Media Statement FREE STATE – The South African Police Service (SAPS) is observing the 16 Days of Activism for No Violence Against Women and Children campaign by highlighting the work of its men and women in blue who are not only ‘game changers’ in their respective fields, but who also go beyond the call of duty to protect women and children in South Africa. Today, we introduce the nation to Constable Mosiuwa Ntholeng, an investigator attached to the SAPS’ Serial and Electronic Crime Investigations (SECI) Unit in Bloemfontein, Free State. As a SECI investigator, Ntholeng’s duties include the investigation of serial rape cases and sexual related crimes committed through electronic mediums, such as the possession, manufacturing and distribution of child pornography. To date, Ntholeng put 26 sexual predators behind bars with a combined number of 12 life terms and an additional 665 years in prison over a period of seven years; he joined the SECI team in 2017. In October 2024, the Bethlehem Regional Court sentenced serial rapist Moeketsi Sidwell ‘Keke’ Lebuso (30) to three life terms and an additional 7 years in prison for multiple counts of rape and assault to cause grievous bodily harm (GBH). He was also convicted in another case and expected to appear before the Senekal Regional Court again on Wednesday, 27 November 2024. Lebuso attacked female victims in Senekal who were making their way home from a tavern. He then assaulted and raped the victims, before he fled the scene. When this serial case landed on Ntholeng’s desk, he wasted no time and meticulously pieced all the available leads together. Through the application of various investigative techniques, Ntholeng was able to link Lebuso to four cases. Ntholeng’s quality investigations ultimately led to a water-tight case against the accused in court. Another career highlight involved the arrest of a 56-year-old businessman of Dealesville for sexually abusing boys and girls between the ages of eight and sixteen. Despite the challenges posed by the community’s divided support for the accused, Ntholeng built a solid case, ensuring the victims’ voices were heard. However, the accused passed away before he could be convicted on multiple counts of rape, sexual assault and grooming. The Constable is deeply committed to ensuring justice prevails for the victims he serves. He often checks in on survivors to support their well-being, particularly the Dealesville serial case, which he holds close to his heart. Ntholeng joined the Service in 2012 as a student constable and always knew he was destined to serve his country as a detective. In 2020, Ntholeng was awarded with a commendation certificate by the National Commissioner of SAPS for his outstanding investigations. “Being a detective is my calling – it gives me great pleasure to solve complex cases. I always believe that the evidence will reveal the truth, and I will be the one to uncover it,” said Ntholeng.
