Madibeng Municipality Ensnared in Corruption Scandal Over Alleged R6 Million Double Payment
The Madibeng Local Municipality in the North West has been thrown into chaos following intense disruptions on Wednesday.
At the center of the controversy is Municipal Manager Quiet Kgatla, whose administration is currently embroiled in a bitter power struggle involving local politicians, municipal officials, and third-party service providers.
The core of the dispute involves serious allegations of financial misconduct.
Investigating bodies are currently probing an alleged double payment of R6 million made in 2023 to service providers Molekoa and Lesego Mofolo. Reports indicate that at least R3 million of this total should never have been paid out.
While Kgatla subsequently opened a criminal fraud case, the missing funds have not been recovered, and the SAPS investigation has reportedly yielded little visible progress.
The growing conflict has drawn in several prominent, politically connected individuals whose roles are now under intense scrutiny are Thabo Belle, the Municipal Manager who reportedly opened a fraud case against Belle at the Brits SAPS (Case Number: Brits CAS 94/8/2026), which is currently assigned to Lt. Col. C. Jenner, Peter Padi, the Council Single Whip who faces allegations of orchestrating disruptions at the municipality to exert undue pressure on management and supply-chain officials and Daniel Masemola, the former HR Director who faces renewed questions regarding whether he met the prescribed qualifications for his previous municipal role.

Investigators are currently calling for the preservation of CCTV footage from the service station, neighboring businesses, and municipal premises to track vehicle movements, identify key participants, and cross-reference findings with cellphone records.
Further complicating the matter is the alleged involvement of former Supply Chain Manager Sphamandla Madlala.
Madlala, who was dismissed months prior over irregular tender extensions, was reportedly spotted returning to Brits on September 16, 2026.
Information suggests Madlala held a meeting at the Magalies Hills complex with individuals directly tied to the current dispute—just one day before the municipal incident occurred.
Investigators are pushing to secure access-control records and security footage to establish the scope and intent of this meeting.
The investigation pushes deep into provincial politics, casting a spotlight on Louis Diremelo, the ANC North West Provincial Secretary.
Serious allegations have surfaces claiming that individuals embedded in the Madibeng dispute hold close political ties to Diremelo.
Furthermore, suspicions have been raised that political influence is actively being deployed to protect a figure identified as “Belle” from arrest and prosecution.
While the document emphasizes that these claims are currently unproven, it stresses that allegations of political interference in a criminal matter must not be ignored.
There are direct calls for both the South African Police Service (SAPS) and the ANC leadership to clarify whether Diremelo has made any official or unofficial representations regarding the case, demanding that he be given a public platform to respond.
The stakes surrounding the investigation remain remarkably high, with the document noting that the entire situation carries severe undertones, particularly when viewed against previous events involving Quiet Kgatla.

The decision was formalized in an internal correspondence dated 14 September 2026, dispatched from the desk of the NW Provincial Secretary, Louis Diremelo, directly to the party’s Secretary General, Fikile Mbalula.
The comprehensive list of the 17 expelled individuals features prominent local figures, including Botshelo Moreki, Boipelo Marekwa, Malebo Gaopakala, Dimakatso Sithonga, controversial figure Papi Ratela and Pitso Gulane, among others.
