										<content:encoded><![CDATA[<p>The Durban Regional Court in KwaZulu-Natal (KZN) sentenced Rubishen Munsamy (41) for fourteen counts of fraud and contravention of Customs and Excise Act on Friday.</p>
<p>&nbsp;</p>
<p>Munsamy is a sole director of a clearing agent. During the period between September 2018 and October 2019 his clearing agent was contracted to clear imported goods.</p>
<p>&nbsp;</p>
<p>KZN Hawks Spokesperson Lieutenant Colonel Simphiwe Mhlongo said the client supplied necessary documents to his clearing agent and Munsamy framed a draft import bill of entry.</p>
<p>&nbsp;</p>
<p>&#8220;He presented it to his client for the payment of customs duties and value added tax. The client paid him the requested amount, however, Munsamy altered the description of the goods when he was submitting to the South African Revenue Service (SARS). As a result due taxes were drastically reduced and SARS suffered a financial loss of R14 711 077.60 in respect of fourteen shipments he was instructed to clear.</p>
<p>&nbsp;</p>
<p>&#8220;An internal investigation was conducted by SARS and a case of fraud was reported at Point police station. The case docket was then allocated to the Hawks members from Durban Serious Commercial Crime investigation for further probing. In November 2024, Munsamy was summoned to appear before court. After several court appearances, he pleaded guilty on fourteen counts of fraud and contravention of Customs and Excise Act,&#8221; he said.</p>
<p>&nbsp;</p>
<p>Mhlongo said Munsamy was sentenced to three years correctional supervision and 10 years imprisonment which is wholly suspended for five years on condition that he pays SARS R12 363 161.00 within five days from the date of the sentence, he pays SARS R6 000 000.00 within 12 months from the date of the sentence and he further pays R1.5 million to the Criminal Asset Recovery Account within five days from the date of the sentence.</p>
<p>&nbsp;</p>
<p>&#8220;His clearing agent was sentenced to pay a fine of R500 000.00 which is wholly suspended for five years on condition that it is not convicted of fraud or contravention of Customs and Excise Act.</p>
<p>&nbsp;</p>
<p>&#8220;The work of the Directorate for Priority Crime Investigation, South African Revenue Service and National Prosecuting Authority is commended as the sentence imposed by the court serves as a deterrence to those would be criminals,&#8221; he said.</p>

<p>“Sergeant Nkosi had no right to interfere in any procurement-related matters within the TMPD. He has no authority. He had no permission,” she told the commission.</p>
<p>&nbsp;</p>
<p>She further revealed that she had never interacted with Nkosi and only became aware of him when he appeared before the commission.</p>
<p>&nbsp;</p>
<p>“I was not aware that he’s busy interfering. I don’t know Sergeant Nkosi. I never made contact with him,” Faro said.</p>
<p>&nbsp;</p>
<p>Nkosi, a member of the SAPS Gauteng Organised Crime Unit, previously testified about his role in sharing bidder information and documents linked to procurement processes within the TMPD.</p>
<p>&nbsp;</p>
<p>The commission is currently probing a staggering R2.9 billion security tender involving 22 companies.</p>
<p>&nbsp;</p>
<p>Evidence presented includes:</p>
<p>• R59 million allegedly paid to Gubis85 Solutions for services not rendered</p>
<p>• Over R2 million paid to a company linked to Nkosi’s brother</p>
<p>&nbsp;</p>
<p>The Madlanga Commission continues to investigate serious allegations of corruption, tender manipulation, and political interference within the criminal justice system and entities linked to the City of Tshwane.</p>

										<content:encoded><![CDATA[<p>Controversial businessman Vusimuzi “Cat” Matlala has appeared before the Pretoria Magistrates’ Court in Gauteng, joining 12 other accused in a high-profile corruption case linked to the R360 million Medicare24 tender.</p>

