NPA To Fight Bail For KuGompo Lawyer Caught In R5.2m RAF Fraud Scam

The National Prosecuting Authority (NPA) has confirmed it will formally oppose the bail application of a KuGompo-based attorney accused of orchestrating a R5.2 million Road Accident Fund (RAF) fraud scheme.

Precious Muleya, a Zimbabwean national who operated under the banner of Precious Muleya Attorneys, made a brief appearance in the KuGompo Magistrates’ Court. Her case has been postponed to 9 October 2026 to allow for a formal bail hearing.

Muleya’s appearance follows her high-profile arrest at OR Tambo International Airport on 30 September 2026, which abruptly ended a period spent evading law enforcement.

After being processed initially through the Kempton Park Magistrates’ Court in Gauteng, she was transferred to the Eastern Cape to face justice.

She faces primary charges of fraud, with theft presented as an alternative count.

The investigation centers around fraudulent claims filed on behalf of at least 12 individual beneficiaries.

According to the Directorate for Priority Crime Investigation (Hawks), the illicit activities spanned from 29 August 2019 to 19 February 2021.

Muleya allegedly targeted road accident victims across multiple locales, including KuGompo, Centane, Butterworth, KwaBhaca, Mdantsane, and Estcourt in KwaZulu-Natal.

Investigators discovered that the RAF paid out values ranging from R150,000 to R947,000 per claim based on manufactured data designed to inflate payouts.

Furthermore, the Hawks established that several claimants were never examined or treated by the medical professionals listed in the paperwork.

The invoices and medico-legal reports submitted to induce payouts from the fund were allegedly forged entirely.

Beyond the inflated claims, Eastern Cape NPA officials indicated that scrutiny is also being directed toward the potential misappropriation of compensation payouts that were meant for her clients.

The Algoa FM reporting indicates this arrest forms part of a wider institutional push to safeguard public funds.

The Road Accident Fund has come under significant pressure from systemic fraud, with the Special Investigating Unit (SIU) historically probing over 100 law firms regarding duplicate billing and stolen trust funds.

NPA Regional Spokesperson for the Eastern Cape Division, Luxolo Tyali, reiterated that the state remains resolute in holding legal practitioners accountable when they abuse their positions of trust to deplete public resources.
