										<content:encoded><![CDATA[<p>Lieutenant-General Dumisani Khumalo, the Divisional Commissioner of Crime Intelligence in the South African Police Service (SAPS), has been honoured with a special commemorative insignia coin by Minister in the Presidency, Khumbudzo Ntshavheni.</p>
<p>The award was presented on Tuesday, 14 April 2026, during the official launch of the National Centre for Intelligence Coordination (NCIC). Khumalo was recognised as one of the key leaders responsible for driving South Africa’s new unified intelligence efforts.</p>
<p>Khumalo rose to prominence after testifying at the Madlanga Commission of Inquiry in 2025. As the former head of the Political Killings Task Team in KwaZulu-Natal, he exposed how criminal syndicates had infiltrated policing, politics, and other state institutions.</p>
<p>He famously revealed the activities of the so-called “Big Five” cartel — a powerful Gauteng-based network allegedly involved in drug trafficking, contract killings, cross-border vehicle hijackings, tender fraud, and extortion. He publicly named Vusimuzi “Cat” Matlala and Katiso “KT” Molefe as key figures with high-level political connections.</p>
<p>The commemorative coins, which carry the NCIC insignia, were also awarded to other senior officials: Dr N Sifolo (Acting Coordinator for Intelligence), Ambassador T Msimanga (Acting Director-General of the State Security Agency), and Lieutenant-General T Mxakato (Chief of Defence Intelligence).Receiving the coin is not just symbolic — it represents a serious responsibility to deliver timely, coordinated intelligence from across crime, defence, domestic, and foreign streams.</p>
<p>The NCIC was established under Section 4 of the National Strategic Intelligence Act of 1994 to reduce fragmentation between intelligence agencies and better support government decision-making on national security threats.</p>

										<content:encoded><![CDATA[<p style="text-align: center;">KwaZulu-Natal Police Commissioner Lieutenant-General Nhlanhla Mkhwanazi has delivered a stunning and final blow to any hopes of reconciliation inside the South African Police Service, declaring that his relationship with suspended Deputy National Commissioner Lieutenant-General Shadrack Sibiya is beyond repair.</p>
<p style="text-align: center;">
<p style="text-align: center;">“I can tell you now, there can never be peace between me and General Sibiya.”</p>
<p style="text-align: center;">
<p style="text-align: center;">With those words, Mkhwanazi confirmed what many had suspected. The battle at the top of SAPS is no longer a disagreement. It is a full scale internal war.</p>
<p style="text-align: center;">
<p style="text-align: center;">His testimony pulls back the curtain on a deeply fractured police leadership, where allegations of interference, betrayal and power struggles are colliding at the highest level.</p>
<p style="text-align: center;">
<p style="text-align: center;">At the centre of the conflict is the Political Killings Task Team, a unit tasked with investigating some of the most sensitive and dangerous cases in KwaZulu-Natal. Mkhwanazi alleges that Sibiya interfered directly in these investigations, with suspended Police Minister Senzo Mchunu also implicated in attempts to influence the work of the task team.</p>
<p style="text-align: center;">
<p style="text-align: center;">This is not just about personal differences. It is about control of investigations that could expose powerful networks.</p>
<p style="text-align: center;">
<p style="text-align: center;">Mkhwanazi revealed that behind the scenes, attempts were made to broker peace between the two generals. Former Police Minister Bheki Cele was approached to facilitate a meeting, but it never happened.</p>
<p style="text-align: center;">
<p style="text-align: center;">The reason, according to Mkhwanazi, is explosive.</p>
<p style="text-align: center;">
<p style="text-align: center;">He says Lieutenant-General Hilda Khosi Senthumule told senior leadership that Sibiya had mentioned Economic Freedom Fighters leader Julius Malema in relation to organising the meeting. That revelation raised red flags and stopped the process.</p>
<p style="text-align: center;">
<p style="text-align: center;">At the heart of the fallout is also the investigation into the murder of rapper AKA. Mkhwanazi claims this case became a flashpoint, alleging that Sibiya wanted to interfere in the investigation.</p>
<p style="text-align: center;">
<p style="text-align: center;">“I do not know why,” he said, but the damage, according to him, is permanent.</p>
<p style="text-align: center;">
<p style="text-align: center;">Mkhwanazi then turned his focus to Crime Intelligence, exposing what he described as years of corruption, manipulation and abuse of power.</p>
<p style="text-align: center;">
<p style="text-align: center;">He revealed that he removed Senthumule from Crime Intelligence in 2012 over alleged abuse of secret funds.</p>
<p style="text-align: center;">
<p style="text-align: center;">“These funds were used for functions, parties, gatherings that should not have been attended,” he said.</p>
<p style="text-align: center;">
<p style="text-align: center;">Despite this, Senthumule later rose through the ranks to become a senior general. Mkhwanazi made it clear that his view of her has not changed.</p>
<p style="text-align: center;">
<p style="text-align: center;">“Senthumule cannot be trusted. I could not trust her then. I cannot trust her now.”</p>
<p style="text-align: center;">
<p style="text-align: center;">The committee was shown a recorded conversation between Senthumule and Sibiya about the movement of Political Killings Task Team dockets from KwaZulu-Natal to Gauteng.</p>
<p style="text-align: center;">
<p style="text-align: center;">Mkhwanazi says the recording destroys her version of events.</p>
<p style="text-align: center;">
<p style="text-align: center;">Senthumule had previously claimed she did not know how the dockets ended up in Gauteng. But according to Mkhwanazi, the recording suggests she supported the move and played a key role behind the scenes.</p>
<p style="text-align: center;">
<p style="text-align: center;">He went further, alleging that she was effectively central to the relocation and mishandling of these sensitive case files.</p>
<p style="text-align: center;">
<p style="text-align: center;">The implications are massive.</p>
<p style="text-align: center;">
<p style="text-align: center;">These are not ordinary files. These are politically sensitive investigations linked to killings, power networks and organised crime.</p>
<p style="text-align: center;">
<p style="text-align: center;">Mkhwanazi also pointed to a broader pattern inside Crime Intelligence, where officials allegedly enriched themselves using secret funds, including leasing properties back to SAPS.</p>
<p style="text-align: center;">
<p style="text-align: center;">He says these irregularities date back more than a decade and were never properly investigated because leadership changes shut down ongoing probes.</p>
<p style="text-align: center;">
<p style="text-align: center;">What emerges from his testimony is a disturbing picture of an institution under siege from within.</p>
<p style="text-align: center;">
<p style="text-align: center;">A police service where internal battles, alleged corruption and interference threaten the integrity of investigations at the highest level.</p>
<p style="text-align: center;">
<p style="text-align: center;">A leadership divided.</p>
<p style="text-align: center;">
<p style="text-align: center;">A system compromised.</p>
<p style="text-align: center;">
<p style="text-align: center;">And now, a declaration that peace is no longer possible.</p>
<p style="text-align: center;">
<p style="text-align: center;">The question is no longer whether there is a crisis inside SAPS.</p>
<p style="text-align: center;">
<p style="text-align: center;">The question is how deep it goes.</p>

