Four people have been arrested following a joint SAPS Crime Intelligence and Special Investigating Unit (SIU) operation targeting an alleged cash-for-learner’s-licence scheme at the Marble Hall Driving Licence Testing Centre in Limpopo Learner’s Licence Corruption Bust.

A KwaZulu-Natal man was arrested on Friday after he was allegedly found in possession of several learner’s licences. Investigators believe he was part of a scheme in which applicants allegedly paid about R2,000 to obtain learner’s licences without writing the required tests.

According to investigators, the suspect allegedly worked with a Limpopo accomplice and examiners at the Ephraim Mogale testing station. The alleged syndicate is believed to have processed between 20 and 30 licences at a time.

Suspects travelling from KwaZulu-Natal and Limpopo to collect the licences were also intercepted during the operation.

Three cashiers, two women aged 63 and another aged 53 were subsequently arrested. Investigators recovered cash, including R4,500 allegedly concealed in undergarments and a further R800 allegedly hidden in a suspect’s clothing.

The suspects face charges including fraud, corruption and contraventions of the Cybercrimes Act, relating to alleged manipulation of the eNaTIS system.

SIU spokesperson Selby Makgotho and SAPS spokesperson Brigadier Athlenda Mathe said the investigation is being conducted under a Department of Transport proclamation and remains ongoing.

Further arrests are possible as investigators continue probing the alleged corruption network.

The SIU has warned that corruption at driving licence testing centres will not be tolerated.
