officers allegedly conducted a search at a Rosebank residence in February 2023 and seized special stones worth approximately R14,926,004.</p>

<p>However, Magagula said there was no valid search warrant presented.</p>

<p>&#8220;No clear SAPS case backing the alleged joint operation. No proper exhibit documentation confirming lawful seizure and register entries that investigators believe were false,&#8221; he said.</p>
<p>&nbsp;</p>
<p>The situation escalated when forensic analysis of CCTV footage allegedly revealed a vehicle at the scene that did not belong to one of the primary officers involved.</p>
<p>&nbsp;</p>
<p>Magagula testified that a statement later identified the driver of that vehicle as Julius Mkhwanazi.</p>
<p>&nbsp;</p>
<p>As if that was not enough, Mkhwanazi further testified on the case EMPD officers are accused of extorting R120,000 from a foreign national.</p>
<p>&nbsp;</p>
<p>Magagula told the commission that the officers involved were F.I Shirinda, J.L Thaba, J.G Yika, C.T Ngubeni, K Seisa and G.K Neloheni are currently on trial in connection with the alleged incident.</p>

<p>The officers, aged between 31 and 39, were arrested on allegations including theft and defeating the ends of justice.</p>

<p>The officers in question are Falaza Shirinda, Lesiba Tha, Siyabonga Yika, Cecilia Ngubeni, Kevin Seisa and Rofhiwa Neloheni.</p>

<p>According to IPID, the incident dates back to March 2024 when the officers reportedly stopped the businessman for a traffic violation.</p>
<p>&nbsp;</p>
<p>After confirming his documents, they allegedly went to his home, searched it, and took R120 000 in cash.</p>
<p>&nbsp;</p>
<p>The businessman has previously shared that he believes he was targeted because he is a foreign national.</p>
<p>&nbsp;</p>
<p>&#8220;He described feeling traumatised by the incident and said it took months for him to recover emotionally. He said he simply wants justice, not only for himself, but for others who may have experienced similar treatment,&#8217;l&#8221; said Magagula.</p>
<p>&nbsp;</p>
<p>Magagula told the Commission that despite IPID making recommendations to EMPD in 2024, no internal disciplinary action has been taken against the officers.</p>
<p>&nbsp;</p>
<p>&#8220;The EMPD officials indicated they were waiting for video evidence before proceeding internally. The memory stick containing footage had been handed over, but technical assistance was needed to download and access the material,&#8221; he said.</p>
<p>&nbsp;</p>
<p>Meanwhile, IPID is reportedly investigating thousands of cases nationally, with allegations of extortion by law enforcement becoming an increasing concern.</p>
<p>&nbsp;</p>
<p>The six officers were arrested by IPID on 5 March 2025 and appeared in Boksburg Magustrate&#8217;s Cpurt where they were charged with robbery with aggravating circumstances.</p>
<p>&nbsp;</p>
<p>Each officer was granted bail of R3000.</p>
<p>&nbsp;</p>
<p>Magagula further said that despute submitting a referral to EMPD in October 2024 , the department has yet to initiate any disciplinary actiin agaunst the officers.</p>

<p>Masuku mentioned the list of individuals which include Reservist Constable Z Fritz, Mr W Pretorius, Mr E van der Waald, the late Marius van der Merwe, the late Mr J Hanekom, Mr Kobus, Kershia Leigh Stols, Mr Juan-Mare Eksteen and Mr A McKenzie.</p>

<p>Four of the 12 people who were involved in the death of Mbhense are now deceased.</p>
<p>&nbsp;</p>
<p>Masuku further told the commission of how police reservist visited the Mbhense family days after the funeral, falsely claiming to be a member of the Hawks.</p>
<p>&nbsp;</p>
<p>She said the man, later was identified as Alexander Fritz.</p>
<p>&nbsp;</p>
<p>She claimed that Fritz told Mbhense’s mother not to move her son’s vehicle, warning her that she could face charges for possessing a stolen vehicle.</p>
<p>&nbsp;</p>
<p>Masuku criticised SAPS for registering the matter as an inquest despite visible injuries and blood on Mbhense’s body.</p>
<p>&nbsp;</p>
<p>The people who have passed away and were also implicated in the death of Mbhense are EMPD officer Constable Raymond Mzwakhe Khoza, Police Informant Jaco Hanekom, Marius “Vlam” van der Merwe and Wiandre Pretorius, who died days after surviving an apparent shooting attack.</p>