										<content:encoded><![CDATA[<p>A chilling admission has emerged from the Madlanga Commission, where a key witness revealed that the assassination of former ANC Youth League secretary Sindiso Magaqa could have been stopped.</p>
<p>Known as Witness E, the man told the commission that he was warned in advance about the plot to kill Magaqa. According to his testimony, the gunmen themselves informed him that they had been hired to carry out the murder, insisting the information came directly from them and was not based on rumours.</p>
<p>Despite receiving this warning, Witness E failed to take action. Under questioning, he could not clearly explain why no steps were taken to prevent the attack.</p>
<p>Witness E described himself as an experienced intelligence operative, claiming a flawless track record in infiltrating drug cartels, stock-theft syndicates and cash-in-transit gangs. He told the commission that suspects he previously identified were either imprisoned or killed.</p>
<p>Magaqa, who was 35 years old, was shot alongside two fellow councillors on 13 July 2017. The attack happened outside a general dealer following a council meeting in southern KwaZulu-Natal. He later died on 4 September 2017 from complications related to the shooting.</p>
<p>In July 2025, one of the hitmen linked to the murder was sentenced to 25 years in prison.</p>
<p>Commission chair Justice Mbuyiseli Madlanga pressed Witness E on the serious failure to act, questioning how such detailed intelligence could be ignored. When asked whether the gunmen had also named those who helped plan the killing, Witness E confirmed they had, claiming the alleged masterminds were his superiors.</p>
<p>However, he refused to reveal any names, citing safety concerns and operational limitations.</p>
<p>The witness ultimately agreed that the murder could have been prevented if action had been taken between the warning and the shooting.</p>
<p>His testimony comes amid broader scrutiny over alleged political interference in the investigation into Magaqa’s killing, an issue that continues to raise troubling questions about accountability, intelligence failures and justice.</p>

										<content:encoded><![CDATA[<p>Two Mozambican nationals have been arrested after police recovered two firearms stolen from officers who were shot and killed in Ivory Park, Johannesburg, last week.</p>

<p>According to police, an intelligence-driven operation led investigators to an SAPS-issued 9mm pistol and an R5 rifle. Both weapons were confirmed to be the guns taken from Sergeant Rapetsoa and Constable Montja before they were murdered on Friday night.</p>
<p>&nbsp;</p>
<p>In response to the killings, police mobilised specialised teams, including Crime Intelligence, the Tactical Response Team and the Hawks, to track down both the suspects and the missing firearms. The operation led officers to Tembisa and Mamelodi East, where the weapons and several rounds of ammunition were recovered.</p>
<p>&nbsp;</p>
<p>The two arrested suspects are expected to face charges of illegal possession of firearms and ammunition. Investigations into the murders of the two officers are still underway, and police say more arrests are expected.</p>
<p>&nbsp;</p>
<p>The search continues for additional suspects as well as a second missing 9mm pistol.</p>
<p>&nbsp;</p>
<p>Police leadership has welcomed the breakthrough. The national commissioner praised the teams for their swift response and stressed that attacks on police officers undermine the authority of the state. He also revealed that from April to September this year, six officers were killed in the line of duty, and reassured the public that SAPS is working to ensure officers receive the resources and training needed to protect themselves and communities.</p>
<p>&nbsp;</p>
<p>The two officers killed in Ivory Park were on crime-prevention duties when they were ambushed. Their attackers fled the scene with their service pistols, a rifle, and two cellphones. Police have vowed to bring everyone involved to justice.</p>

