Parliament’s CoGTA portfolio committee has moved to seek a legal opinion after confirmation that the South African Church Defenders have filed a Gauteng High Court challenge against the CRL Rights Commission Section 22 committee for the Christian sector.
The department briefed MPs that the CRL is a Chapter 9 institution accountable to Parliament, and that the minister’s role is largely limited to administrative functions, not operational decisions such as how the Commission consults or structures committees.
The CRL has defended the Section 22 process as a peer review and self regulation mechanism aimed at strengthening accountability and curbing abuse, with the committee publicly launched and announced in October 2025.
