South Africa’s Department of Home Affairs has intensified its anti-corruption drive, with Leon Schreiber confirming the dismissal of seven more officials over misconduct, fraud, and corruption.

This latest action pushes the total number of dismissals to 63 since the formation of the Government of National Unity in July 2024. Authorities also revealed that 16 additional officials are currently suspended while investigations continue, some linked to findings from the Special Investigation Unit.

The department said the dismissals are part of a broader campaign to tackle corruption, maladministration, and unethical behaviour, working closely with law enforcement agencies to enforce accountability.

Since mid-2024, 95 misconduct cases have been opened, with 75 already finalised — a pace officials say reflects a tougher and more consistent approach to discipline within the system.

Schreiber stressed that the department is taking firm, visible action to repair long-standing institutional damage, noting that the swift handling of cases shows a clear shift in dealing with wrongdoing.

He also highlighted ongoing reforms aimed at strengthening internal controls, improving oversight, and modernising operations. According to the department, these changes are already beginning to improve service delivery.

While the crackdown continues, Schreiber emphasised that honest officials will be supported and rewarded, especially as the department pushes forward with its digital transformation plans.

The initiative forms part of a wider effort to rebuild public confidence in Home Affairs and ensure more transparent, efficient services for citizens.

Speaking at the launch, MMC for Public Safety Dr Cllr Mgcini Tshwaku emphasised the need for visibility, discipline, and cooperation between authorities and communities during the busy Easter period.

With increased traffic volumes expected across the city, Tshwaku stressed that safety on the roads remains a top priority.

“We must ensure that there are no fatalities on our roads. Officers must be visible, enforce the law, and protect all road users, especially pedestrians,” he said.

The campaign will see intensified roadblocks, stop and search operations, and monitoring of high risk areas, including major freeways and public gathering spaces.

Authorities have also issued a warning against illegal events during the holiday period, urging organisers to secure proper permits through the Johannesburg Metropolitan Police Department.

Tshwaku acknowledged that the department had previously struggled with serious resource shortages, which affected its ability to operate effectively.

“When we came in, there were no adequate tools of trade. Officers did not have enough cars, firearms, or even proper uniforms,” he said.

Despite these challenges, the city has made notable progress in strengthening its law enforcement capacity.

New vehicles have been procured, approximately 800 firearms have been acquired, and surveillance systems have been significantly improved.

Camera functionality across the city has increased from 40 percent to 80 percent, while partnerships with the private sector have expanded monitoring capabilities to around 60,000 cameras.

“These improvements have strengthened our ability to fight crime and respond effectively,” Tshwaku added.

The Easter Safety Campaign forms part of broader efforts by the City of Johannesburg to restore public confidence in law enforcement while ensuring safer roads and communities during one of the busiest travel periods of the year.

The arrests, linked to the Medicare 24 contract, have sent shockwaves through SAPS, with the accused expected to appear in court on charges of corruption, fraud and financial misconduct. The case is being handled by the National Prosecuting Authority’s Investigating Directorate Against Corruption.

An emergency SAPS meeting is now scheduled for 27 March, where top leadership is expected to confront the full scale of the scandal and its impact on the organisation.

The high level session will focus on key operational and governance issues, including visible policing, restructuring, supply chain management and internal audits. At the centre of the discussions is the cancelled Medicare 24 tender, which has become a symbol of alleged corruption within the police service.

The contract was halted in January 2025 after serious red flags were identified during an internal review. That decision is now seen as the turning point that exposed what investigators believe may be a wider network of corruption.

The involvement of senior SAPS figures has intensified pressure on leadership, raising urgent questions about accountability and oversight within the institution.

As the accused officers prepare to face the courts, the emergency meeting is expected to outline the next steps in restoring trust and stabilising the embattled police service.

With public anger growing and scrutiny intensifying, this scandal is shaping up to be one of the most significant corruption cases inside SAPS in recent years.

Civil rights organisation AfriForum has refused to back down after receiving a formal legal warning from African National Congress (ANC) Secretary-General Fikile Mbalula, who is demanding the cancellation of a media conference scheduled for tomorrow.

The group plans to release a detailed dossier alleging corruption, fraud, and money laundering linked to Mbalula’s 2016 family holiday to Dubai.

In a strongly worded letter dated today from A Mothilal Attorneys Inc on Mbalula’s behalf, the ANC leader’s lawyers accuse AfriForum of preparing to disseminate “unfounded allegations” and warn that the planned briefing at the organisation’s Centurion studio could amount to defamation. The letter demanded an immediate retraction and cancellation of the event by 16h00 today, threatening High Court interdicts, damages claims, and a public apology if AfriForum proceeds.

AfriForum’s communications head, Barry Bateman, and executive director Kallie Kriel responded swiftly on X (formerly Twitter), confirming the organisation will not be deterred. “ANC SG Fikile Mbalula has threatened to gag us… We’re not going away,” Bateman posted, quoting Kriel’s earlier statement. The group says Advocate Gerrie Nel, head of AfriForum’s Private Prosecution Unit, will outline the allegations at the 10h00 press conference tomorrow, which will be streamed live on AfriForum’s Facebook page.

The controversy centres on Mbalula’s luxury Dubai holiday, which reportedly cost approximately R684,000 while he served as Sports Minister. AfriForum has long alleged that part of the trip was funded through irregular cash payments by Yusuf Dockrat, a director of Sedgars Sport a supplier to the South African Sports Confederation and Olympic Committee (SASCOC) at the time. The National Prosecuting Authority (NPA) declined to prosecute Mbalula in 2023, a decision AfriForum has repeatedly described as “patently irrational” and possibly selective. The organisation obtained the police docket in 2024 and formally asked the NPA to reconsider prosecution last October.

