Media Statement PARKTOWN – Gauteng Provincial Commissioner, Lieutenant General Tommy Mthombeni congratulated Ekurhuleni District Commissioner, Major General Anna Sithole for winning a System Management Best Achiever accolade during a Top Management Meeting on Monday, 07 April 2025 at Midrand 10111 Centre. Major General Sithole’s District won the Best System Management performer for 2024/2025 financial year after securing the top spot in utilising SAPS systems that play a critical role in policing which contribute to successful convictions in the province. SAPS systems are monitored by Technology Management Services (TMS) and they consist of the following: The National Photo Image System (NPIS): A centralized SAPS database for managing and storing photographs of suspects, arrestees, crime scenes, and other visual evidence. It supports investigations by enabling officers to search, compare, and link images to criminal cases using facial features or metadata. NPIS enhances identification and case management by integrating with other core systems such as ICDMS and AFIS. Investigation Case Docket Management System (ICDMS): A SAPS’s digital system for managing the full lifecycle of criminal cases — from case registration and investigation to prosecution and closure. It enables the scanning and secure storage of supporting documents, providing a complete electronic version of the docket that also acts as a backup if the physical docket is lost. ICDMS links suspects, evidence, and court outcomes, and integrates with systems like NPIS, AFIS, and CRIM to improve workflow, case tracking, and oversight across SAPS units. Person Verification System (PVS): It allows SAPS personnel to instantly verify an individual’s identity, check criminal records, and confirm custody or warrant status. Connected to key databases like AFIS, NPIS, ICDMS, and Home Affairs, it supports accurate suspect identification during arrests, investigations, and background checks, helping prevent duplicate or false identities. National Forensic DNA Database (DNA System/NFDD): SAPS collects DNA through non-invasive cheek swabs from arrested or convicted individuals and crime scenes. These profiles are analysed and stored in the National Forensic DNA Database (NFDD), which helps link suspects to cases, identify repeat offenders, and eliminate false leads. DNA handling follows strict legal and chain-of-custody procedures for court admissibility. Ends
