Media Statement POLOKWANE – Detective Sergeant Klass Edmond Mulungwa is a true champion of justice, dedicating his career to combating gender-based violence. With over 16 years of experience in the Family Violence, Child Protection, and Sexual Offences Unit, he has made a significant impact in bringing perpetrators to justice. This year alone, Sergeant Mulungwa has secured 110 years imprisonment, including one life term in prison for six child rapists. These criminals were convicted of horrific crimes against minors, ranging from 5 to 17 years old. Five of these cases, the perpetrators raped their stepdaughters. His commitment to justice has brought hope to the victims and their families, creating a safer environment for children. One notable case was that of Clifford Baloyi, who raped two girls aged 14 and 17 years old during separate incidents in Letsitele policing precinct in June 2017. Baloyi was sentenced to life imprisonment on count 1 and 10 years on court 2 by the Tzaneen Regional Court on 13 November 2023. Detective Sergeant Mulungwa’s tireless efforts linked the accused to the crime scenes through DNA analysis. The seasoned investigator stated that in this type of cases, where perpetrators are unknown, it is crucial to have the skill to connect the dots. In another breakthrough case, the Naphuno Magistrate’s Court on Friday, 30 August 2024, sentenced a 50-year-old man to 25 years direct imprisonment for the rape of his 12-year-old stepdaughter and an additional 2 years imprisonment for exposing a child to pornography. During the trial, it was heard that on 20 November 2016, the victim’s mother left her and her siblings in the care of the accused stepfather while she went to the hospital for medical treatment. That night, the stepfather entered the victim’s bedroom and raped her while her younger was sleeping. He threatened the victim not to tell her mother, and she complied. On another occasion, when the mother was away, the accused called the victim to his room and instructed her to watch ponographic videos on the computer.
The Provincial Commissioner, Lieutenant General Thembi Hadebe and management recognizes Sergeant Mulungwa’s exceptional work during the 16 Days of Activism for No Violence Against Women and Children campaign. His leadership at the Tzaneen Family Violence, Child Protection, and Sexual Offences (FCS) Unit is a shining example of dedication to protecting vulnerable members of society.
