<p>“I don’t know Cat Matlala, in fact, when I heard about the plans to meet with me on 23 December, I was not even in the country. I don’t know what Fannie Nkosi is talking about,” Mashatile told reporters.</p>

<p>He contended that the alleged misconduct, linked to his dealings with controversial businessman Vusimuzi “Cat” Matlala, occurred under a previous employment contract which has since been terminated.</p>

<p>According to court papers, Mkhwanazi faces serious allegations, including the fraudulent registration of Matlala’s private vehicles under the municipality’s name and the alleged facilitation of blue lights being fitted to those vehicles.</p>

										<content:encoded><![CDATA[<p style="text-align: center;">Deputy President Paul Mashatile has categorically denied any connection to controversial businessman Vusimuzi Cat Matlala, following testimony at the #MadlangaCommission of Inquiry that suggested Matlala urgently needed his bank card ahead of a meeting with the deputy president Paul Mashatile and a General Shadrack official.</p>

<p style="text-align: center;">The denial came hours after Sergeant Fannie Nkosi of the Gauteng Organised Crime Unit testified that Matlala had phoned him demanding the return of his Luxor black bank card “urgently” because he had scheduled meetings with Mashatile and suspended Lieutenant-General Shadrack Sibiya. According to a handwritten statement Nkosi gave to police after a raid on his home, the call occurred around December 23, 2025.</p>
<p style="text-align: center;">
<p style="text-align: center;">Nkosi, who had possession of the card at the time and had used it with Matlala’s permission to buy boat accessories, told the commission he could not speculate on why Matlala needed it back. He omitted any reference to Mashatile when he later typed up his statement for the inquiry, describing the omission as a “human error.”</p>

<p style="text-align: center;">In a swift response, Mashatile’s office stated that the deputy president does not know Matlala, has never met him, and was out of the country on the date in question. Spokesperson Keith Khoza emphasised there was “no connection whatsoever” between the deputy president and the alleged underworld figure.</p>

										<content:encoded><![CDATA[<p style="text-align: center;">KwaZulu-Natal Police Commissioner Lieutenant General Nhlanhla Mkhwanazi has revealed explosive details behind the transfer of controversial businessman Vusimuzi “Cat” Matlala from Kgosi Mampuru II Correctional Centre to Ebhongweni Maximum Correctional Centre in KwaZulu-Natal.</p>
<p style="text-align: center;">
<p style="text-align: center;">Appearing before the Ad Hoc Committee in Parliament, Mkhwanazi outlined serious security concerns and alleged irregularities inside the high security C-Max facility.</p>
<p style="text-align: center;">
<p style="text-align: center;">He told the committee that Matlala, who is facing attempted murder charges, was enjoying unusual freedom inside the prison.</p>
<p style="text-align: center;">
<p style="text-align: center;">According to Mkhwanazi, Matlala had close relationships with senior officials at the facility, including the head of the prison.</p>
<p style="text-align: center;">
<p style="text-align: center;">This alleged relationship enabled him to move around freely and operate with ease within one of South Africa’s most secure correctional environments.</p>
<p style="text-align: center;">
<p style="text-align: center;">“I’m not going to explain part of the reasons why there was a motivation for him to move away from there, but that’s part of the problems that have been experienced,” Mkhwanazi told the committee.</p>
<p style="text-align: center;">
<p style="text-align: center;">The situation escalated after Correctional Services Commissioner Makgothi Thobakgale intervened following concerns raised publicly.</p>
<p style="text-align: center;">
<p style="text-align: center;">The commissioner deployed officials to conduct a search inside the C-Max facility.</p>
<p style="text-align: center;">
<p style="text-align: center;">During the operation, authorities discovered a prohibited cellphone inside Matlala’s cell block, which he was sharing with two other inmates.</p>
<p style="text-align: center;">
<p style="text-align: center;">The device has since become a key piece of evidence in ongoing investigations.</p>
<p style="text-align: center;">
<p style="text-align: center;">Mkhwanazi confirmed that the cellphone is already assisting investigators in building the case.</p>
<p style="text-align: center;">
<p style="text-align: center;">“The phone has helped us with a lot of these things where the case is,” he said.</p>
<p style="text-align: center;">
<p style="text-align: center;">However, serious questions remain about how such a device made its way into one of the country’s most secure prison sections.</p>
<p style="text-align: center;">
<p style="text-align: center;">Mkhwanazi pointed directly to the alleged relationships between Matlala and prison leadership as a possible enabling factor.</p>
<p style="text-align: center;">
<p style="text-align: center;">“Mr Cat Matlala was found with a cellphone inside prison,” he emphasised.</p>
<p style="text-align: center;">
<p style="text-align: center;">The revelations have raised alarm over security breaches, internal collusion, and the integrity of correctional facilities meant to house high risk inmates.</p>

