CAT MATLALA TO RESUME MADLANGA COMMISSION TESTIMONY ON 9–10 NOVEMBER
Alleged underworld figure Vusimuzi “Cat” Matlala is expected to return to the #MadlangaCommission of Inquiry on 9 and 10 November 2026, bringing forward his previously scheduled appearance of 14 December by more than a month.
In a ruling dated 7 November 2026, Commission Chairperson Justice Mbuyiseli Madlanga directed the Commission’s evidence leaders and Matlala’s legal team to submit written arguments, limited to 15 pages each, addressing the scope and implications of section 105A(10) of the Criminal Procedure Act 51 of 1977.
The submissions must clarify how the provision applies to the issues Matlala will be questioned about during his testimony. Both parties have been given until 17:00 on Sunday, 8 November, to file their arguments.
Matlala previously appeared before the Commission in August, where he invoked his constitutional right against self-incrimination when questioned about several issues, including the alleged Big Five criminal network and the R360 million Medicare24 SAPS health-services tender.
The legal dispute follows the collapse of his plea and sentence agreement in the separate criminal case relating to the tender. Section 105A(10) deals with the use of admissions and records connected to a plea agreement when criminal proceedings start afresh.
His return comes as the Commission resumes public hearings on Monday, 9 November, following a break around the local government elections.
