<p style="text-align: center;">Diving into the facts, Godlimpi pointed out positive signs in the economy, backed by real data rather than wishful thinking. South Africa has seen four straight quarters of growth, with projections for 1.3% to 1.6% in the short term, expected to pick up as fixes in energy, logistics, and new investments kick in. Inflation is cooling down too, with forecasts at 3.3% for 2025 and 3.5% for 2026, which could lead to lower borrowing costs and more investment.</p>
<p style="text-align: center;">He celebrated the country&#8217;s removal from the FATF grey list in October 2025, which has eased international dealings and even led to the first credit rating improvements in years.</p>
<p style="text-align: center;">On the trade front, exports are holding strong despite global turbulence, with a surplus of R21.8 billion in September 2025. Godlimpi credited this to improvements in ports, logistics, and market access, proving that South African businesses can thrive when barriers are removed.</p>
<p style="text-align: center;">But he was clear: stability is just the starting point. To tackle unemployment head-on, growth needs to hit at least 3% to create new businesses and absorb job seekers. In a shifting global trade landscape marked by protectionism, South Africa is playing defense while expanding into new markets, especially through the African Continental Free Trade Area (AfCFTA).</p>
<p style="text-align: center;">Trade with AfCFTA countries is growing, but utilization of preferences is still low at around 3.85%. Godlimpi called for ramping this up to get South African goods into more African markets like Egypt and beyond. Outside Africa, deals with China, India, and Gulf states are opening doors for exports and attracting investments in areas like agro-processing and green hydrogen. He also noted the relief from AGOA&#8217;s renewal with the US, pledging ongoing talks to strengthen ties.</p>
<p style="text-align: center;">In a touching aside, Godlimpi paid tribute to the late Reverend Jesse Jackson, who passed away at 84 that day. He hailed Jackson as a steadfast ally in South Africa&#8217;s fight against apartheid and a defender of the nation&#8217;s democratic progress.</p>
<p style="text-align: center;">Turning to key industries, Godlimpi highlighted government interventions to protect steel production through the Industrial Development Corporation, ensuring downstream jobs in construction and autos aren&#8217;t lost. In mining and smelters, efforts to slash electricity costs from R2 to about 87 cents per kWh for chrome are aimed at keeping operations running, saving jobs, and boosting mineral processing. The sugar sector is getting similar support to safeguard over 65,000 jobs amid challenges like those at Tongaat Hulett.</p>
<p style="text-align: center;">Godlimpi didn&#8217;t mince words on the illicit economy, calling it a direct threat to jobs and revenue. He cited BAT South Africa&#8217;s plan to close its Heidelberg factory by year&#8217;s end due to illicit cigarettes dominating 75% of the market, which has slashed legitimate production. This, he said, is part of a bigger problem including counterfeits and smuggling that hurts honest businesses and consumers. The fix? Beefed-up customs, better border controls, and tougher prosecutions.</p>
<p style="text-align: center;">Wrapping up, Godlimpi reiterated that the improving economy with better growth, lower inflation, and resilient trade is no accident. It&#8217;s the result of deliberate actions to fix fundamentals, defend industries, diversify exports, and crack down on illicit trade. If these efforts continue, he believes South Africa can sustain 3%+ growth, finally making a dent in unemployment.</p>

<p>Commissioner Edward Kieswetter expressed support for the Minister’s fiscal roadmap, calling it a clear and practical plan for South Africa’s financial sustainability. He noted that SARS remains committed to boosting revenue collection, improving compliance, and facilitating trade through operational excellence and innovation.</p>

<p>SARS’s compliance programme has also delivered encouraging results, securing R131.6 billion from compliance activities—an increase of R9 billion compared to last year. Debt collections rose to R47.1 billion, up by 7.5%. Kieswetter credited the achievement to the dedication of SARS employees and compliant taxpayers, emphasizing their vital role in strengthening South Africa’s fiscal stability.</p>

<p>Revenue performance remained strong across major tax categories, including Corporate Income Tax (CIT), PAYE, Dividends Tax, Domestic VAT, and the General Fuel Levy.</p>

<p>CIT provisional tax payments reached R164.5 billion, growing by 9.5%, while PAYE collections totaled R371 billion—up by R30.9 billion (9.1%) from last year. Domestic VAT collections increased by R21.1 billion (7.8%), driven by solid performances in the finance, retail, and manufacturing sectors.</p>

<p>SARS also noted improvements in VAT refund management and a 5% growth in General Fuel Levy collections, thanks to increased import declarations. However, the agency acknowledged lower collections in some personal income tax categories, partly due to higher refund payments.</p>

