Drushantha Ramsamy has told the Madlanga Commission that it became clear to her that National Police Commissioner General Fannie Masemola was being targeted, claiming investigators appeared determined to establish a case against him.

Explosive testimony before the Madlanga Commission has placed the conduct of the Investigating Directorate Against Corruption, IDAC, under renewed scrutiny.

Drushantha Ramsamy testified that following a meeting on 8 July 2025, she formed the view that Masemola had become a target of IDAC and that former IDAC head Andrea Johnson was allegedly driving the effort.

Ramsamy questioned why investigators were examining Masemola’s daughter and attempting to establish possible links between the National Police Commissioner and controversial businessman Vusimuzi “Cat” Matlala.

According to Ramsamy, what she was witnessing raised serious concerns about the direction of the investigation.

“Catch Masemola by any means possible”

Ramsamy’s most striking evidence came when she described the conclusion she had reached about the investigation.

She told the Commission that it appeared to her that rules were going to be broken in an effort to “catch Masemola by any means possible”.

The allegation is significant because Masemola occupies the highest operational policing position in South Africa.

Ramsamy’s evidence does not establish that rules were actually broken or that there was an unlawful operation against Masemola. These remain allegations being tested before the Madlanga Commission.

Dimpane’s name enters the testimony

Ramsamy also testified that investigators were expecting a statement from now-acting National Police Commissioner Lieutenant-General Puleng Dimpane.

According to Ramsamy’s evidence, Dimpane apparently had concerns about the appointment of Lieutenant-General Dumisani Khumalo as head of Crime Intelligence.

Ramsamy further referred to what she described as “corridor rumours” suggesting Dimpane was assisting because she was friendly with suspended IDAC chief investigator Dylan Perumal.

No finding has been made establishing that allegation, and Ramsamy presented it as information circulating at the time rather than an established fact.

Ramsamy says Masemola and Khumalo were allegedly wanted “gone”

The latest testimony follows Ramsamy’s earlier evidence concerning the alleged attitude of senior IDAC figures towards Masemola and Khumalo.

She previously testified that Johnson and Perumal appeared to want the two senior police officials “gone”.

The Commission has been hearing evidence concerning alleged attempts within IDAC to target senior police officials and questions surrounding whether proper procedures were followed during investigations involving Masemola.

Ramsamy’s latest testimony now adds another layer to those allegations by suggesting that, from her perspective, the investigation had moved beyond an ordinary investigative process and had become focused on finding a way to implicate Masemola.

Commission continues testing explosive allegations

The testimony comes as the Madlanga Commission continues examining allegations of criminality, political interference and corruption within South Africa’s criminal justice system.

The evidence before the Commission remains subject to testing, and allegations made by witnesses should not be regarded as final findings.

For Masemola, however, Ramsamy’s testimony raises a critical question that the Commission may now have to interrogate further: was the country’s National Police Commissioner legitimately under investigation, or had he become the target of an effort to remove him?