<p>Matlala is appearing alongside thirteen accused, including senior South African Police Service (SAPS) officers and executives linked to Medicare24. The group faces charges of corruption, fraud, and contravention of the Public Finance Management Act (PFMA).</p>
<p>&nbsp;</p>
<p>Among the accused is Medicare24 Group managing director James Murray, as well as Matlala, who is listed as accused number one and is the majority shareholder of Medicare24 Tshwane District.</p>
<p>&nbsp;</p>
<p>Matlala arrived late at court as he remains in custody on separate serious charges. He is currently facing more than 20 charges in the Johannesburg High Court, including 11 counts of attempted murder, conspiracy to commit murder, and money laundering.</p>
<p>&nbsp;</p>
<p>These charges relate to multiple incidents between August 2022 and January 2024, including an alleged failed hit on his former girlfriend and socialite Tebogo Thobejane in October 2023.</p>

<p>The SAPS officials facing charges include General Busi Temba, Brigadier Ofentse Tlhoaele, Brigadier Kistey Jonker, Brigadier Thembinkosi Ngema, Colonel Nehemiah Maleka, Colonel Johannes Monyai, Captain Brian Cartwright, Colonel Anthony Paulsen, Brigadier Rachelle Matjeng, Brigadier Petunia Lenono, Colonel Nonjabulo Mngadi, and Brigadier Patrick Nethengwe.</p>

She has been ordered to receive a formal reprimand from the National Assembly and to deliver a public apology there.</p>

<p>The controversy erupted in 2025 while Nkabane served as minister. She delegated key aspects of the recruitment and selection of SETA board chairpersons to Solani without proper oversight or follow-up.</p>

<p>Parliament heard allegations that the process favoured senior ANC cadres and politically connected individuals for high-paying positions. Nkabane initially told lawmakers that an independent panel handled the appointments, but later revelations showed this was not the case, leading to accusations that she misled the House.</p>

<p>Nkabane has blamed Solani for the irregularities but accepted the committee’s findings. In mitigation, the committee noted that President Cyril Ramaphosa had already dismissed her from Cabinet in July 2025 over the scandal.</p>

<p>The Democratic Alliance (DA), which lodged the original complaint in June 2025, welcomed the ruling. DA MP Karabo Khakhau described it as confirmation that Nkabane allowed manipulation of the process to install ANC allies and then lied to cover it up.</p>

<p>Despite the breach, Nkabane remains an ANC MP and was recently appointed as the party’s Deputy Chief Whip in Parliament, a role that involves enforcing discipline among ANC members.</p>

<p>The SETA boards oversee skills development and training in various economic sectors, and the appointments carried significant influence over public resources. Critics have long pointed to the scandal as another example of political interference in state institutions.</p>

<p>The National Assembly is expected to consider the committee’s recommendations and facilitate Nkabane’s apology in the coming weeks.</p>

<p>According to the findings, the EDTP SETA reportedly spent R637 646 000 without sufficient supporting documentation or clear evidence detailing how the funds were used.</p>

<p>In a letter dated 22 March 2026, Khakhau called for urgent accountability and parliamentary intervention.</p>
<p>&nbsp;</p>
<p>“Dear Chairperson T W Letsie, I trust this letter finds you well. I am writing following the Auditor General of South Africa’s findings on the EDTP SETA finances for the 2024 25 financial year,” she wrote.</p>
<p>&nbsp;</p>
<p>“The Auditor General indicates that the EDTP SETA spent R637 646 000 without adequate supporting evidence. It is the Democratic Alliance’s concern that over six hundred million rand in public funds cannot be properly accounted for. This must not be allowed. The EDTP SETA must account for every rand spent and provide full transparency on how and by whom the funds were used.”</p>
<p>&nbsp;</p>
<p>Khakhau further requested that the Portfolio Committee urgently convene a meeting with the EDTP SETA and the Auditor General of South Africa to address the matter.</p>

<p>The developments add to growing concerns around financial oversight and accountability within entities linked to the higher education sector.</p>
