Mayibuye accuses rural municipalities of failing to utilise available funding

MALAMULELE: The Afrika Mayibuye Movement has criticised what it describes as a lack of capacity and unwillingness among rural municipalities to access available government funding, warning that communities continue to suffer the consequences of poor service delivery.

The party’s president, Floyd Shivambu, was speaking at the movement’s Vhembe District manifesto rally in Malamulele on Saturday, where the party sought to introduce its policies to members and residents in municipalities it is targeting ahead of the upcoming local government elections.

Shivambu said one of the biggest challenges confronting municipalities, particularly in rural areas, was their failure to apply for and utilise available government grants and other resources intended to improve service delivery.

He identified Makhado, Musina and Collins Chabane among the municipalities in the district that the party believes face these challenges.

Municipalities receive funding through various national government allocations, including the Local Government Equitable Share, the Municipal Infrastructure Grant (MIG), water infrastructure grants and funding aimed at strengthening municipal management and technical capacity.

In the 2025/26 financial year, government allocated approximately R176.8 billion in direct transfers to municipalities, including equitable-share funding, infrastructure grants and capacity-building allocations.

Shivambu’s criticism places municipal financial management and administrative capacity at the centre of Mayibuye’s campaign, as the party seeks to convince voters that it can offer an alternative to the existing leadership.

With the local government elections approaching, the movement is seeking to increase its presence in Vhembe District and reduce the number of municipal council seats held by the governing party.

The rally forms part of the party’s efforts to mobilise residents and present its vision for local government, with municipal accountability and the effective use of public resources emerging as key campaign issues.
