RAF CEO seeks law change to block claims from foreigners and wealthy South Africans
Road Accident Fund (RAF) CEO Collins Letsoalo is seeking to amend the RAF Agency Act before his term concludes in October 2025, aiming to block foreign nationals and wealthy South African individuals from accessing compensation.
Letsoalo’s push is consistent with his earlier views, where he highlighted that the RAF paid over R3.3 billion to more than 8,000 foreign nationals over a two-year period, a cost he argues puts significant pressure on the fund’s already strained resources.
He maintains that foreign nationals should secure their own insurance, referencing international practices where non-citizens are typically excluded from public insurance benefits.
The proposed changes have ignited public debate. Supporters believe the move is necessary to preserve the fund for South African citizens, while critics argue it raises concerns about fairness and compliance with global legal standards.
As of now, no amendments have been formally adopted. However, the RAF’s long-term financial viability remains central to Letsoalo’s reform agenda.