<p>Masuku who was investigating the alleged killing of Emmanuel Mbese whose body was dumped in dam in Nigel, told the commission this case which involved SAPS officers, EMPD officers and civilians linked to private security companies made her and her family become targets.</p>
<p>&nbsp;</p>
<p>Masuku described a series of threats that began during sensitive investigations involving law enforcement officials.</p>
<p>&nbsp;</p>
<p>Masuku detailed that the threats were not abstract, they were specific, planned and communicated to her through intermediaries who warned her that arrangements were being made to harm her.</p>
<p>&nbsp;</p>
<p>She mentioned three prominent incidents which she claims were meant to take her out.</p>
<p>&nbsp;</p>
<p>The first incident where she would recieve desth threats direct, the second incident was the shooting of her son who was driving her around and when her vehicle was shot at while she was driving but she survived.</p>
<p>&nbsp;</p>
<p>&#8220;At one point, I was informed that individuals were allegedly planning a hit. Someone who knew me contacted me privately, warning that although my name was not mentioned directly, the description matched mine. The department was notified, and investigators in my office were instructed to carry firearms due to the seriousness of the threat,&#8221; she said.</p>
<p>&nbsp;</p>
<p>Masuku said the threats did not stop. She explained that investigators often receive threats but must still report for duty the next morning. In her case, the danger moved beyond intimidation.</p>
<p>&nbsp;</p>
<p>&#8220;My son was shot and became wheelchairbound. Luckily he survived, but his life changed permanently. He was left wheelchair-bound for a period,&#8221; sje said.</p>
<p>&nbsp;</p>
<p>Masuku told the commission he is now trying to walk again.</p>
<p>&nbsp;</p>
<p>She became emotional while recounting that moment, thanking God that he did not lose his life.</p>
<p>&nbsp;</p>
<p>&#8220;My son was targeted because he had taken it upon himself to drive and accompany me during the height of the threats. He would take me to work, to police stations and to court appearances, trying to protect me. He was unarmed, simply standing by his mother.</p>
<p>&nbsp;</p>
<p>&#8220;I believe those targeting me realised that harming him would isolate me and cause me deep pain. Eliminating him may have been seen as a way to leave me vulnerable and alone. It did not stop her from doing her job,&#8221; she said.</p>
<p>&nbsp;</p>
<p>Masuku told the commission that investigating law enforcement officers is not easy and that delays in cases often have explanations rooted in safety concerns.</p>
<p>&nbsp;</p>
<p>&#8220;I had to face individuals in court whom I knew were allegedly planning to harm me. At one point, I confronted them directly, telling them I had heard about their plans and even gave them my home address. The IPID provided protection at our homes for a period, but it was stragetic protection. Me and my colleagues still had to move around the country conducting investigations without mobile security,&#8221; she said.</p>

