Suspended Top Cop Shadrack Sibiya Transferred to Kgosi Mampuru Prison And Expected To Apply For Bail Next Tuesday.
Suspended Deputy National Police Commissioner, Lieutenant-General Shadrack Sibiya, has been transferred to the high-security Kgosi Mampuru II Correctional Centre in Pretoria following intelligence reports suggesting a serious escape risk and threats to witnesses.
The 59-year-old senior official appeared briefly in the Randburg Magistrates’ Court on Tuesday, where his case was officially postponed to next Tuesday, 29 September 2026, for a formal bail application.
Sibiya, who was the Deputy National Commissioner for Crime Detection, was arrested on Monday by members of the Commission’s Recommendations Task Team.
He faces five severe charges including rape, trafficking in persons, promoting the sexual grooming of a child, and two counts of sexual grooming of a child.
The State alleges that Sibiya raped an 18-year-old woman at a hotel in Sandton in May 2026. He is further accused of sexually grooming a 16-year-old girl between July and August 2026.
National Prosecuting Authority (NPA) spokesperson Kaizer Kganyago confirmed that the State successfully requested Sibiya’s immediate transfer to the Pretoria-based maximum facility rather than keeping him at local police holdings or the Johannesburg Central Correctional Service.
“The State indicated that there was intelligence that there is a possibility that he might escape,” Kganyago stated, adding that the state firmly intends to oppose bail next week.
In addition to the escape risk, prosecutors revealed in court that Sibiya and his alleged “cabal” had actively made threats against witnesses as recently as Tuesday afternoon, hours before his appearance.
Investigating officers have reportedly taken urgent measures to protect the complainants following evidence of a voice note containing interrogations and direct threats.
Legal experts note that securing bail will be an uphill battle for the suspended general, given the gravity of the schedule offences and the explicit allegations of witness interference.
Sibiya’s arrest follows heavy scrutiny regarding his career conduct.
He was previously placed on a forced leave of absence by National Police Commissioner Fannie Masemola following recommendations from the Madlanga Commission, which investigated misconduct surrounding high-profile political killing investigations.
Sibiya remains in custody and has not yet been asked to plead. The formal bail hearing is scheduled to commence at 09:00 next Tuesday.
