										<content:encoded><![CDATA[<p>The Pretoria Specialised Commercial Crimes Court in Gauteng sentenced the former Steinhoff at Work, Group Audit Executive Hein Odejdaal (67) to four years direct imprisonment or fine of R2 million.</p>
<p>&nbsp;</p>
<p>Odendaal was further sentenced to two years imprisonment wholly suspended for a period of five years, on condition that he is not convicted of contravention of section 34 (1) of the Prevention and Combatting of Corrupt Activities Act (PRECCA) committed during the period of suspension and that he subject himself to one year correctional supervision in terms of section 276(1) (h) of the Criminal Procedure Act, 51 of 1977.</p>
<p>&nbsp;</p>
<p>National Prosecuting Authority (NPA) Lumka Mahanjana said Odendaal was convicted and sentenced after entering into a plea and sentence agreement with the State in terms of section 105A of the Criminal Procedure Act.</p>
<p>&nbsp;</p>
<p>&#8220;In his capacity as the Group Audit Executive, Odendaal was negligent in that he ought to have suspected that other employees within Steinhoff group committed fraud therefore did not report to the police. Where on 21 November 2016 Iwan Peter Schelbert ( while acting on instructions from the then Chief Financial Officer, Andries Benjamin La Grange, he generated a fraudulent invoice to TG Sources SARL, a company based in Martigny, Switzerland.</p>
<p>&nbsp;</p>
<p>&#8220;Following the generation of the invoice, Stephanus Johannes Grobler and others created supporting documentation and caused payments to be affected to falsely represent that the invoice reflected a legitimate transaction between Steinhoff at Work and TG Sources SARL. This fraudulent scheme resulted in the inflation of Steinhoff’s financial statements by more than R376 million,&#8221; she said.</p>
<p>&nbsp;</p>
<p>The NPA said this conviction and sentence, which marks the fourth conviction secured in the Steinhoff matter.</p>
<p>&nbsp;</p>
<p>&#8220;This outcome demonstrates the commitment of the Directorate for Priority Crimes Investigations (DPCI)and the NPA to holding perpetrators accountable in one of the largest and most complex corporate fraud cases in South Africa’s history. The investigation and prosecution of this matter required extensive collaboration and technical expertise due to its scale and complexity. It is to be noted that the NPA takes these nature of cases serious. Each case is treated according to its merits. The plea bargains do not militate against the seriousness of these offences,&#8221; she said.</p>
<p>&nbsp;</p>
<p>The National Director of Public Prosecutions (NDPP) Advocate Andy Mothibi said: “These outcomes should demonstrate to the public that NPA will continue to prosecute all cases whether in public or private sector without fear , favour or prejudice.”</p>
<p>&nbsp;</p>
<p>The case against the remaining accused, Stephanus Johannes Grobler (64), has been postponed to 14 May 2026 for further proceedings.</p>

<p style="text-align: center;">Deokaran was assassinated in a hit-style killing outside her south Johannesburg home in August 2021 after she flagged the Tembisa Hospital corruption scandal which cost it an estimated R800 million.</p>

<p style="text-align: center;">In her role as Chief Director in Financial Accounting, Deokaran had been a bulwark against irregular and dubious payments.</p>

<p style="text-align: center;">Owing to her position, she was also in control of the evidentiary paper trail left by those who preyed on public funds.</p>
<p style="text-align: center;">
<p style="text-align: center;">Madyo, who was warned by Deokaran about irregular contracts at Tembisa Hospital shortly before the whistleblower’s murder, did not resign as previously claimed.</p>
<p style="text-align: center;">
<p style="text-align: center;">New information in the Gauteng Legislature reveals Madyo actually left the department in July 2024 through a confidential settlement while facing disciplinary charges over procurement irregularities. At the time, the department told the public she had resigned.</p>
<p style="text-align: center;">
<p style="text-align: center;">Madyo had also been suspended on full pay for nearly two years, reportedly earning around R3 million, before the case was quietly settled.</p>
<p style="text-align: center;">
<p style="text-align: center;">On Thursday Gauteng Premier Panyaza Lesufi noted the statements and allegations made by the Democratic Alliance (DA) regarding the monetary settlement reached between the GDH and Madyo.</p>
<p style="text-align: center;">
<p style="text-align: center;">Lesufi dismissed any insinuation that he was part of the arrangements to release the pension payout of the department&#8217;s former CFO and would like to point out that Madyo&#8217;s disciplinary hearing commenced prior to his tenure.</p>
<p style="text-align: center;">
<p style="text-align: center;">&#8220;The DA knows that in terms of the Public Service Act and applicable regulations, the Premier does not possess the authority to appoint or dismiss chief financial officers employed at the deputy director&#8217;s general level. Legally, that responsibility belongs exclusively to the Executive Authority overseeing the specific department that employs the individual.</p>
<p style="text-align: center;">
<p style="text-align: center;">&#8220;Regarding this case and in line with the legal prescripts, the Office of the Premier did not form part of the negotiations and decision-making that led to the monetary settlement. The Department of Health did engage the Office of the Premier after the agreement had been finalised, notifying the Premier of the outcome and requesting retrospective concurrence,&#8221; the statement reads.</p>
<p style="text-align: center;">
<p style="text-align: center;">Lesufi declined to grant this retrospective approval, citing the lack of consultation or prior involvement of his office.</p>

