Complainants feared Sibiya’s police rank,State tells court

Prosecution links reluctance to report alleged offences to the officer’s senior position.

Some complainants were afraid to report allegations against Shadrack Sibiya because of his senior
position in the police, the State told the Randburg Magistrate’s Court during his bail proceedings on
1 October 2026.

TimesLIVE reported that an investigating officer’s affidavit presented the prosecution’s account of an
alleged incident involving a group of young women on 16 May.

According to that account, the women had planned an outing and asked a man identified in court as
Mr M to help arrange transport and accommodation. The State’s submissions linked the alleged
reluctance to report what happened to concerns about Sibiya’s rank.

The claim places the question of police authority at the centre of this part of the prosecution’s case.
It remains an allegation presented during the hearing, rather than an established finding about why
any individual delayed reporting.

Sibiya denies rape. He has told the court that his sexual encounter with the adult complainant was
consensual. The allegations concerning that complainant are separate from the sexual-grooming
allegations involving a minor.

The bail proceedings do not determine guilt.