										<content:encoded><![CDATA[<p>It&#8217;s a story that sounds straight out of a thriller novel—people connected to the brutal killing of a father of five are mysteriously dying off, one after another. Police are now digging into whether there&#8217;s a deadly syndicate at work, systematically taking out those involved.</p>
<p>Emmanuel Mbense, a 51-year-old dad from Brakpan in Gauteng, was murdered back on April 15, 2022. His body turned up the next day in Duduza Dam near Nigel, still with his car keys and driver&#8217;s license in his pocket. The official cause? Blunt force trauma to the head.</p>
<p>For over three years, his family begged authorities for answers about what really happened. They believe he was tortured and killed by a mix of law enforcement and private security folks before being dumped in the dam. Eventually, they turned to a private prosecution group to push for justice.</p>
<p>Details started emerging during a commission inquiry, where a key witness—known only as &#8220;Witness D&#8221;—spilled shocking info. He claimed he was told to get rid of Mbense&#8217;s body after the murder, on orders from people linked to law enforcement. This testimony finally helped the family make sense of the nightmare they&#8217;d been living.</p>
<p>But then things got even darker. Witness D himself was gunned down outside his home in Brakpan. And now, just days after investigators wrapped up their file on Mbense&#8217;s case, another suspect, former police reservist Wiandre Pretorius, has died.</p>
<p>On a recent Sunday, police spokespeople explained that out of 12 people flagged as persons of interest in Mbense&#8217;s death, only eight are still alive. Pretorius was one of them, along with Witness D. What&#8217;s raising alarms is how the others went: three were killed in cold-blooded, execution-style hits. The first in March 2023 at a filling station, the second in October 2025 at home, and the third being Witness D, shot down outside his place.</p>
<p>Pretorius, 41, apparently took his own life late one night at an Astron Energy filling station in Brakpan, using a 9mm handgun. He&#8217;d just survived what looked like an assassination attempt outside his Boksburg home the week before. By morning, station workers were hosing down the bloodied scene, sweeping it away like nothing happened, while people walked by casually.</p>
<p>Cops are probing hard: Is this a group turning on itself, wiping out anyone who knows too much about Mbense&#8217;s murder? That&#8217;s the big question hanging over everything right now.</p>

										<content:encoded><![CDATA[<p>A 27-year-old Constable, stationed at the Phokeng Police Station, accused of raping a complainant, was granted R5000 bail by the Phokeng Magistrate Court in Rustenburg yesterday22 December 2025.</p>

<p>The accused officer allegedly raped a 31 year old complainant he was assisting in resolving her domestic dispute with her partner.</p>
<p>&nbsp;</p>
<p>It is alleged that the accused Constable, who was attending to a complaint between two lovers at the Phokeng Police Station, released the boyfriend to go home and fetch his passport and kept the girlfriend behind. The boyfriend was requested to bring his passport to the police station as they (couple) are both foreign nationals.</p>
<p>&nbsp;</p>
<p>The 31-year-old victim further alleged that the accused Constable took her to an office within the police station premises, where he raped her. The incident happened on 2 December 2025.</p>
<p>&nbsp;</p>
<p>IPID took over the case on 11 December 2025, and the accused officer was positively identified by the victim during an identity parade.</p>
<p>&nbsp;</p>
<p>The case has been remanded to 26 February 2026 for further investigation.</p>

										<content:encoded><![CDATA[<p><span style="font-size: 14px;">Acting Ekurhuleni Metro Police Chief Julius Mkhwanazi has been drawn into a growing corruption scandal after CCTV footage reportedly showed him and a group of metro police officers at a workshop in Meyerton where copper cables were taken under the pretense of an official operation.</span></p>
<p>&nbsp;</p>
<p>The footage was brought forward by informant Jaco Hanekom, who was murdered in a drive-by shooting on the same day the officers involved were granted bail.</p>
<p>&nbsp;</p>
<p>Testifying before the Madlanga Commission, retired deputy chief Revo Spies said Hanekom had handed him the recordings that showed several EMPD officers, led by Mkhwanazi, entering the workshop and removing copper cables. Spies told the commission that the raid was not recorded in any official EMPD documents and that no lawful seizure took place.</p>
<p>&nbsp;</p>
<p>According to Spies, the officers were arrested after the incident but were later released on bail. He described the operation as “theft, pure and simple.”</p>
<p>&nbsp;</p>
<p>The commission was shown footage of two unmarked EMPD vehicles arriving at the site, along with a civilian identified only as Etienne, who appeared to assist the officers. Spies noted that civilians have no authority to participate in police operations and called the involvement “highly irregular and illegal.”</p>
<p>&nbsp;</p>
<p>He added that some of the same officers later returned to seize the hard drive containing the footage, unaware that Hanekom had already made a backup copy. Spies then handed the material to the Independent Police Investigative Directorate for further investigation.</p>
<p>&nbsp;</p>
<p>Spies also explained that EMPD officers have no legal mandate to inspect or confiscate copper or second-hand goods, responsibilities that fall under the South African Police Service. One of the officers implicated in the raid has since resigned.</p>
<p>&nbsp;</p>
<p>The commission adjourned early on Monday, and Spies is expected to continue giving evidence on Tuesday.</p>