<p>Sibiya dropped explosive claims about the arrest warrants alleging pressure from political offices and even references to the “after 9” clubs.</p>
<p>&nbsp;</p>
<p>The commissioner revisited screenshots of posts allegedly made by Blogger Musa Khawula containing serious allegations about Cat Matlala.</p>
<p>&nbsp;</p>
<p>Evidence showed that General Shibiri messaged Musa saying, “Don’t run the story Chommie. He’s a good guy. He never bothers anyone and lives a private life.”</p>
<p>&nbsp;</p>
<p>Commissioners suggested this looked like an attempt to shield Matlala.</p>
<p>&nbsp;</p>
<p>Sibiya said he could not say whether anyone was protecting anyone. But the real tension erupted over an arrest warrant.</p>
<p>&nbsp;</p>
<p>Evidence before the commission shows Sergeant Fannie Nkosi sent Cat Matlala a copy of Musa Khawula’s arrest warrant. Sibiya agreed under questioning that sharing a warrant with a private individual would be improper. However, he strongly denied instructing anyone to send it.</p>
<p>&nbsp;</p>
<p>Nkosi’s version is clear, he says Sibiya told him to forward the warrant to Matlala because Matlala’s security company had insight into places Musa allegedly frequented on weekends.</p>
<p>&nbsp;</p>
<p>Sibiya rejected this outright. He said he never gave such an instruction and insisted he would not involve a private security company in executing an arrest.</p>
<p>&nbsp;</p>
<p>The commission then pressed him about the reasoning allegedly given, that Matlala and his security team knew the venues Musa visited. That’s when an unusual detail emerged.</p>
<p>&nbsp;</p>
<p>When asked about the locations, Sibiya described them as “after 9 clubs” referring effectively late-night gay club venues.</p>
<p>&nbsp;</p>
<p>Sibiya initially wrote the description down before confirming verbally that he was referring to after-9 establishments.</p>
<p>&nbsp;</p>
<p>Another major issue was why Sibiya appeared consistently updated about Musa Khawula’s arrest.</p>
<p>&nbsp;</p>
<p>Messages showed he was informed when Musa was detained in Sandton cells and when the arrest was confirmed.</p>
<p>&nbsp;</p>
<p>Commissioners questioned why he was kept in the loop so closely when the matter was not directly under his command structure.</p>
<p>&nbsp;</p>
<p>Sibiya’s response was that he works closely with certain operational teams and often stays informed on arrests, especially when warrants are involved.</p>
<p>&nbsp;</p>
<p>He denied having any special or personal interest in Musa’s case.</p>
<p>&nbsp;</p>
<p>As if this was not enough, Sibiya was further confronted with a series of messages suggesting arrangements were being made to transport impalas to his home.</p>
<p>“I’ve never had impalas delivered to my home,” Sibiya said repeatedly.</p>
<p>&nbsp;</p>
<p>The commission heard that on March 21, 2024, Matlala forwarded a voice note to Nkosi. In the recording, a man asks for a pin drop “for where the impala must go.”</p>
<p>&nbsp;</p>
<p>Nkosi immediately forwarded the voice note to Sibiya with the message: “Morning it’s from Cat.”</p>
<p>&nbsp;</p>
<p>Sibiya acknowledged receiving the message and confirmed that the WhatsApp number used in the exchange belongs to him.</p>
<p>&nbsp;</p>
<p>The Madlanga Commission will resume for the fifth time today and Sibiya is expected to wrap up his testimony.</p>

										<content:encoded><![CDATA[<p>Suspended Deputy Police Commissioner Lieutenant General Shadrack Sibiya told the Madlanga Commission that the Political Killings Task Team (PKTT) was not involved in the investigation into the disappearance of Pretoria businessman Jerry Boshoga.</p>
<p>&nbsp;</p>
<p>Boshoga has been missing since November 2024 after a business meeting in Centurion in Gauteng.</p>
<p>&nbsp;</p>
<p>During his testimony Sibiya said he assembled a substantial team of experts to investigate Boshoga’s disappearance, which followed prior ransom demands.</p>
<p>&nbsp;</p>
<p>&#8220;I need to take time and explain this matter of Jerry Boshoga. This matter was reported and investigated by Gauteng Organised Crime. The family member who is a Director in the Union Buildings, he is a brother in-law, he came to my office complaining that Mr Boshokga has been kidnapped for far too long and they felt nothing was being done. I called the structures, I put together a bigger team on this matter.</p>
<p>&nbsp;</p>
<p>&#8220;We were all seated in my office and I told them that guys we cannot fail on this matter. We appointed Shihangule and other Kernel to lead the investigation. I request that the Commission summon the investigators to come with the docket and testify before you and share how far they are with the investigation. This thing of saying I&#8217;m friends with Cat Matlala, I don&#8217;t know where is it coming from,&#8221; he said.</p>
<p>&nbsp;</p>
<p>Sibiya stated that the PKTT played no role in the Boshoga investigation, distancing the unit from the case.</p>
<p>&nbsp;</p>
<p>Boshoga, who is a farmer was kidnapped in November 2024 after attending a meeting at a restaurant in Rooihuiskraal, Centurion.</p>
<p>&nbsp;</p>
<p>His family reportedly received ransom demands of up to R10 million, along with disturbing videos.</p>