Tomorrow’s conference marks the latest escalation in what has become a protracted private prosecution campaign by AfriForum against high-profile ANC figures. The group says the “Mbalula Dossier” contains new developments it intends to make public.

Neither Mbalula nor the ANC had issued a public statement at the time of writing, but the legal letter insists Mbalula “vehemently denies” all allegations and is entitled to the constitutional presumption of innocence.

The press conference is set for 25 March at 10:00.

A major corruption scandal involving more than R800 000 has been exposed, with two suspects arrested after a Hawks investigation uncovered an alleged network of fraud, kickbacks and abuse of public funds in Limpopo.

A 58 year old company director, her company, and a 49 year old financial adviser were arrested on Tuesday by the Hawks Serious Corruption Investigation unit following intelligence about suspicious dealings linked to the Small Enterprise Development and Finance Agency office in Tzaneen.

The arrests come after months of investigation into what authorities describe as a coordinated scheme involving officials and private companies.

According to Hawks spokesperson Colonel Katlego Mogale, investigators uncovered evidence of theft, fraud, corruption and money laundering tied to funding processes at the agency.

A search and seizure operation carried out on 24 April 2025 at the agency’s offices led to the confiscation of electronic devices and critical documents, which were analysed as part of the investigation.

The investigation revealed that an official was colluding with company directors in assisting with applications and in return received kickbacks exceeding R800 000 from companies that were approved for funding.

Authorities say the case exposes how public funds meant to support small businesses may have been diverted through corrupt relationships between insiders and external beneficiaries.

“Those who abuse public funds will be brought to book. Serious Corruption Investigation will ensure accountability.”

The suspects are expected to appear in the Tzaneen Magistrate’s Court on Thursday, where they will face charges including fraud, corruption, theft and money laundering.

The investigation is ongoing and more arrests are expected as authorities widen the probe into the corruption network.

The National Prosecuting Authority (NPA) has officially confirmed that corruption charges against former ANC spokesperson and Cabinet minister Zizi Kodwa will be reinstated, alongside those against businessman Jehan Mackay.

The decision follows a formal review by the office of the National Director of Public Prosecutions (NDPP), overturning the earlier withdrawal of charges and placing the high-profile case back on track.

At the centre of the case are allegations that Kodwa received kickbacks amounting to approximately R1.6 million from Mackay, a former executive at technology firm EOH, between 2015 and 2016.

Prosecutors allege that the payments — including luxury accommodation — were intended to influence the awarding of lucrative government contracts.

The matter was initially enrolled in June 2024, but took a controversial turn in November 2024 when the South Gauteng Director of Public Prosecutions, Advocate Andrew Chauke, withdrew the charges.

That decision sparked concern among investigators, prompting the Hawks to successfully request a review by then NDPP Advocate Shamila Batohi.

In one of her final decisions before leaving office, Batohi overturned the withdrawal and directed that the matter be reinstated.

According to the NPA, Kodwa and Mackay’s legal representatives were formally notified of this decision in a letter dated 29 January 2026.

NPA spokesperson Abram Mohlatlole said the authority was compelled to respond to claims suggesting that information about the reinstatement had been leaked before the accused were informed.

“The NPA would like to set the record straight,” the statement read.

The authority confirmed that letters were sent to the legal representatives of both Kodwa and Mackay, informing them that the decision to withdraw charges had been set aside and that prosecution would proceed.

The NPA further rejected any claims of a leak, stating that such allegations are “devoid of any truth”.

National Director of Public Prosecutions Advocate Andy Mothibi also assured the public that no leaks would be tolerated.

The Special Commercial Crime Unit is currently finalising logistical arrangements to re-enrol the matter in court.

The development reignites a long-standing legal battle that continues to cast a shadow over Kodwa’s political career.

KEY POINTS

1 NPA reinstates corruption charges against Zizi Kodwa and Jehan Mackay

2 Allegations involve R1.6 million in kickbacks linked to EOH contracts

3 Charges were previously withdrawn in November 2024

4 Hawks pushed for review, Batohi overturned decision

5 Lawyers informed on 29 January 2026

6 NDPP denies any leak

7 Case to be re-enrolled

Matapandile Sotheni, 41, appeared before the Brakpan Magistrate’s Court in Gauteng on Monday morning facing charges of murder, attempted murder and possession of an unlicensed firearm.

The charges have been classified as a Schedule 6 offence, the most serious category under South African criminal law.

Sotheni was arrested in Johannesburg on Saturday after investigators identified him as the primary suspect in the December 2025 assassination of Van der Merwe.

Van der Merwe had previously testified before the Madlanga Commission of Inquiry where he exposed alleged corruption and misconduct within parts of the justice system.

His killing came shortly after his testimony, raising serious concerns about witness safety in high-profile investigations.

The case has been postponed to 25 March 2026. The State has indicated that it will oppose bail and the accused is expected to remain in custody until his next court appearance.

SAPS spokesperson Brigadier Athlenda Mathe confirmed that the suspect is a former member of the SAPS Special Task Force.

According to Mathe, Sotheni joined the police service in 2005 and became a member of the elite Special Task Force unit in 2010, before resigning in 2019.

Mathe described the arrest as unfortunate given the high cost of training members of the specialised tactical unit. She said it costs more than R1 million to train a single Special Task Force operator.

She added that after leaving the police service, the suspect entered the private security sector, where many former specialised officers are recruited.

Mathe said it is concerning when people with specialised training become linked to serious crimes and emphasised that criminal elements must be rooted out wherever they appear.