<p style="text-align: center;">&#8220;An independent legal firm has since been appointed to investigate the matter and determine whether the agreement was handled correctly and to advise on any further action required. The Premier shares the public&#8217;s concern regarding any expenditure of public funds and remains fully committed to rooting out corruption and ensuring accountability.We will not hide any form of wrongdoing, especially on matters related to the unfortunate loss of life of the late Babita Deokaran,&#8221; the statement reads.</p>

										<content:encoded><![CDATA[<p style="text-align: center;">President Cyril Ramaphosa has amended the period in which the Judicial Commission of Inquiry Commission into Criminality, Political Interference and Corruption in the Criminal Justice System arising from specific allegations by Lieutenant-General Nhlanhla Mkhwanazi on 6 July 2025, must complete its work and submit its final report.</p>
<p style="text-align: center;">
<p style="text-align: center;">Accordingly, the Commission shall submit a second interim report by 29 May 2026 and a final report on the completion of the inquiry, on 31 August 2026.</p>
<p style="text-align: center;">
<p style="text-align: center;">This extension was granted at the request of the Commission due to the number of persons who must still appear.</p>
<p style="text-align: center;">
<p style="text-align: center;">The President appointed the Judicial Commission Inquiry in terms of section 84(2)(f) of the Constitution on 21 July 2025.</p>
<p style="text-align: center;">
<p style="text-align: center;">Justice Mbuyiseli Madlanga was appointed Chairperson of the Commission of Inquiry and Advocates Sesi Baloyi and Sandile Khumalo were appointed as members of the Commission.</p>
<p style="text-align: center;">
<p style="text-align: center;">The Commission submitted its first interim report to the President on 17 December 2025 and resumed its activities in January of this year.</p>
<p style="text-align: center;">
<p style="text-align: center;">In its interim report, the Commission referred a number of matters for immediate criminal investigation and urgent decisions on prosecution, as well as recommendations on the employment status and recommended suspension of individuals.</p>

										<content:encoded><![CDATA[<p>Drama unfolded at the Ad Hoc Committee when controversial Forensic Investigator, Paul O’Sullivan walked out claiming to be rushing for a flight to the dissatisfaction of MPs as he had not finished answering questions.</p>
<p>O’Sullivan said he “really needs to leave” after facing tough questions about his multiple passports and business interests.</p>
<p>Before the break, O&#8217;Sullivan had a heated argument with MK Party MP David Skosana who grilled him over his links as spy for the  United Kingdom (UK).</p>
<p>At the centre of the confrontation of all the drama was O&#8217;Sullivan&#8217;s UK military number: 24302818.</p>
<p>Skhosana pressed him on whether the number was linked to UK military intelligence service between 1972 and 1977.</p>
<p>&#8220;I do not have an “army number. I do not know what the MP is referring to. I have never been a spy. I have served South Africa “faithfully for 36 years. If i&#8217;m going to be called a spy again, I would stop answering questions,&#8221; he said.</p>
<p>This was the first warning shot from O&#8217;Sullivan to MP&#8217;s that if they continued cornering, he was going walk out.</p>
<p>Indeed few minutes later, the MP&#8217;s continued grilling O&#8217;Sullivan about his links with international crime syndicates.</p>
<p>He flatly denied any involvement in criminal networks.</p>
<p>EFF leader Julius Malema firmly stated: “He is not going to leave!” No witness can walk out without being formally excused by the chairperson,&#8221; he said.</p>
<p>MK Party Skhosana became visibly angry during the exchange, he stood up and shouted as he attempted to leave, but O’Sullivan ignored the confrontation and walked out of the venue.</p>
<p>&#8220;You&#8217;re not going anywhere. No one has authorised you to leave the chamber,&#8221; he argued as he tried to stop at the exit door.</p>
<p>After O&#8217;Sullivan&#8217;s walked out, several MP&#8217;s attacked Ashley Sauls who haf earlier on called him a hero.</p>
<p>“Mr O’Sullivan, you are a hero. Thank you so much for fighting corruption in this country.” Later on Sauls conceded that O&#8217;Sullivan was a hero with holes.</p>

