President Cyril Ramaphosa has amended the period in which the Judicial Commission of Inquiry Commission into Criminality, Political Interference and Corruption in the Criminal Justice System arising from specific allegations by Lieutenant-General Nhlanhla Mkhwanazi on 6 July 2025, must complete its work and submit its final report.

Accordingly, the Commission shall submit a second interim report by 29 May 2026 and a final report on the completion of the inquiry, on 31 August 2026.

This extension was granted at the request of the Commission due to the number of persons who must still appear.

The President appointed the Judicial Commission Inquiry in terms of section 84(2)(f) of the Constitution on 21 July 2025.

Justice Mbuyiseli Madlanga was appointed Chairperson of the Commission of Inquiry and Advocates Sesi Baloyi and Sandile Khumalo were appointed as members of the Commission.

The Commission submitted its first interim report to the President on 17 December 2025 and resumed its activities in January of this year.

In its interim report, the Commission referred a number of matters for immediate criminal investigation and urgent decisions on prosecution, as well as recommendations on the employment status and recommended suspension of individuals.

A 27-year-old Constable, stationed at the Phokeng Police Station, accused of raping a complainant, was granted R5000 bail by the Phokeng Magistrate Court in Rustenburg yesterday22 December 2025.

 

The accused officer allegedly raped a 31 year old complainant he was assisting in resolving her domestic dispute with her partner.

 

It is alleged that the accused Constable, who was attending to a complaint between two lovers at the Phokeng Police Station, released the boyfriend to go home and fetch his passport and kept the girlfriend behind. The boyfriend was requested to bring his passport to the police station as they (couple) are both foreign nationals.

 

The 31-year-old victim further alleged that the accused Constable took her to an office within the police station premises, where he raped her. The incident happened on 2 December 2025.

 

IPID took over the case on 11 December 2025, and the accused officer was positively identified by the victim during an identity parade.

 

The case has been remanded to 26 February 2026 for further investigation.

South Africaโ€™s Minister of Public Works and Infrastructure, Dean Macpherson, has declared that the deadly building collapse in George in 2024, which claimed the lives of 34 people, was entirely preventable. Speaking out following the completion of an investigation into the tragedy, Macpherson blamed systemic breakdowns in planning, oversight, and enforcement.

 

According to the minister, there were several points where intervention could have prevented the disaster, but due to a weak regulatory environment, no action was taken. โ€œWhat angers me most is that this tragedy didnโ€™t have to happen. At every stage, there were chances to act, but those responsible either werenโ€™t required or didnโ€™t feel compelled to do so,โ€ he said.

 

A full report by the Engineering Council of South Africa (ECSA) has been finalized and is set to be published in the Government Gazette. An appeal period is currently open until August 3, 2025. Macpherson stressed that this report must play a crucial role in a criminal investigation. If any form of negligence is found, he said, prosecutions must follow swiftly. โ€œAccountability is non-negotiable. No contractor, engineer, or official should be immune from the law.โ€

 

The minister also announced new measures to prevent such tragedies in the future. A dedicated hotline will be launched to allow workers and the public to anonymously report safety concerns at construction sites. These alerts will trigger immediate inspections and, where needed, emergency shutdowns.

 

Reforms will be rolled out in three phases:

 

Phase One (2025โ€“2026): Introduction of emergency regulations, new safety standards, and strict protocols.

 

Phase Two (2026โ€“2028): Legislative reforms and competency-based registration systems for professionals in the built environment.

 

Phase Three (2028 onward): Restructuring institutional oversight, moving the responsibility for building regulations to the Department of Public Works and Infrastructure.

 

 

Macpherson also mentioned efforts to support the victims’ families, especially those who have lost their primary source of income. Discussions are ongoing with the Department of Social Development and various NGOs to provide long-term assistance.

 

This renewed focus on accountability and safety comes amid growing public pressure to ensure that lessons are learned from the George tragedy โ€” and that no similar disaster ever happens again.