<p style="text-align: center;">De Haas who appeared before the Parliament’s ad hoc committee that is investigating accusations that a drug trafficking cartel has infiltrated South Africa’s law enforcement and politics judiciary which were made by the KZN Police Commissioner Luitenant General Nhlanhla Mkhwanazi.</p>

<p style="text-align: center;">During her appearance, De Haas made several accusations against Mkhwanazi and the embattled and suspended Crime Intelligence boss Luitenant General Dumsani Khumalo.</p>
<p style="text-align: center;">
<p style="text-align: center;">The former University of Natal which later was merged to UKZN told parliament that Mkhwanazi was wrongly promoted to acting commissioner under the former police minister Bheki Cele.</p>
<p style="text-align: center;">
<p style="text-align: center;">She further questioned Khumalo’s credibility and qualifications to be the head of crime intelligence and accused National police commissioner Fannie Masemola of lying under oath.</p>
<p style="text-align: center;">
<p style="text-align: center;">&#8220;I don’t believe general Mkhwanazi is credible. Is general Khumalo credible? Nope, definitely not,&#8221; said De Haas.</p>
<p style="text-align: center;">
<p style="text-align: center;">De Haas&#8217;s testimony comes after it emerged that she was very critical of the PKTT and also defended her calls for its disbandment by minister Senzo Mchunu.</p>
<p style="text-align: center;">
<p style="text-align: center;">She accused the task team of abusing its powers and wasting police resources.</p>
<p style="text-align: center;">
<p style="text-align: center;">&#8220;I see people dying and the police doing nothing and yet we’re spending money on this team,” De Haas testified on Tuesday.</p>
<p style="text-align: center;">
<p style="text-align: center;">“I think it’s outrageous, quite frankly, when ordinary people can’t get justice. I’m speaking here for poor people. You don’t even hear about them being killed. They’re killed all the time in rural areas. They’re trying to defend their land, for example. No one’s paying attention or doing anything special for them. Why are we doing something special for politicians?” she said.</p>
<p style="text-align: center;">
<p style="text-align: center;">In the twist of events, the UKZN released a statement on Wednesday distancing itself from De Haas by claiming that she was never part of their institution except for the then University of Natal.</p>
<p style="text-align: center;">
<p style="text-align: center;">&#8220;For clarity. Ms de Haas is not an employee of the University and is not a professor at UKZN. She retired from the then University of Natal in 2002, where she served as a Senior Lecturer and Programme Director in Social Anthropology.</p>
<p style="text-align: center;">
<p style="text-align: center;">The statement further clarify how University of Natal merged with the University of Durban-Westville in 2004 to form the University of KwaZulu-Natal.</p>
<p style="text-align: center;">
<p style="text-align: center;">&#8220;Her current association with UKZN is limited to the title of Honorary Research Fellow in the School of Law. This is an honorary position and does not involve employment or teaching responsibilities.</p>
<p style="text-align: center;">
<p style="text-align: center;">&#8220;While she has collaborated with members of the Navi Pillay Research Group, she also conducts independent research which is entirely separate from the University and this includes work on violent crime and policing.</p>
<p style="text-align: center;">The University will not comment on evidence presented before the ad hoc committee,&#8221; the statement reads.</p>
<p style="text-align: center;">
<p style="text-align: center;">Attempts to get comment from De Haas proved fruitless as her cellphone rang unanswered.</p>

<p>Testifying in Pretoria, Khumalo rejected suggestions that Mkhwanazi stepped down voluntarily. “He decided to move, but not out of free will,” Khumalo said, adding that every acting head trying to tackle corruption was sidelined before real progress could be made.</p>

<p>Khumalo himself is not free of controversy. His testimony comes while he faces ongoing legal battles, including fraud and corruption charges following his arrest in June. Despite this, he detailed his 34-year career, pointing to persistent institutional and political pressure within Crime Intelligence.</p>

<p>Authorities say the arrests followed an intelligence-driven operation. Members of the Makhaza anti-hijacking team, working closely with Crime Intelligence, received a tip-off about premises that had recently received a drug delivery.</p>

<p>During a search at one location, officers uncovered quantities of tik and cocaine. A second search led to the arrest of a 55-year-old man after police discovered a large stash of drugs. The haul included 115 full mandrax tablets, six halves, seven quarters, and 42 packets of tik.</p>
<p>&nbsp;</p>
<p>Police continue to intensify their operations in the area as part of ongoing efforts to curb drug-related crimes on the Cape <span style="font-size: 14px;">Flats.</span></p>