<p>Behari was placed on precautionary suspension with full pay following testimony that linked him to the alleged obstruction of disciplinary processes within the Ekurhuleni Metro Police Department (EMPD).</p>

<p>The primary allegation against Behari is that he played a key role in preventing disciplinary action against Mkhwanazi, who was repeatedly linked to alleged misconduct, including the controversial authorisation of blue lights for private security vehicles and other irregularities.</p>

<p>Former head of employee relations Xolani Nciza, Lieutenant Colonel Kelebogile Thepa all told the commission that Behari and his cronies which include Former City Manager Dr Imogen Mashazi, Head of Human Resources Linda Gxasheka were blocking any disciplinary measures concerning Mkhwanazi.</p>

<p>According to Mapiyeye, this group frustrated internal accountability processes and, instead, he himself became the subject of repeated suspensions.</p>

<p>He further testified that the pressure escalated to the point where he faced a sexual harassment charge in November 2024, which he claims was used to remove him from office while Mkhwanazi remained protected.</p>

<p>Spies delivered some of the commission’s most explosive testimony, describing parts of the EMPD as operating like a “criminal enterprise.”</p>

<p>He told the commission that senior municipal officials, including those within legal services, shielded certain officers from accountability.</p>

<p>Spies named Behari as part of a network that allegedly ensured Mkhwanazi and others were insulated from investigation and discipline, despite serious allegations being raised internally.</p>
<p>&nbsp;</p>
<p>Nciza further implicated Behari, testifying that all disciplinary investigations involving Mkhwanazi were required to pass through Behari for approval.</p>

<p>Nciza said this effectively gave Behari control over whether investigations proceeded, stalled, or stopped entirely.</p>

<p>He also testified that during this period, both Behari and HR head Linda Gxasheka received significant salary increases, which he suggested raised serious questions about incentives and loyalty within the system.</p>

<p>Thepa did not directly accuse Behari, but her testimony provided important context about the internal environment at EMPD.</p>
<p>&nbsp;</p>
<p>Thepa told the commission that she was subjected to smear attempts after becoming involved in investigations linked to the Cat Matlala blue light scandal.</p>

<p>Thepa told the commission that at some stage her life was in danger and even received death threaths that she will be burnt alive after she began questioning the Cat Matlala&#8217;s Cat VIP contract.</p>

										<content:encoded><![CDATA[<p>Airports Company South Africa is scratching its head over reports of a controversial businessman named Vusimusi “Cat” Matlala trying to set up a fancy R70 million private terminal at OR Tambo International Airport. They say they&#8217;ve got zero records of any such proposal and are just as baffled as everyone else.</p>
<p>Matlala, who&#8217;s been tangled up in various corruption messes, apparently met with some bank folks from Nedbank over a few weeks. They even tagged along for a walkthrough of the airport&#8217;s cargo area back in 2023. The idea was laid out in a concept paper he signed, dreaming up a speedy VIP and VVIP setup where high-rollers could skip the usual airport hassles, all handled by his security company.</p>
<p>During a chat about how things went over the holiday rush, the CEO explained that when this story popped up, they dug around trying to track down any sign of an application from this guy. But nada—it&#8217;s nowhere in their system.</p>
<p>They have a straightforward way of handling random business pitches, like unsolicited bids where someone rolls up saying, &#8220;Hey, I want to build this or that.&#8221; A few years back, they even whipped up a policy for these: collect them, check if the idea&#8217;s one-of-a-kind that no one else is offering, and maybe give it a shot if it&#8217;s truly unique.</p>
<p>But in this case, there&#8217;s no trace of anything linked to Matlala or his outfits. Maybe it was chatted about with someone who doesn&#8217;t work there anymore, or perhaps it involved another company heading in a similar direction. Who knows? It&#8217;s not on the books, hasn&#8217;t been reviewed, and definitely hasn&#8217;t moved forward.</p>
<p>It sounds like there might be a security angle to it, but honestly, they&#8217;re in the dark just like the rest of us. If anyone has a lead on where this thing might be hiding, they&#8217;d love to hear it so they can chase it down and figure out what the deal was whether it was treated as a real bid or just some wild brainstorm that never made it official.</p>