										<content:encoded><![CDATA[<p>The Special Investigating Unit (SIU) welcomes the judgment delivered by the Special Tribunal, which affirms the Tribunal’s authority to preserve pension funds under the Pension Funds Act.</p>
<p>&nbsp;</p>
<p>The ruling follows after the former Chief Operating Officer of the National Lotteries Commission (NLC), Philemon Letwaba, attempted to reverse the previous preservation order by submitting that the Special Tribunal has no jurisdiction to rule over the freezing of pension funds.</p>
<p>&nbsp;</p>
<p>Judge Margaret Victor, the President of the Special Tribunal, in judgment explained:</p>
<p>&nbsp;</p>
<p>“To interpret the word ‘court’ narrowly would create an absurdity and undermine the fight against corruption. The Special Tribunal must be read harmoniously with the Pension Funds Act, so that it can exercise its powers to preserve and deduct pension benefits where misconduct, dishonesty, or fraud is proven. This interpretation promotes the spirit and objects of the Bill of Rights and ensures that justice is not defeated by technicalities.”</p>
<p>&nbsp;</p>
<p>The order ensures that the R2.8 million pension benefits due to Letwaba remain frozen, preventing him from benefiting from misconduct while investigations and civil proceedings continue.</p>
<p>&nbsp;</p>
<p>Letwaba is implicated in the looting of MLC Funds which has since been labeled as the &#8220;Great Lotto Heist&#8221;.</p>
<p>&nbsp;</p>
<p>&#8220;This judgment reinforces the principle that individuals implicated in corruption cannot shield themselves through pension benefits,&#8221; Victor.</p>
<p>&nbsp;</p>
<p>SIU Spokesperson Kaizer Kganyago said the SIU investigation revealed that Letwaba abused his position to siphon millions of rands intended for community upliftment projects.</p>
<p>&nbsp;</p>
<p>He further said instead of reaching vulnerable communities, these funds were diverted into companies and trusts owned or controlled by his wife, brother-in-law, and close associates, including Upbrand Properties, Mosokodi Water Solutions and Drilling, Mosokodi Farming Project, Mosokodi Trust, and the Letwaba Family Trust.</p>
<p>&nbsp;</p>
<p>&#8220;The SIU’s probe shows that the money was used to enrich his family and associates through property acquisitions, luxury lifestyles, and business ventures. In one case, a Limpopo-based NPO received approximately R25 million for the refurbishment of a torched school in Vuwani.</p>
<p>&nbsp;</p>
<p>&#8220;Twelve days later, R4 million was transferred to Up brand Properties without evidence of work being done, in violation of the funding agreement. In line with the Special Investigating Units and Special Tribunals Act 74 of 1996 (SIU Act), the SIU will refer any evidence of criminal conduct uncovered during its investigation to the National Prosecuting Authority (NPA) for further action,&#8221; he said.</p>
<p>&nbsp;</p>
<p>Kganyago further said the SIU is also authorised to initiate civil proceedings in the High Court or a Special Tribunal in its name to correct any wrongdoing uncovered during its investigation and to recover financial losses suffered by the State, including funds paid for services not rendered.</p>
<p>&nbsp;</p>
<p>&#8220;This is a one-stop information hub for our NLC investigation. On 6 November 2020, Proclamation No. R.32 of 2020 was published. Under this proclamation, President Cyril Ramaphosa authorised the Special Investigating Unit (SIU) to investigate allegations of maladministration in the affairs of the NLC and to recover any loss that the NLC or state has suffered.</p>
<p>&nbsp;</p>
<p>&#8220;The investigation covers the period from 1 January 2014 to 6 November 2020, where the SIU will probe the investment of funds from the National Lottery Distribution Trust Fund, established under section 21 of the Lotteries Act, No. 57 of 1997, in violation of the applicable provisions of the Lotteries Act. The SIU will also investigate the allocation of money from the Fund to beneficiaries who were not entitled to receive it under the relevant provisions of the Lotteries Act of 1997,&#8221; he said.</p>
<p>&nbsp;</p>
<p>Kganyago also said the SIU will probe any improper or unlawful conduct by the officials or employees of the NLC, or any other person or entity, including the causes of such improper or unlawful conduct and any losses, damage or actual or potential prejudice suffered by the NLC or the State.</p>

