President Cyril Ramaphosa Authorises SIU Probe Into Corruption And Maladministration At NTI And eThekwini Municipality
President Cyril Ramaphosa has signed a new proclamation and a key amendment empowering the Special Investigating Unit (SIU) to investigate allegations of serious maladministration, corruption, and irregular expenditure at the North West Transport Investments (SOC) Limited (NTI) and the eThekwini Metropolitan Municipality.
Under the directives, the SIU is legally mandated to recover any financial losses suffered by the State or these public institutions due to corruption, fraud, or mismanagement.
The President has ordered a full-scale investigation into the affairs of the NTI, alongside its wholly owned subsidiary, North West Star (SOC) Limited (NSL), and sub-subsidiary Atteridgeville Bus Service (SOC) Limited (ABS).
The SIU’s probe will meticulously scrutinise the procurement, contracting, and payment processes linked to, Fuel supplies provided by Zentrafor Fuel (Pty) Limited, trading as FuelU, Vehicle rental services under an agreement dated 28 July 2023 and Commuter bus services outlined in a sub-contractor agreement dated 7 July 2023.
Furthermore, investigators will probe serious maladministration regarding claims submitted by Tansanat Coachlines (Pty) Limited, Ziggy Investments CC, and their joint venture.
The SIU will assess whether operations breached National or Provincial Treasury guidelines and will investigate the conduct of the Business Rescue Practitioner (appointed on 21 July 2022), their agents, or NTI employees to determine if anyone received undue benefits at the expense of the State.
In KwaZulu-Natal, Ramaphosa has amended Proclamation 226 of 2024 to extend both the investigation period and the scope of procurement under review at the eThekwini Metropolitan Municipality.
The SIU will determine whether these specific procurement processes were fair, competitive, transparent, equitable, and cost-effective, and check for any irregular expenditure.
In line with the Special Investigating Units and Special Tribunals Act 74 of 1996, the SIU will not stop at uncovering civil wrongs.
