High Court Dismisses Mogalakwena Municipal Manager’s Urgent Bail Application

POLOKWANE – The Limpopo High Court in Polokwane has dismissed an urgent application by suspended Mogalakwena Local Municipality Municipal Manager Morris Maluleke, 43, challenging a decision to keep him in custody pending his formal bail application.

The application was heard on Monday, 12 October 2026, with the National Prosecuting Authority (NPA) opposing the bid. The State argued that Maluleke’s bail proceedings should continue at the Mokopane Magistrates’ Court as scheduled on 16 October.

Maluleke was arrested on 7 October and faces allegations of fraud, corruption and money laundering linked to a municipal fleet management contract.

The State alleges that a contract initially valued at approximately R4 million resulted in payments of about R24 million. It further alleges that Maluleke irregularly awarded a R24 million tender to Fleetmove (Pty) Ltd in December 2022 without following prescribed supply chain management procedures.

Investigations also allegedly uncovered payments totalling R230 000 into an account linked to Maluleke through a company in which he is the sole director. The State believes the payments were kickbacks.

Maluleke is charged alongside his company, Bona Cord Vulstasie. He remains in custody, with his formal bail application scheduled for 16 October 2026.

The NPA welcomed the High Court’s decision, saying it remains committed to pursuing corruption and other serious economic offences to promote accountability and protect public resources.