<p>Masuku who was investigating the alleged killing of Emmanuel Mbese whose body was dumped in dam in Nigel, told the commission this case which involved SAPS officers, EMPD officers and civilians linked to private security companies made her and her family become targets.</p>
<p>&nbsp;</p>
<p>Masuku described a series of threats that began during sensitive investigations involving law enforcement officials.</p>
<p>&nbsp;</p>
<p>Masuku detailed that the threats were not abstract, they were specific, planned and communicated to her through intermediaries who warned her that arrangements were being made to harm her.</p>
<p>&nbsp;</p>
<p>She mentioned three prominent incidents which she claims were meant to take her out.</p>
<p>&nbsp;</p>
<p>The first incident where she would recieve desth threats direct, the second incident was the shooting of her son who was driving her around and when her vehicle was shot at while she was driving but she survived.</p>
<p>&nbsp;</p>
<p>&#8220;At one point, I was informed that individuals were allegedly planning a hit. Someone who knew me contacted me privately, warning that although my name was not mentioned directly, the description matched mine. The department was notified, and investigators in my office were instructed to carry firearms due to the seriousness of the threat,&#8221; she said.</p>
<p>&nbsp;</p>
<p>Masuku said the threats did not stop. She explained that investigators often receive threats but must still report for duty the next morning. In her case, the danger moved beyond intimidation.</p>
<p>&nbsp;</p>
<p>&#8220;My son was shot and became wheelchairbound. Luckily he survived, but his life changed permanently. He was left wheelchair-bound for a period,&#8221; sje said.</p>
<p>&nbsp;</p>
<p>Masuku told the commission he is now trying to walk again.</p>
<p>&nbsp;</p>
<p>She became emotional while recounting that moment, thanking God that he did not lose his life.</p>
<p>&nbsp;</p>
<p>&#8220;My son was targeted because he had taken it upon himself to drive and accompany me during the height of the threats. He would take me to work, to police stations and to court appearances, trying to protect me. He was unarmed, simply standing by his mother.</p>
<p>&nbsp;</p>
<p>&#8220;I believe those targeting me realised that harming him would isolate me and cause me deep pain. Eliminating him may have been seen as a way to leave me vulnerable and alone. It did not stop her from doing her job,&#8221; she said.</p>
<p>&nbsp;</p>
<p>Masuku told the commission that investigating law enforcement officers is not easy and that delays in cases often have explanations rooted in safety concerns.</p>
<p>&nbsp;</p>
<p>&#8220;I had to face individuals in court whom I knew were allegedly planning to harm me. At one point, I confronted them directly, telling them I had heard about their plans and even gave them my home address. The IPID provided protection at our homes for a period, but it was stragetic protection. Me and my colleagues still had to move around the country conducting investigations without mobile security,&#8221; she said.</p>

<p style="text-align: center;">1. A speedy process to sell off the seized assets, so money is directly returned to assist hospital patients.</p>

<p style="text-align: center;">2. Criminal charges against all those implicated in the looting, regardless of their high positions or political connections. The evidence for asset forfeitures should be used to criminally charge Mr Hangwani Maumela and others instead of waiting for the SIU final report.</p>

<p style="text-align: center;">3. Justice for Babita Deokaran &#8211; this means finding and charging the mastermind who ordered her murder, as well as suitable protection and honour for whistleblowers who expose wrongdoing.</p>

<p style="text-align: center;">4. Widen the investigations to include procurement at all Gauteng hospitals.</p>
<p style="text-align: center;">
<p style="text-align: center;">5. Public disclosure of all findings, and timely report-backs on the implementation of recommendations.</p>

<p style="text-align: center;">6. Comprehensive reform of procurement processes to prevent further stealing and ensure that money is spent cost-effectively to improve healthcare.</p>

<p style="text-align: center;">7. Fire Health and Wellness MEC Nomantu Nkomo-Ralehoko. She allowed former Chief Financial Officer Lerato Madyo to resign with her pension money instead of being disciplined for suppressing Babita&#8217;s exposure of suspicious contracts at Tembisa Hospital. We need a new MEC who will effectively break up the corruption networks and replace all the cronies with competent and ethical people.</p>
