Collapsed Plea Deal Puts Cat Matlala Back With Co-Accused
Vusimuzi “Cat” Matlala and his two companies will rejoin the remaining accused in the R228 million SAPS Medicare24 tender corruption case when the matter returns to the Pretoria Regional Court on Tuesday, 29 September 2026.
Matlala’s matter was postponed in the Pretoria Specialised Commercial Crime Court today, Friday after his plea and sentence agreement with the Investigating Directorate Against Corruption (IDAC) collapsed.
His case had previously been separated from that of his co-accused after he entered into the agreement with the State. Following his withdrawal, the State moved to have Matlala and his companies Medicare24 Tshwane District and Luxo Africa Brand Investments reunited with the main case.
The charges stem from the alleged irregular awarding of a South African Police Service employee health and wellness contract to Medicare24 Tshwane District.
The tender was advertised at about R360 million and was awarded in June 2024 for approximately R228 million. SAPS paid more than R50 million before cancelling the contract in May 2025 following an internal audit that identified procurement irregularities.
Matlala pleaded guilty to fraud, corruption and money-laundering charges in June and agreed to cooperate with the State as a section 204 witness against his former co-accused.
Under the proposed plea agreement, he would have received an effective eight-year prison sentence, consisting of 15 years’ imprisonment with seven years suspended.
However, Magistrate Ignatius du Preez rejected the proposed sentence as too lenient and indicated that an effective sentence of about 12 years would be appropriate. Matlala subsequently declined to accept the heavier sentence and withdrew from the agreement in July. The plea agreement was declared null and void and his guilty plea fell away.
The remaining accused include senior SAPS officials linked to the tender process, among them Brigadier Rachel Matjeng.
Charges against suspended national police commissioner General Fannie Masemola were withdrawn earlier this week following a review of the evidence.
The case against Matlala and his co-accused remains before court, with the allegations yet to be tested at trial.
IDAC spokesperson Henry Mamothame said the National Prosecuting Authority remained committed to pursuing those implicated in the alleged unlawful awarding of public contracts