<p>Looking ahead, Kieswetter reaffirmed SARS’s focus on building a smart, modern institution anchored in integrity and trust. He stressed that strong domestic revenue collection remains vital to reducing debt and dependence on external funding.</p>

<p>To further support SARS’s efforts, the government has allocated an additional R7.5 billion over the Medium-Term Expenditure Framework (2025–2028). This funding aims to enhance compliance, strengthen operations, and maintain the positive momentum in South Africa’s fiscal outlook.</p>

According to the group, each country has completed its required action plan within the agreed timeframe and demonstrated significant progress in strengthening their financial systems.</p>

<p>With this development, the countries will no longer face enhanced scrutiny from the FATF, a move expected to improve investor confidence and international financial relations.</p>

<p>In his weekly From the Desk of the President letter on Monday, 20 October 2025, Ramaphosa reflected on discussions held at the 7th Social Justice Summit hosted by Stellenbosch University. The summit, he said, was a vital platform where government, policymakers, academics, and civil society explored new strategies to ensure access to affordable, nutritious food for all South Africans.</p>
<p>&nbsp;</p>
<p>He noted that food security remains a cornerstone of the Government of National Unity’s mission to tackle poverty and the rising cost of living. “Access to nutritious food directly affects the physical health and development of individuals and societies,” the president wrote, highlighting that nearly 16 million South Africans still struggle to access enough food.</p>
<p>&nbsp;</p>
<p>South Africa is one of only 29 countries worldwide where the right to food and water is protected by the Constitution. Successive democratic governments, Ramaphosa said, have invested in policies and programmes aimed at eradicating hunger — including school feeding schemes, social grants, free education, and primary healthcare services.</p>
<p>&nbsp;</p>
<p>Among the most impactful initiatives, the National School Nutrition Programme now provides daily meals to more than nine million learners from low-income families. This, the president said, has improved not only nutrition but also school attendance, concentration, and academic performance.</p>

<p>However, he admitted that food insecurity remains widespread, especially in the face of unemployment, slow economic growth, and rising prices. “We must look at market factors that are making the cost of nutritious food increasingly out of reach,” he said.</p>

<p>Recent data from Statistics South Africa shows a steady rise in food inflation, with essentials like meat and vegetables becoming more expensive. While basic food items remain zero-rated for VAT, Ramaphosa stressed the need for fairness and accountability in food markets.</p>

<p>He pointed to the Competition Commission’s ongoing efforts to curb anti-competitive practices in the food industry — including investigations into price-fixing and monopolistic behaviour among producers and retailers.</p>

<p>The president also urged private sector participation, calling on South Africa’s largest retailers — the “Big Five” — to play a bigger role in keeping nutritious food affordable. He commended efforts like the Shoprite Group’s R5 product line, which helps lower-income families access basic necessities.</p>

<p>Ramaphosa praised the Musa Plan, developed by the Centre for Social Justice, as a promising initiative that combines research and collaboration to combat food poverty.</p>

It highlights just how important it is for South Africa to adapt quickly in an increasingly unstable global trade environment.</span></p>

<p>The US is one of South Africa’s biggest trading partners. These tariffs will directly affect key sectors like agriculture, automotive manufacturing, and textiles—industries that employ thousands and contribute significantly to our economy.</p>
<p>&nbsp;</p>
<p>In the past, South Africa has enjoyed duty-free access to the US market through the African Growth and Opportunity Act (AGOA). Our exports have typically supported—not threatened—US industries. In fact, many of our products, like citrus, fill seasonal gaps in US supply, helping keep prices stable for American consumers. South African companies also invest heavily in the US across various industries, from mining to pharmaceuticals.</p>
<p>&nbsp;</p>
<p>This shift in US policy, however, means we cannot afford to be complacent. We’ve continued open discussions with the US government, working to maintain access for our goods. But we must also think beyond the US and diversify where we send our exports. Overreliance on a few markets makes us vulnerable.</p>

<p>To support this shift, government has launched an Export Support Desk to assist producers affected by the tariffs. A broader support package is also in the works to help businesses and workers navigate this disruption and explore new opportunities, particularly in Africa, Asia, and the Middle East.</p>

<p>Long-term resilience will come from strengthening regional value chains and expanding our role within the African Continental Free Trade Area (AfCFTA). These efforts won’t bear fruit overnight, but they are essential if we want to unlock new markets and reduce dependence on a few powerful trading partners.</p>

<p>We are not alone in facing these challenges. Other economies—developed and developing—are grappling with similar issues. The global trade landscape is changing rapidly, and the only way forward is to be proactive and strategic.</p>

<p>Government remains committed to open dialogue, supporting exporters, and expanding South Africa’s footprint in global trade. We cannot sit still in the face of shifting trade dynamics. Building resilience isn’t optional—it’s urgent.</p>
